Reporter chevron noticed it at 6 30 a. M. A black substance floating between the tanker and the wharf. The first description of the material that came into the county was solid black material. And everyone assumes its oil but it wasnt. Reporter the black gunk is believed to be soot from the ships engine exhaust. An investigation is now under way to determine which ship, how the soot was discharged, and how much soot made it to the water. It was about a sheen of about 20 square feet was seen in the water.
