Democratic nominee for president but there are certainly still deep divisions within the party. It is a problem that former president bill clinton will try to face head on in about an hour when he addresses this crowd. Hillary clinton made history as she became the first female president ial nominee of a major u. S. Political party. Her former rival senator Bernie Sanders asked that the rules of the convention be suspended and clinton be nominated by acclamation. I move that Hillary Clinton be second as the nominee of the Democratic Party for president of the united states. Reporter minutes earlier, clinton tweeted just one word, when the state of south dakota put her over the top. She will formally accept the nomination thursday. [ applause and cheers ] reporter this afternoon, hundreds of his supporters chanted, bernie or bust at a rally in center are centre city in philadelphia. Marie adams a lifelong democrat is fed up. Im leaving the party. I mean, how can you belong to a party that knowingly decided who was going to be their nominee before even one vote was cast . Reporter bill clinton will try to unify the Party Tonight as the headline speaker. He will make the case that his wife is a changemaker who deserves the job he held for eight years. The convention will also give the stage to the group mothers of the movement, black mothers who lost children to police and gun violence. That breakfast with Bernie Sanders a turning point. Tell us how things changed after that. Reporter that was a turning point. The bernie supporters at least in the california delegation really decided to cool it tonight ratcheted back several notches because a lot of them told me that they were really embarrassed by what happened by that booing, about a dozen or so of the hard core bernie people the booing at bernie himself. They didnt want that scene to repeat itself the. So they all met right after that breakfast meeting. They met together and decided as a group that they would not boo the mention of Hillary Clintons name tonight. I didnt know about this until this evening when i was here and i was sitting behind the delegation. And i noticed that wheres the reaction . They are not reacting to the name hillary. The clinton delegates were ready for it. They were ready to respond with louder chants but it never happened. Just at the point where i was going to turn to a friend of mine who is a bernie delegate, why arent they booing . We want to look more mature and responsible. Sanders supporters are disappointed but as they leave, some of them we heard tonight, what are things looking like for them from here on out . Reporter thats a good question because bernie started this revolution and hasnt given his supporters another route, another option until recently where he said they should get involved in local politics. So the expectations were really built up high and for people maybe just starting out in politics or this is the first really big political cause they had, there is a huge sense of disappointment. Bernie is not the nominee. Whether they can say, okay, well learn from this and go on and maybe get involved in politics at the local level and build again, thats to be that remains to be seen. I do know that this twoday story now of the booing spot to going to be a threeday story and tonight i read something coming up here one of the news reports said that there was a walkout, the bernie supporters staged a walkout tonight after hillary won. They didnt it wasnt a staged walkout. They were disappointed and tired and they wanted to get back to their hotel room. They said, no reason for to us stick around. Lets go. You need to have shade for at least a time and if there is none, the company must provide it. You must be able to stop if you feel sick. And your boss just cant hire you and throw you out in the heat. They have to train you first before you step outside on what the signs and symptoms of heat illness are. Reporter so far this year, at least 63 people have become sick working too long in the sun. One farm worker in watsonville died. On different jobs we have had to cool it out, blanket on their necks, cool them off with wet towels and stuff like that and call emergency personnel. Reporter electrician justin kush says his union, ibew, makes sure members know the rules. Every time you feel hot, take a shade break, cool down with water. The combination of heat and smoke from a raging wildfire in Monterey County has triggered another spare the air alert for the bay area. These are live pictures right now from san jose. Hazy skies have swept across parts of the south bay. This is the second day in a row a spare the air alert has been issued and another warning is in store for tomorrow. Kpix 5 meteorologist paul deanno joins us now. Paul, how long is this heat going to last . The heat away from the water is going to hang around for a couple of days. Its not everywhere in the bay area but where it is and has been hot it will continue to be hot. That poor air quality is going to hang around for a few more days, too. At the surface, the actual fire is blowing away from the bay area. But get up a couple of thousand feet and the winds aloft, some of that smoke is being carried into the bay area, specifically the south bay and the east bay and that likely will continue tomorrow, futurecast saying a southwest wind carrying some of that smoke back into the bay area. Now, where wasnt it hot . There were plenty of locations that did not even hit 70 degrees today including sea ranch 65, ocean beach 69 degrees, point reyes and half moon bay, barely got out of the 50s. But look at the places that were hot. 104 in fairfield. 104 in oakley. 101 for you in napa. Lafayette 104. Pittsburg 105. Danville taking the cake today 106 degrees. New at 6 00, california has a new license plate law. Its intended to make sure that every new or used car sold in this state has a numbered license plate before it hits the road. But as kpix 5s emily turner explains, not everyone is ready to roll with the new law. Reporter the tail end of new cars in california sports the names of their sellers. But that 90day tagfree grace period has cost the state millions. So three years from now, you will have to have a tag with a number to drive that new car home. I think its a long time coming. Im not shocked. If you think about it, theres nothing identifying the vehicle as far as the number. Reporter dealerships currently are required to post a notice of sale on the front windshield while the driver waits for the plate. But many abuse it never registering and skip out on tolls, tickets even crimes. But opponents feel this would become a burden on the poor. It means that more innocent consumers are going to be unfairly penalized when they cant get their car registered through no fault of their own. Reporter the license plate law will recapture an estimated 19 million of those missed dollars. It will also give police a visible way to identify vehicles from the road. But while opponents see the importance of that, they say it comes at a cost and that toll isnt one worth paying. Its already a big problem of consumers being ticketed and having their cars impounded and sometimes being pulled over at gunpoint when they have done nothing wrong. Its because the dealer or the dmv messed up. And this bill is going to make that problem a lot worse. If you cross the bridge you have to pay the toll. And if you park in a parking spot, you have to pay for parking. If something goes down you do something stupid, you know, they want to identify you by the license number. The perception is that the administrator has a conflict of interest. First of all, its a political position because that person reports directly to the mayor. The Oakland Police Officers Association is not objecting to the proposed commission. The Association Says officers can still fight any Citizen Commission ruling by going to arbitration. Clerks for the Santa Clara County superior court are threatening to go on strike if they dont get a raise. It could happen as early as next month unless they get a better contract. Workers protested outside the santa clara superior courthouse today. The courts have already offered a 4. 5 raise in the first year of the contract. However, employees say the cost of living has increased and they need more money. Unfortunately, to live in this valley, we need some decent living wages. And its been eight years since our last raise. And we feel at this time that we cannot afford to live under these circumstances anymore and work in this area. The court has lost about a third of its staff since the recession in 2008. Clerks say its become difficult to keep up with a growing amount of work. New at 6 00 Contra Costa Health experts have a warning for Discovery Bay residents stay out of the water. Theres a toxic bluegreen algae bloom there. Kpix 5s john ramos shows us what this means for a community built for the water. Reporter most of the people in Discovery Bay moved here to enjoy a lifestyle on the water. But now comes a warning from the county Health Department about whats in the water. We are asking folks to stay out of the water in Discovery Bay and to keep their pets out of water in Discovery Bay until we know more about the levels of algae cyan no bacteria were finding there. Reporter it releases toxins harmful to dogs and small children and closed down a number of bay area lakes. I know its taken up residence in the backyard boating channels of this delta community. The kids who used to swim here wouldnt swim now even if it wasnt toxic. If you come out of the water it sticks on you and falls off. Its slimy and nasty. Reporter the county may have just discovered it but frank morgan says he called authorities about this last summer. He operates a cruise boat. Today you got something in the water i see the water every day and this looks different and it almost looked like there were boater dumping waste tanks in the marina here. Reporter it also makes a mess of anything floating in the water. That keeps nicks boat service in the black. Make sure i shower off really well afterwards and dont drink the water. Reporter county health says its best to stay out of it altogether. And because theres no way to treat the water, they are hoping natural conditions will eventually kill off the algae. If not, it could be here to stay. In Discovery Bay, john ramos, kpix 5. So far, there have been no reports of anyone in Discovery Bay getting sick from that algae. A Massive Wildfire in Monterey County is forcing more people to leave their homes. Minutes ago the acting governor declared a stat of emergency there as the firefight continues. In the past couple of hours, authorities have expanded evacuation orders nearby big sur. The fire has scorched close to 20,000 acres since last friday. And its just 10 contained. 4 firefighters suffered minor injuries while battling flames today. The fire destroyed 20 homes. It could take more than a week for crews to contain it. Kpix 5s devin fehely shows us how smoke from the fire is affecting air quality in the bay area. Reporter today is the 11th spare the air day here in the bay area. Now, there is a gentle breeze thats blowing atop this hilltop overlooking downtown san jose. Thats actually a really good thing because its beginning to break up some of that thick brown dirty smoke thats traveled to the bay area from the fire. This isnt your typical summer smog. The winds in the bay area are very complex. Reporter and those winds are carrying all smoke, ash and dust from the Massive Wildfire burning in Monterey County straight here to the bay area. Even though the wind may be one direction moving the fire away from towards the south, the plume itself can be injected into a higher layer in the atmosphere and then it just transported from the south to the north, which is what happened yesterday and today. Reporter San Jose State University meteorology professor Craig Clemens has a team of scientists in Monterey County studying the effects of the fire. But how all of this dirty air affects your health if you are a child, elder or have a respiratory condition is well known. Doctors are urging the public to take precautions. Anyone who is outside, um, you know, doing any kind of activity, if they start to feel unwell, if they feel a scratchy throat or burn in their lungs or short of breath, they should go inside. Reporter air quality according to professor clemens is improving. The wind has already blown some of the smoke away. But as long as it lingers, its better to be safe than sorry. People in the sensitive groups stay indoors as much as possible. If they do need to go outside to limit the time outside, we certainly advise against any kind of strenuous exertion. Reporter were not completely out of the woods just yet. As you can see, there is a thick haze thats collected as long the base of the mountains and stay in the valley. The wind is expected to change direction significantly later in the week and that should alleviate any lingering effects from all of this smoke. In san jose, devin fehely, kpix 5. This is all made worse because of the heat and unfortunately were feeling a lot of that right now. Inland we sure are. Yeah. Its hot out there. It would have been a spare the air day whether the fire was burning at all. Its taking a bad situation with air quality and adding another layer of worse on top of it. We want the wind to change because we dont want it to be as hot, we want the air quality better at the surface and we want the smoke out of here. It will happen later on this week. There was clapping, hugging, crying, dancing, all of it happening at the same time so last night, Michelle Obama said one of the things that she was looking forward to in a Hillary Clinton presidency and nomination is the fact that her own daughters would get to see that being president is an option to them. And when i talked to california delegates today, they echoed that sentiment. They were thinking about their daughters, their nieces, their young women in their lives. The next generation. I talked to one delegate who is here with her 12yearold daughter and asked her about her experience here today. I started crying yesterday. I think Michelle Obama said the most of it. So, um, you know, its an emotional journey. I know for her, it would be really emotional being close years ago and finally well be crying with her. I already got my [ indiscernible ] reporter of course not all the delegates were solely focused on the clinton nomination. I spoke to a Bernie Sanders supporter, a delegate in california, and asked her how she is feeling with having a female nominee and also with the loss of Bernie Sanders from the nomination. I think that its a historic moment because [ indiscernible ] [ loud background noise ] 46 of the entire convention supports Bernie Sanders. Thats unprecedented. The biggest political event in the history has been because of this movement. I think thats history made. Not just because a woman is on the ticket. Reporter i want to point out in addition to the clinton nomination tonight, we had a very emotional sustained kind of sendoff that happened at the end of the [ indiscernible ] sanders made the motion for a unanimous vote to have clinton be the nominee and then there was a big sort of Bernie Sanders rally, he was emotional, and then it felt like he would be moving on from the stage and that we would not really see him for the rest of the convention. So for sanders supporters its goodbye for the convention and then the excitement with the clinton nomination and the place was emotional. Very interesting day. That will happen when a get that area of low pressure right there, not getting close, staying up in the Pacific Pacific but the counterclockwise flow aand it will push the marine air inland.
