The Southern Poverty Law Center says there have been nearly 900 reports of hate crimes in the 10 days following the election. Almost 100 of those cases took place in california. New at 6 00, dozens of rail tankers filled with flammable gas have finally been moved off the tracks in sonoma county. But the fight over future shipments is still as fiery as ever. Northwestern pacific left 80 cars on the tracks near schellville for months before finally moving that liquid petroleum to local refineries for use in the winter fuel blend. The smart Train Authority owns those tracks. Its been feuding with the railroad over transportation and storage of Hazardous Materials along the line. Both sides are now asking the feds to decide whether smart has the authority to regulate those shipments. A plan to cut airplane noise from santa cruz to san mateo just got the green light. Local congressional representatives signed off on shifting the controversial flight path into sfo from the south. Its current track takes planes over capitola. The change would move it to the west directly over santa cruz. The plan little relief to people on the peninsula, where three separate flight paths converge over menlo park. But the committee is recommending that planes not be allowed to fly any lower than they already do. The faa still needs to look at the Environmental Impact of the changes before taking action. Nearly 100,000 state workers wont strike on monday after all. This afternoon, seiu local 1,000 called off its planned one day work stoppage and headed back to the bargaining table. The union represents 59,000 state workers from administrative and custodial services to educators nurses and toll workers. The state is offering them a 12 raise over four years. The union is pushing back demanding more money, lower benefit contributions and equal pay for men and women. San joses police chief trying to calm fears. He says his officers will not enforce federal immigration policies. Kpix 5s maria medina with his message for immigrants. Reporter the police chief said his department has heard concerns here in san jose and he wanted to send a message, they wont get involved. The san jose pd has not and will not enforce federal immigration laws. It is simply not our mission or our role. Reporter thats chief eddie garcias message to undocumented immigrants. His officers wont get involved with immigration enforcement. I dont think families should be separated. Theres a lot of fear right now a lot of uncertainty about what might happen in washington, dc. I dont pretend to know exactly what the next president might decide to implement. But based on the campaign rhetoric, theres been a lot of fear. And we are united in this city about maintaining our policy of ensuring that our Police Department is not engaged in immigration enforcement. Reporter and the mexican consulgeneral says they are not sure whats going to happen when donald trump becomes president next year but they want to be prepared. A lawsuit being heard in San Francisco claims the government should share the blame for Kate Steinles death. Steinle was shot to death on pier 14 last year with a gun that had been stolen from a federal rangers patrol car days before. The suspect, an illegal immigrant recently released from jail. The steinle family filed a 25 million wrongful death claim against the city and the feds claiming they are all liable for kates death. The government wants case thrown out arguing that the theft of the gun and the shooting that followed were two separate acts. No word on when the judge might issue a ruling. Richmonds mayor is backtracking after boasting about the citys crime rankings. On wednesday he said richmond is no longer on an fbi list of the 12 most dangerous cities in northern california. But it turns out the city did not make that list only because the Police Department did not send in its crime data on time. Today the mayor sent out an email with the actual figures. From 2014 to 2015, richmonds rate of Violent Crime was up nearly 13 . Homicides increased by nearly 91 to a total of 21 last year. So if richmond was included, it would be the fifth most dangerous city in northern california. The mayor tells the east bay times, at least we can feel good until were proven wrong. Oaksterdam university trains people to go into the cannabis business. Now, imagine if you have to run payroll, you have to run a business, you have to pay rent, you have to pay your bills. The victims wife and two children were among the people walking into court today. 27yearold Jermaine Jackson was shot to death in the Mission District on wednesday morning as he worked to remove graffiti. Today the accused gunmans attorney got a week delay in the arraignment saying he wants to do his own investigation. And he says his client Michael Higginbotham will plead not guilty. Police have caught a man accused of kidnapping a uc santa cruz student who was hitchhiking. Officers caught up with Jose Calderon ortiz in a traffic and probation stop near ucsanta cruz. They say he offered a female student a ride from a bus stop on the ucsanta cruz campus early yesterday morning but then wouldnt let her out of the car. The victim managed to escape with minor injuries. Police say ortiz was under the influence and was smoking marijuana during the ride. Gas stations are considered one of the riskier places to use debit and credit cards. Now a plan that would have made them more secure has been delayed. Liz cook joins to us explain. Reporter chip enabled credit cards are supposed to cut way down on fraudulent transactions. But most stores still dont have the technology in place to process them. Now gas stations are getting three more years. Thats a concern to some who say gas pumps are one of the more likely places a crook might use a stolen card or install a skimming device. Now gas stations were supposed to be equipped with chip card readers by october of 2017. But visa and mastercard the companies that make the rules had decided to give them until 2020. Security experts say the reason . Money. Most gas stations when they make this change they actually have to break concrete. They have to change the entire pump in order to update those old Magnetic Stripe readers to chip readers and that costs 30,000 or so. Many banks have also missed the deadline to upgrade their atm machines to accept chip cards. The changeover to chippewas supposed to be pretty much complete by now [chuckling] but experts say it will likely take another three or four years possibly longer. Even so, fraudulent atm transactions are down. However, other types of fraud are increasing. Either way, consumers are usually not responsible for fraudulent purchases made with their credit cards provided they notify their banks quickly. Keep a close eye on your account. Yes.
