We have asked for data to identify exactly, you know, how many cars are on the road and to this date we havent received that information. We cant cite them and charge them and take their evidence away because we feel they are disturbing our peace as Law Enforcement officers. San franciscos Hotel Council says it too is just following the law and tells us unpermitted use of amplified loud sound on city sidewalks should be addressed by Law Enforcement to ensure our guests, our employees and our citys businesses can operate without disturbances that are violating city laws. Reporter they have been using this technology in other cities in the bay area for several years. San rafael wants to expand their ability, they say to fight crime. They may not be obvious to us but they see you and your license plates and marin countys biggest city is looking to expanding their license plate reading acts targeting crimes in neighborhood hot spots. So we have been able to reunite people on missing persons cases or again get some dangerous people off streets who have committed shootings or stalking their victims. Reporter those successes come from the readers already in play on a few patrol cars and mobile units. Recently, though neighborhood groups in east san rafael especially, have come forward asking for more. If you didnt do something wrong, then, you know, whats the problem . So if it helps us be safer, then im okay with it. I dont feel like its violating my personal civil liberties. Reporter the question is who pays. It costs about 9,000 a camera, not including installation and registration. Tiburon and pittsburg already have plate readers installed with much success. Pittsburgs, for example, netted 4 stolen cars in the first week they were installed. The cameras dont photograph places. They crossreference with the state missing persons and vehicle database. Police say they think it will be just what they need to make a dent in neighborhood crime. Its not about monitoring who comes in and out as much as targeting hot spots. Absolutely. When we are see crime patterns, taking the data that the system collects to help us solve that crime sooner. Reporter so what happens from here is really in the hands of the city. At this point, they can decide whether they want to put cameras in and expand that program or not. In concord a neighbors surveillance photo leads police to a man stealing unlocked cars. Officers followed a man to a vacant apartment. It is filled with what police say is stolen property from unlocked cars and drug paraphernalia. Four people were arrested. They are trying to get the stolen property back to owners. Last month california voters to legalize pot now lawmakers are trying to ban roadside billboards from advertising marijuana. For months drivers along highway 50 in sacramento had been greeted by this billboard of pot enthusiasts and comedian tommy chong. A new Assembly Bill being considered by the legislature would ban marijuana advertising on california interstates or highway. Bart Officials Say he bit, kicked and spit on their officers while resisting arrest. They had been responding to reports of an armed man that had threatened to rob a passenger. Smiths pregnant girlfriend was also detained during the incident. The video shows officers pinning her to the ground. Bart Officials Say after she told them she was pregnant, they stood her up and moved her away. Cell phone video shows an officer punching smith and thats after he spits at him. Last week, smith was acquitted of four counts of battery. But now, jeff adachi the public defender is urging prosecutors to drop the remaining misdemeanor charges. So we released the videos because we think its important that the public see what happened in this case. We want to make sure it doesnt happen to anyone else. Reporter at china camp park two feet under the surface live buffalos olympia oysters the only true native oyster in the state of california, billions of them. China camp has had the Largest Record population that we know of along this range. Reporter oysters are important because they clean the water and provide vital habitat and some believe that this area is the nursery that provides seed larvae for the entire oyster population in northern california. But in 2011 they all died. And what killed them couldnt be more ironic. It rained. It rained a lot. The bay area was pelted with a series of storms so powerful scientists call them atmospheric rivers. They carry intense water vapor and along with it comes intense rain and sometimes flooding in coastal areas. Reporter so much freshwater poured into the bay that it actually diluted the salt to a point where the oyster couldnt survive. Scientists at the romburg Research Center in tiburon happened to be studying salinity levels in the area at the time and have documented the oyster deaths in a just released study. So it, um, links that heavy rainfall with drops in salinity and dieoffs and they all died. Reporter now researchers say the oysters are coming back in whats probably a natural recovery cycle. But they also have a warning. With climate change, we expect to have some more intense extreme events over time and so we expect that these might happen again.
