Now, southbound 101 here in healdsburg is back to business. Traffic now moving on the southbound lanes. These lanes were actually shut down for 3. 5 hours this afternoon so investigators could collect shell casings and other evidence. Now, the chp says the shooting happened around 12 15 this afternoon. A car pulled up alongside a white sedan and shot the driver and a passenger. Officers say both young men were hit. Paramedics rushed the victims to the hospital. They have not released a severity of the injuries. Investigators are still working to identify a motive and collect information about the suspect and the suspects car. Now, the chp says unlike Contra Costa County, they just dont see freeway shootings here. This type of thing does not happen in sonoma county. So its got us all very concerned and very motivated to find a suspect and a motive quickly. Reporter i sped this up clip of city street traffic to show you just how backed up it was. The 101 southbound closure pushed a lot of cars on to city streets. But since the chp reopened the southbound lanes around 4 00, things have been slowly getting back to normal. Now, the two victims who were shot today on this freeway, well, they lived in this area according to the chp so so far, the early information has not been just does not tie the shooting to the previous Contra Costa County shootings because those freeway shootings most of the suspects and victims live in the Contra Costa County area. Border patrol agents quarantined him for hours and demanded to search through his cell phone. They gave me no indication as to why i was pulled aside. The Organization Says his story is a textbook example of a troubling trend at all airports. These searches are happening more and more often. In the last six months there have been 15,000 searches of devices at the border and that is continuing to increase over time. Reporter the feds insist they have the right to search anyone at random and have been doing so for nearly a decade. Conley says that violates the Fourth Amendment and needs to be changed. Unfortunately, the administration is continuing the practice of diverting that revenue to the general fund instead of spending it for the purposes for which it was collected. Reporter according to the legislative Analysts Office the governors proposed budget uses 1. 2 billion in tobacco taxes to pay for typical year to year Cost Increases in the program. Basically, medical maintenance. We very much would like to see an investment in the medi cal program. Reporter which is what the voters really said when they voted for prop 56. This is the director of communications for Health Access california, one of the groups that helped to write proposition 56. They wanted to increase the benefits the number of people that receive care. Reporter Health Access wants to see some of the money pay for expanded services for young adults and dental care. A civil grand jury is calling for the ouster of Contra Costa Countys top Law Enforcement official after he admitted he broke the law. District attorney Mark Peterson secretly spent more than 66,000 of his Campaign Money on himself over a fiveyear period. He agreed to pay a 45,000 fine late last year saying he regretted the mistakes. The civil grand jury said today he should also lose his job because of, quote, willful or corrupt misconduct in office. After months of negotiations, a deal has just been reached between oakland unified and ac transit. The agreement will save 17 bus routes to community day, Montera Middle School and skyline high. Ac transit then threatened to Cancel Service to three schools. New at 6 00, city college of San Francisco made college free for everyone starting next semester. All it wanted from students is they maintain a c average. The question there is, how you feel about college. Do you feel like its a right or do you feel like its a privilege . Well, the city and the college both feel like its a right and they are not going to put limitations on that. The school has been marred by scandal over the years. City college once on shaky footing with its accreditor also faced reports of misuse of funds. So now its looking to make headlines of a brighter sort with free college. To have the opportunity, this means everything and wow its just opened up so many opportunities for me and now, like, so many more open for me. Reporter she plans to enroll in the Free City Program and while she is a good student, the board of city college has decided she doesnt have to be. The programs enrollees dont have to have minimum gpa requirements to attend or have to complete half their units. So in other colleges if you dont make grades you lose your scholarship. In the real world with a job, if you dont complete half of your credits or whatever youre supposed to, you lose your job. Why is this Program Different without that kind of accountability . Well, actually, its very similar to how, um, we do our Public School system. When students fail classes in the middle school or in high school, we expect them to keep coming back to graduate at a certain point. The whole purpose of education should be about supporting people to graduate. Reporter so the rules that were originally in place to protect taxpayers have been deemed barriers to entry. Instead of repercussions, the school says, it has a support system with counseling and tutoring. Although students arent subject to city colleges academic code. After the first semester they will reassess and in the meantime hope for the best from the students. Theres issues they need to look at in order to make it more efficient and responsible but i think the initiative is there which is really important which is Higher Education for everyone in order to make more informed and, um, better society. Reporter city college is the Largest School to offer free tuition but they stand to gain with this as well because more than likely, their student population will swell which will bring in more money from the State Government in the form of funding.
