At 6 00, a state report is giving me Sausalito School District a feeling rated claiming key funds are being funneled away from a mostly black Public School to a charter school. Christin ayers with the store you will only see on kpix 5. Welcome, everyone. Reporter sausalito, famous for its spectacular beauty, but behind the scenes a brewing battle that punishes the fairytale picture. Its a tale of two schools, one in an exclusive and mostly white neighborhood overlooking the waterfront. The other in marine city. The historically black and poorer side of town on the other side of the freeway. I dont think there is favoritism. Reporter kurt has three children attending willow creek, the k8 charter and sits on its board of directors. It is a pretty magical place. We are really passionate about it. Reporter there is emphasis on a rounded education of art, music, and academic achievement that is completely different at the Public School. Almost all of the kids who go to school here are from disadvantaged black families in the neighborhood. Under unlike willow creek, we were not allowed in. District officials would not allow us to talk to anyone inside but according to district data, there have been major cut major funding thats. There is no art teacher, full time gym teacher, or music teacher. Even credentialed staff in math and science have been cut. Test scores have plummeted. 0 of students tested at grade level in seventh and eighth grade in the 20142015 school year. Its criminal to have a school have those kinds of performance outcomes. Reporter betty hodges runs an Afterschool Program for bayside and says she gets middle schoolers who can barely read or write but when she brought test scores to the school board one of the trustees says we have never seen this data before and i am like how is that possible . Reporter along with others, she complained to the marin board of education and superintendent, mary jane burke. It is totally unacceptable and we know that is totally unacceptable. What we have to do is look at what is going on, what is happening. Reporter she commissioned a state Education Task force to write a report that just came out this month concluding that the Sausalito Marin School District diverts money and resources emma possibly as much as 1. 9 million this school year alone to willow creek and that is at the expense of the mostly minority low income children at bayside mlk. There is money available but it is currently being provided to the independent charter school, rather than caring first for these children. Reporter the district superintendent originally declined to talk to us but then did do it but then agreed to an interview before canceling it a few hours ago, sending as a statement saying that the study raises questions and concerns and that he plans to create an action plan. But at willow creek, they had plenty to say. It is shocking that first of all, you would have a report that would get so many facts wrong. Reporter this man says more money is going to willow creek because there are twice as many students. As for pinning the schools as white and black we are one of if not the most diverse school. Reporter that doesnt satisfy superintendent burke who has asked the state to intervene. There is a deepseated feeling that there is segregation happening in this community. It does need to change and it needs to change immediately. Reporter in another twist, many of the kids that go to willow creek come from other cities because it is seen as such a good school. But that is just one more way sausalito taxpayer money that is supposed to benefit sausalito kids is being misspent. Christin ayers kpix 5 a Bay Area Police department blindsided. Ive got relatives on this force. They wanted to, and they couldnt get here. It is an emergency. Reporter the council argued over a measure declaring the Police Emergency in san jose but the mayor downplayed the term emergency. The declaration of emergency is similar to what you might see after a hurricane or terrorist attack. We are invoking the cause of a state law that would otherwise prohibit the chief from doing exactly what he needs to do. Reporter San Jose Police staffing is down to 1986 levels, only 813 officers and at least 300 short of what is needed. Next month, 300 4810 hour shifts are still unfilled. The Emergency Declaration would allow chief eddie garcia to bypass union rules dictating how he can reassign officers from duties such as investigations to patrols. Is this staffing crisis new . No, but it has gotten to the point where we need to do something to keep our officers safe in our community immediately. Reporter chief garcia has been trying to staff at the department through the use of overtime but as you mentioned, there is a lot of it issues with officer fatigue and officers staying in the parking lot at the pee dee.
