For everybody else, practically, there is a number. If you can pay that number you can get out of jail until your trial starts. But some say that system is rigged against the poor and here in Santa Clara County the system could be coming to an end. Hundreds of inmates in Santa Clara Countys jail system stay behind bars only because they cant afford bail. But a new reform proposal would eliminate bail requirements for certain crimes, giving those defendants their freedom while they wait for their day in court. The bail reform initiated by Santa Clara County is a huge deal. In fact, it is a game changer. Reporter retired judge judy, a kpix 5 legal analyst, says the jails are full of people who have the right to be out and would be out if they were well theyer, according to the retired judge ladoris cordell. The bail system has been discriminating against poor people. Reporter the proposal faces strong opposition from the bail industry. I think you have a Public Safety issue. Reporter the larger bond company in santa clara says without the financial incentive for defendants to return to court, many will skip town. With bail, theres a chance well have a Family Member cosign for that defendant. Mom is going to make sure that johnnie is doing what he is supposed to. Reporter the proposal is looking at public or nonprofit alternatives to commercial bail bonds. Cordell says the proposal could force judges to better evaluate defendants. What has become the equation is basically, heres a schedule. If you dont have the money, youre going to stay in jail. It has nothing to do basically if whether or not they pose a risk to society awaiting trial. Reporter besides making the system more fair, Santa Clara County Officials Say it could save the county money, about 200 per inmate per day that they wouldnt have to spend in jail. In new york city, in fact, instead of paying bail, low risk defendants receive text reminders to appear in court. Well, neither one of the ads shows actual marijuana. The yes on 64 Campaign Says people in california generally agree that marijuana should be legal. These ads are about the specifics of prop 64. In 2010, california voters rejected a Marijuana Legalization effort. Prop 19. At the time, poll watcher nate silver determined that one big reason for the loss was parents. He wrote in the new york times, support for legalization dropped sharply once adults had become mothers or fathers. This time around, californians will be voting on prop 64. So we shouldnt be surprised that the very first tv ads in favor of legal weed for adults are actually all about children. And prop 64 bans advertising directed at kids, requires strict product labeling, childproof packaging and bans edibles that appeal to children and prop 64 generates 1 billion in new tax revenue for california to fund afterschool programs and job training and placement initiatives. One thing we want to be clear on is that you dont have to be promarijuana to support marijuana reform. And thats why what you city in these ads is a very straightforward explanation of the Public Safety measures included in proposition 64. Reporter we showed the commercials to two parents who really liked what they saw. I didnt realize some of the revenue was going to go towards programs that actually would help youth and, um, you know, help people that dont really have access to programs. So i think its a good thing. I thought they were very informative especially for people who have children and are concerned by child safety issues and how legalization of marijuana could affect our youngest citizens. Reporter not every parent wants t an east bay assemblywoman is the mother of twins and she opposes prop 64 based on what she has seen in other states where marijuana is legal. We also see it a real targeting of youth in those other states even though they promised in their initiatives not to do that. You see that in the increased use and the increased use edibles and forms of things that are attractive to everybody and particularly kids like brownies and thats harmful to kids and its misleading to say that kids would be protected. Reporter i reached out to doug linney who actually ran the Unsuccessful Campaign to legalize marijuana in 2010. I sent him these two new commercials and asked what he thought. I want to take you to the bus stop right here where it all happened. The mother says she was here for a short time and had a quick conversation with a man dressed in a clown suit. Then all of a sudden he tried grabbing at her daughter. The crime at the concord bus stop a scene of nightmares. The suspect description straight from a horror novel. Blue hat, blue hair, rainbow outfit. Reporter Concord Police searched the area near willow pass and waterworld parkway for the man dressed as a clown. Investigators say he tried snatching a oneyearold girl at the bus stop but the girls mother tugged back and kicked him away. She had just a small conversation with him. You know, he seemed really friendly at first. So she started saying, hey, a a clown. Wheres your makeup, wheres your shoes at . At some point, he just goes and grabs the daughters left arm. Reporter the bizarre scene comes amid a series of creepy Crimes Involving suspects in clown costumes in at least 23 states. Some of the incidents just pranks. Others, violent and even deadly. A pennsylvania teenager was fatally stabbed by a suspect in a clown mask. We have a lot of copycats. Reporter police saying this concord clowns actions are no laughing matter and they want to stop the terrifying trend. A couple of people even took to twitter and they said they spotted the clown around town. Now, police are asking residents if you see the man youre urged to call police. These creepy clown incidents are popping up across northern california. Schools in oakland and burlingame, fairfield, have received clown threats on social media. While police have stepped up patrols, they believe those School Threats are a hoax. The threat of earthquakes and rising seas just landed San Franciscos waterfront on a new list of the most at risk historic treasures in the country. The National Trust for Historic Preservation says the busy embarcadero needs longterm planning to cope with potential damage or destruction. The interim director of the port says the threemile seawall sits on mud and that could mean the embarcadero will fare worse than once predicted if a strong quake hits. It is currently barreling through the central bahamas. Only about 170 miles away from nassau. Thats where the atlantis resort is the capital of the bahamas. They are dealing with a major hurricane and that major hurricane all computer forecast models have it just about parallelling the coastline of florida, which means no one spot gets perhaps the worst of the storm. But twothirds of the east coast of florida may be dealing with the eye wall of the hurricane if that particular forecast verifies.
