The streets colored in red are some of the most dangerous. Together, they make up just 3 of the roads but account for 50 of fatal crashes. Reporter we should note that the San Jose City council also passed their own vote of support of this bill just a couple of weeks ago. If it clears both houses of the state legislature, it could be on the governors desk by the end of summer. In downtown san jose, kiet do, kpix 5. If the Pilot Program is successful, it could go statewide. Take a look at this new video. Crews just demolished a third section of the Pfeiffer Canyon bridge in big sur. There she goes the bridge was condemned after it was damaged in the recent winter storms. This past weekend a larger section of the bridge came down. Now work will begin on removing debris in the canyon. Caltrans says a new bridge could be built in about 6 months. A dam that overflowed in the south bay is overdue for an earthquake retrofit. Last month water poured down from the anderson dam into coyote creek and that led to major flooding in san jose. Kpix 5s devin fehely is live at the reservoir with a look at a larger danger that still exists. Reporter thats right. Now, Anderson Reservoir is still about 85 full which is still much higher than safe in the event of a major earthquake, 7. 2 or greater. That in conjunction with the longterm plans to retrofit the dam here are a topic of conversation between the Water District and the Community Happening as we speak. During the extraordinarily wet winter we have seen firsthand the devastation caused by the controlled release of water from anderson dam but according to a 2011 engineering study if the reservoir were to fail in the aftermath of a major earthquake, the uncontrolled flooding and resulting damage would be catastrophic the wall of water in the immediate vicinity downstream of the dam would be somewhere between 30 and 35 feet high. Reporter creating a tidal wave deputy operating officer says that would spread north and south flooding communities from san jose to monterey. Its a huge amount of water. If that reservoir is full, it contains almost 30 billion gallons of water. Reporter the Water District is planning a 400 million project to bring the dam up to current earthquake code but wont be able to break ground for three years to the frustration of residents. Why it didnt happen, i dont know. All thats happening is its driving up the cost like Everything Else year to year. Reporter anderson filled completely up last month sending water cascading over the spillway for the first time in a decade. The Water District is still pumping a ton of water out of the reservoir to lower it back down to a safe level. People who live nearby hope that worstcase scenario never happens. The dam would have to disappear in an instant for that 30foot wall and at the most i think it would sink in parts and start washing out. Reporter anderson is an earthen dam built out of dirt and rock and the concern is during a major earthquake that it could liquify and slump as much as 25 to 30 feet so they lowered the water level down in order to reduce the risk of it being overtopped. The report lists sanctuary cities that are not cooperating with federal detainer requests. But in an exclusive sitdown interview with our phil matier today, sheriff Gregory Ahern says its not true phil . Reporter thats right. We sat and talked about this report that came out earlier this week that pointed the finger at the jailers here at santa rita but the sheriff says they are pointing it in the wrong direction. Lets take a listen. You know anything about this . I think thats inaccurate. We keep very close records. Reporter so you think this report is bogus . I think that relates to Alameda County sheriffs is bogus. We have told i. C. E. Reporter whats the response . No response yet. Reporter truth be told, even if a request to hold the inmate for deportation had been made, California Law bars the sheriff from honoring it without a warrant from a judge. But we do look at the notification of release. Reporter in other words, the jail wont hold someone for immigration. But if asked, they will give immigration a heads up on someones release date so federal agents can pick them up the minute they walk out of the jail. And last year, they gave the feds the heads up on about 300 inmates. People in our custody for some type of serious felony. Reporter when you say serious, what do you mean . Similar to weapons possession, um, violence, um, involving shootings relating to assault of gangs. Reporter but that could change under a proposed sanctuary law that could bar sheriffs from giving the feds any information on Illegal Immigrants even the release date. Thats something that ahern and the state Sheriffs Association say goes too far. Our job as sheriff assist Public Protection and the safety of our community. Reporter immigration, however, especially in the age of President Trump, is an emotional and political tug of war. This is a moment for us to stand up to our values. In dublin, for example, they just decided not to be a sanctuary city. In fremont, its quite a different story. They are very much a sanctuary city. Reporter and this new weekly report on who and who isnt cooperating and for what crime will likely heighten that debate. One sense they show we are not cooperating other people think we cooperate too much so it puts us in a very difficult position. Tells us that they are trying to focus more on deportation of people that have been taken into custody. Reporter as a result, the sheriffs here and around the state not only face a political dilemma because they are elected, about how to handle this whole new immigration push by washington, but also a Public Relations one because this list is going to keep coming out. City officials have filed a lawsuit aimed at blocking his executive order that would deny funding for sanctuary cities. Richmond joins several other Northern California cities that have filed similar lawsuits including San Francisco, santa clara, and salinas. New at 6 00 sears says it may have to go out of business. The longtime retailer hasnt turned a profit in six years. And its already closing dozens of stores around the country. Bay area malls are already taking a hit thanks to online shopping. Kpix 5s john ramos shows us the declining fortunes of one spot in richmond. Reporter hilltop mall in richmond was quiet this morning. Some say too quiet. Just last week, j. C. Penney announced that the store here would close in june. And now sears, that icon of american retail, says it is in deep trouble, as well. To think that a store that stable, you know, and it was just like it was here forever, and thats having trouble . Reporter last night sears told federal stock regulators that the companys performance indicates, quote, substantial doubt exists related to the companys ability to continue as a going concern. Sears cites increasing competition from online sales as a factor and says it hasnt turned a profit since 2011. Nobody in here. Nobody around. Reporter its gotten so bad that people across the country are posting online video tours showing how empty their local stores are. Everything is changing, you know, im a little bit Old Fashioned guy maybe i dont know whats going tonight next little bit scary of course. Reporter it seems like it would be scary for the city as well with hilltop mall possibly losing half of its anchor stores and the sales tax it generates to support city services. But richmonds mayor says, they have seen this coming for a long time now. Its the retail model it was built on is something that dates back to the 70s. Its no longer viable. We know that its not working for any of the stores out there. And, um, so none of this is a surprise. Reporter the mayor believes hilltop is finished as a large Retail Outlet and hopes someone will repurpose the mall to once again make it successful. He doesnt know what that might be. I didnt really care much for the revolutionary era before starting to research these different people and documents. But as i started looking more into it, i really found all these fascinating things. Reporter it was one of the acts heard by the high school crowd. Each one is followed up by a visit with the cast, lunch and a performance of the show itself starring a little local talent. Employees at facebook raised money to send the students to todays performance. Honoring three young heroes the San Francisco fire chief awarded medals to some special individuals who helped safe a man from drowning. Last month, 9yearold aaron heard a guy yelling for help. The man was holding on to a pier piling in the San Francisco bay to stay afloat. Aaron told his brother and his brothers girlfriend and they jumped into action throwing the man a rope and calling 911 and today, that swimmer was able to publicly thank the three for their quick thinking. You saved my life. And, um, you were able to notify the service and they contacted the Police Department and the Police Department got over and got me off that piling. Special. All three were awarded a certificate of appreciation. And, um, they also got acknowledgment for their heroic actions. College basketball fans are coming to san jose for march madness.
