But tearing the old bridge down would prove tougher today than caltrans ever imagined. This 6,000pound ball, the idea is for the ball to strike the bridge at a fairly rapid rate with a high degree of force and were not seeing that. Reporter the threeton wrecking ball descended slowly from this massive crane, merely tapping the surface of the bridge and doing little damage. It is yet another setback for the Big Sur Community thats been cut in half because of the damage. The main players of big sur, the big businesses line the ventana inn, the post ranch inn its just on the other side of that bridge. Reporter all of this winters wet weather caused a mud slide, which weakened the columns that support the bridge. Even once its torn down, it could be a year or more before its replacement is built. Safety of course is our First Priority and we feel that once we get this bridge rebuilt, everyone will certainly benefit from it. Reporter big sur, devon feely. The National Park Service Released new pictures as crews make repairs to the big oak flat road in yosemite. National park officials are working with the federal Highway Administration on the repair work. This is a picture from just after the road gave way when the wet winter storm soaked soil underneath that road causing it to move and crack. Its the main road that leads into yosemite valley. The park severance does not have a date for when the road will be ready to reopen. You could call this stretch of road homeless lane. Its an encampment that has become so large, you see it spilling out into the roadway. The tents blocking traffic in west oakland between north gate and mlk junior way. In this case, police arent doing anything about blocking the traffic. Reporter thats right. Were in west oakland right now. Behind us is one of the citys biggest homeless camp. It stretches for blocks on this Warehouse District as you can see. The city has brought in garbage cans, a toilet and all of these barriers to try to keep traffic and everybody separate. Its kind of accommodating the camp. But thats not the same story in other parts of the city. Its one of the most disturbing sites you can see in oakland. Tent encampments that are so big, theyre spilling out on to the corner just off 27th street as cars whiz by and police are nowhere to be seen. Even the tent people say its getting out of hand. I walked out of here the other day and a car just missed me. I dont understand why you live up on the freeway, did you it doesnt seem like the citys doing anything. Reporter the city routinely sends out cleaning crews like this one we caught up two weeks ago, but this is how it looks today. We try to have homeless encampments not be close to peoples homes where theyre blocking the sidewalk entirely. Reporter on 27th street coning off we need to deal with that. Reporter helping is something that people like local resident tony have taken upon themselves to do. Tony uses his own monand he car to deliver hot food to the camps every week. [ indiscernible ] and make sandwiches. Our friends help us make sandwiches and muffins and stuff like that. Reporter across downtown, the city has taken barricades and set up toilets. Some 30 campers here have gotten into housing. People like deanne. But no sooner does one person move out than someone else moves in and that wasnt in the plan. Weve got about 1500 to 2,000 people sleeping on the streets of oakland any one night. So theres a draw. Reporter when you drive by and see them on the streets, whats your reaction . San joses mayor is upset with the local Water District for skipping a hearing about last months floods. He said, quote, i was disappointed that despite repeated requests, the Santa Clara Valley Water District refused to send any engineers with relative expertise. Last weeks coyote creek flooding caused at least 100 million in damages. Since then, city and Water District officials have been at odds over which agency is responsible for maintaining the creek. The chairman of the Water District responded saying the districts Government Relations manager did attend the meeting. John vareallia added, quote, we are interested in facts, not blame. Federal prosecutors are painting a sinister picture of a former harvard law student accused in the elaborate kidnapping of a vallejo woman. Reporter its extending college aid beyond tuition. The state would help cover Living Expenses for uc and cal state students with a Family Income below 150,000. Those students would be required to work at least 15 hours a week to help cover some of the expense. Financial aid workers say cost of living help could be critical. Considering all the costs of living here is really high and so Living Expenses is a big challenge for a lot of our students, especially our low income family students. Reporter just like college, this plan comes with a price tag, thought to be 1. 6 billion, the same year sacramento was thought to spend 180 billion on some of our other problems. Weve got roads crumbling. Reporter so finding the money will be hard and ending college debt in california will be even harder.
