mind another high-profile story about tesla's autopilot. it was this video that went viral. it shows a model s driver literally asleep at the wheel. another driver shot this in traffic. you can see the tesla driver eyes closed head resting against the door. tesla warns all its model s owners to always keep their hands on the wheel. the sex scandal costs an east bay sheriff's deputies his job. ricardo perez quit today after a woman said they had sex several times last year when she was just 17 years old. perez who worked in contra costa county still faces a criminal investigation by oakland police. celeste guap has come forward to tell her story. she said she still works as a prostitute. guap said she had sex with 29 officers including three from san francisco and many from oakland. she says that some officers paid her, although not the ones from san francisco. others tipped her off about antiprostitution stings. the scandal began to unfold in oakland last september when an oakland officer committed suicide after leaving a note that referred to guap. san francisco's newest crop of police recruits are getting advice from the top. the mayor and the new chief urging the class to help change the department's culture. kpix 5's cate caugiran at police headquarters where recruits got a look at new hardware, as well. cate. >> reporter: they certainly did. inside the building behind me, san francisco's mayor and acting police chief addressed the largest recruitment class in 20 years entering the force at such a pivotal moment in the department's history. now, so far this department has been criticized for a string of high-profile shootings and for having a biased police force. >> wow, this is pretty impressive. >> reporter: more than 200 recruits sat before mayor lee and acting police chief toney chaplin. the two leaders did not waste time talking about the issues currently facing the police department. >> a lot of times you see bad things going on. a retired lieutenant told me in another controversy two decades ago. he said just do your job. >> reporter: these new recruits will n starting with a new police chief and new expectations given the recent scandals shrouding the department. >> when you are called in to confront people in their challenging moments, that you're now being trained to make sure that we place life at the core value. >> turn the camera on, the switch on the top. >> reporter: these new recruits also the first class to use new body cameras. >> on the mount on shirt. >> don't let anybody fool you into thinking thatting this assist that's going to hurt you have. this is going to help you. >> reporter: starting in august everyone from lieutenant to patrol officer will be issued a camera. officers will be required to record during arrests, search warrants and traffic and pedestrian stops. but they will be required to turn the cameras off when dealing with sexual assault or child abuse cases. >> we want to make sure that when you do it right, that there's evidence and proof that you've done it right and more importantly we're transparent that the community knows you did it right. >> reporter: now, the department says more than 2,000 cameras will be distributed to officers after they have been trained. they will start with the bayview and engleside stations. the goal is for everyone to have them by the end of the year. live in san francisco, cate caugiran, kpix 5. the second victim has died is that daytime shooting near san jose state university's greek row. shots rang out tuesday afternoon on south 11th street. one of the victims died on the way to the hospital. the other died a short time ago. the two men were riding in this van when they were gunned down. witnesses saw a different van speeding away from the scene. no arrests have been made. lawmakers in sacramento reacting to mass shootings have just sent a big package of gun control bills to governor brown. the legislation includes a ban on the sale of semi-automatic rifles with detachable magazines, a requirement for anyone who already has those guns to register them, and mandatory background checks for ammunition purchases. buyers would have to get their name checked against a list of felons and other people prohibited from having guns. the bill's first came up after last september's attack in san bernardino. then it gained momentum following the shooting in orlando. at the same time, lawmakers backing those bills that passed are trying to get lieutenant governor gavin newsom to withdraw a ballot initiative on gun control but newsom said he still wants to give voters a chance too as he put it, take matters into their own hands. >> bay area drivers have a lot more company on the roads. the big attraction, jobs. people are coming from farther and farther away to work here. many commuters are from the northern san joaquin valley where it of course is cheaper to live. a new report from the bay area council shows that between 1990 and 2013, the number more than doubled to nearly 65,000 daily. other drivers are coming in from counties around sacramento and monterey bay. the council says 602,000 cars enter the bay area from those outlying areas. and that is part of the reason the bay area is being called a megaregion. oakland raiders want to know if vegas is ready for 'em. the city's largest newspaper says they emailed a survey to more than 10,000 addresses in the area. questions about interest in the team coming to vegas, preferences in stadium seating, but nothing about how to pay for the stadium. the proposed price tag $1.4 billion with $750 million coming from a new hotel tax. more fallout over the decision to bring in former 49er and accused rapist ray mcdonald to talk to high school students. hayward's district superintendent sam dobbs has been placed on paid administrative leave. he is being investigated for possible involvement. mcdonald was brought in to speak to at-risk youth about self-discipline last february. parents complained and the district apologized. but one administrator insists mcdonald was not brought in as a role model but to warn students not to follow his path. in sacramento today, community groups and officials gathered to advocate for peace and unity. the call comes after violence broke out at the state capital sunday. 10 people were hurt. many of them stabbed when dozens of white supremacists demonstrators clashed with hundreds of counterprotesters. so far, no arrests have been made. there was a much different atmosphere there today. people from all walks of life as the interfaith council the alliance of californians for community empowerment as well as elected officials asked citizens to be more compassionate and asked people to have the courage to speak up the next time they come face to face with voices of hate. >> we can come together but it takes work and it takes planning, it takes overlooking what we think are flaws in other prone but crews were able to get a handle on it quickly this time. fish ranch road, claremont rolled, centennial, they are closed now while firefighters finish up. a warning to people looking to show off their patriotism this independence day with a bang. kpix 5's anne makovec on how san francisco plans to keep illegal fireworks under control. >> reporter: as san francisco prepares for one of the biggest parties of the year, your fireworks options are limited. enjoy the pro show along the embarcadero because no other fireworks are legal in the city, not even those dubbed "safe and sane." the who have lived in the bay area for any length of time know that when an earthquake hits what it's a strong, moderate or slight, you want to know a couple of things, what was the magnitude, how strong, and where was it centered? now those kinds of questions can be answered with your mobile device by just talking into the phone or by doing a couple of clicks. when an earthquake hits, it's duck, cover and hold. but for many of us, the next step will be search. now google is streamlining a way to find magnitude and epicenter and other information almost immediately. >> when people are grappling for information they may be experiencing an earthquake, we really want them to have that information on hand. and having it right appear actually at the top of google is great so they can do that before they get more research. >> reporter: all you have to do is look up earthquake near me or earthquake followed by your city. >> that information will include everything from a visual map to giving them guidance on how to deal with aftershocks or any of the effects of that. >> reporter: the service links to u.s. geological survey computers which are constantly getting data on quakes big and too small to feel from their sensors located around the world. your computer or mobile device's location sensor will help bring up only the quakes in your area. >> the information that's pushed to our computers within seconds. >> reporter: not just fast. the usgs says the information should also be the most reliable. >> the firsthand information you get directly from, you know, the government sources is good because it dispels other information that may not be accurate that is out there on social media. >> reporter: now, the usgs says there are earthquakes happening all the time here in the bay area. most of them you cannot feel. this new service by google doesn't list the ones that are too small. in fact, the system is only triggered when there's a quake with a magnitude of 2.5 or greater. in mountain view, len ramirez, kpix 5. another tough commute out of san francisco right now. chopper 5 above traffic heading towards the bay bridge just in the past hour. as you can see, gridlock in both directions there. we checked and there are no accidents. it's just the usual late afternoon commute on a thursday before a long holiday weekend. but bay bridge construction has made a lot of this a daily occurrence for many causing a traffic backup around the financial district and along the embarcadero. tonight we're asking you if it's ruining your commute into and out of the city. and if it beach. the popular surf spot near capitola is inaccessible for years unless you paid $100 for a key. today the gate was still up. the coastal commission could impose a daily fine of $11,000 on the community until the gate comes down. santa rosa police says this man stabbed a young man at a movie theater yesterday. hart's 23, homeless. he will be arraigned tomorrow for attempted murder. yesterday, around 4 p.m., hart allegedly stabbed a man from behind several times. he tried to run away but was arrested. . he didn't know the victim who is expected to survive. pacifica a mountain lion was found at big bend drive at 8:30 p.m. last night. a homeowner record it seeing jump a fence into the neighbor's yard. the police came, the cat was gone. officers reminding neighbors to say vigilant and never approach a mountain lion. firefighters have launched an air attack on a growing wildfire in el dorado county that's coming closer to homes. it's concentrated now between volcanoville and georgetown east of interstate 80. reporter macy jenkins is in the fire zone with the very latest. >> if the wind had shifted, you and i wouldn't be talking right now. i'd be -- we would have been evacuated. >> reporter: even though she lives a few miles outside of the evacuation zone, laurie hughes isn't taking any chances. >> we just pack. we have all our stuff ready to go, papers, and we keep it that way. >> reporter: for more than 48 hours, firefighters have been fighting the flames near foresthill. on day one primarily from the air spreading retardant across the canyon. by day 2, firefighters finally were able to get access from the ground with fire engines and hand crews. fire prevention officer jonathan clennan took us to a lookout point with a bird's-eye view of the south side of the fire. >> the wind is blowing from the southwest, maybe west- southwest, which is why you see the column leading over to the east. >> reporter: he says the fire was initially spotted from a tower like this and explains that there are three factors that control the spread of a wildland fire. fuel, topography and weather. >> the weather is easily the most dynamic component of the wildland fire triangle. >> reporter: humidity is at a low of 13%. average is 25 to 35% which means that this fire is being fueled by very dry air. >> if we were to spend an hour up here, um, we would see some significant difference in the fire activity. >> reporter: even though she is close to the danger zone, hughes says it's still worth living in such a peaceful quiet community. >> we could go to sacramento and get shot at or come up here and get something burned off. >> speaking of fires, there's also one burning, what, in the oakland hills right now. what is the weather like today? >> that one didn't get serious like the others. >> we have a nice marine influence right now. not as strong as yesterday but certainly helpful northwest winds at 15 for the oakland fire certainly more dry though out there east of sacramento. here in the bay area, we are seeing blue skies over the south bay in fact even over the city right now although we did wake up socked in. we did have a lot of cloud cover this morning. highs today significantly warmer than yesterday. up anywhere from 5 to 15 degrees. 88 santa rosa. 86 san jose. only 61 though half moon bay. 68 in san francisco. so a significant temperature spread there. we are going to actually see things cool down over the coming days as we see a deepening trough of low pressure that increases the marine influence even more. so it backed off a bit today. we are going to see an increase as we head into the holiday weekend. futurecast paints the picture starting off clear but as we move into friday around 5 p.m., notice that marine layer does come back. watch what happens though on saturday. really thickens up here along the coast. this is going to keep temperatures certainly cool along the coast and even intrude a bit into the bay. so cooler temperatures as we make our way into the weekend and our holiday on monday. speaking of which let's take a look at the events around the bay this week. pleasanton plenty of sunshine temperatures in the mid-80s for the alameda county fair. if you are heading out this weekend not too hot there. fillmore jazz festival here in san francisco, grab a jacket. sun and clouds, 62 degrees. you probably see plenty of sunshine but early in the day expect a little bit of cloud cover for you. high temperatures tomorrow in the 60s along the coast, 70s by the bay, and then upper 80s to low 90s for the warmest spots inland for tomorrow. we cool down heading into the holiday weekend. going from the 90s to the 80s for saturday and sunday. cloud cover through the extended forecast. on the 4th of july we'll see a mixture of sun and clouds so if you are looking for fireworks here in san francisco, might be a bit tough. we are talking partly cloudy around noontime and then some low clouds around 9 p.m. when it gets dark out. so it could be kind of hard to see some of those fireworks. so farther inland you go the more sunshine you are going to see so san francisco coastal fireworks maybe a bit problematic. we'll have to keep an eye on it. we'll time out the fog closer to monday. but overall the moral of the story is warm tomorrow, cooling into the holiday weekend and into your 4th of july with plenty of coastal and bay clouds. >> well, kind of been like a roller coaster ride. >> i think a lot of people -- [ simultaneous speakers people punched the 94-year-old woman and stole her prized gift from the president. the shocking crime now getting the attention of the white house. >> why was a pit bull meant for adoption put down? we learned about a shelter manager's decision after rescue groups tried to step in. ,, ,,,,,,,,,,,,,, was put down.. by mistake! "contra costa county officials in the east bay trying to determine how a dog at an animal shelter was put down by mistake. contra costa county animal services con if he remembers this 4-year-old pit bull didn't -- confirms this 4-year-old pit bull was euthanized even though a rescue group wanted to save it. they are also looking into the death of a dog named tommy who was also euthanized around the same time. we spoke to the coordinator of the dog rescue group today. >> there were two rescues interested in this dog and the shelter manager overrode those notes and said to have her killed by the end of the day. i literally cried for three days. i couldn't even look at her picture without crying. i just felt like i let her down. >> county officials say they hoped to wrap up their investigation by the end of the week. san francisco pet owners can breathe a sigh of relief. there's no evidence that somebody is out there trying to kill dogs with poisoned meatballs. over the years there have been several cases of dogs falling ill or even dying because of those suspected laced meatballs. earlier this week, a dog owner claimed his pet died after eating one in duboce park. after a thorough investigation, animal control officers say they found no evidence of poison in the park. that being said they advise owners to keep an eye on whatever it is your pet may be eating. coming up, night near bow mack road and landdale avenue. no kidding shows us the spot where the boy was hurt. >> reporter: there are no skidmarks on the street which stopped the suv -- what stopped the suv was the tree. the victim is a student at dublin high school. he is in the hospital with serious internal injuries. police say an suv lost control, jumped the curb, took out a metal pole and stopped after hitting this tree then the pole hit the 17-year-old zack. he was walking his dog at the time. >> the kid was screaming. i could hear him over here. >> reporter: the driver backed up and fled. this neighbor wasn't going to let the driver get away. he hopped on his motorcycle and chased after the woman. >> my wife was killed three years ago by a [ indiscernible ] by car. so, um -- [ indiscernible ] >> reporter: while he was tailing the driver, other neighbors looked after zack. zack was on the ground in a lot of pain. >> he kept saying where's my dog. he tried to get up to go look for his dog and we were just, you know, everyone was saying be still, we'll find your dog. >> reporter: with the help of neighbors and witnesses police found and impounded an suv this morning. they interviewed a person of interest but don't have enough evidence to make an arrest yet. zack has a lacerated kidney and four fractured vertebrae. the dog is okay. it ran home since the family lives nearby. in dublin, da lin, kpix 5. >> the driver avoiding a traffic stop led to this mess in oakland early this morning. the suspect got away. chp cruiser hit cars, light pole and fire hydrant after a suspect led officers on a high- speed chase. you see the fire hydrant there. it started in dublin went up on 580 at times reach speeds of more than 100 miles per hour. when the officer's vehicle crashed the driver fled. the officers are okay. a 94-year-old park ranger is recovering after a robber attacked her in her richmond apartment. betty reed soskin says she woke up and saw the man in her bedroom monday night. she tried to reach for her cell phone to call for help and that's when he went after her. the thief got away with her ipad, laptop, cell phone and jewelry. but the items she cares about most is this commemorative coin from president obama. the white house is making sure that she will get a replacement. her community is just concerned about her safety. >> she is just a remarkable treasure for the community. we're really hoping that we can organize amongst everybody -- if betty wants it, a community day for betty sometime in the future when she feels better just to show how much the community cares for her. >> soskin was honored for being the oldest park ranger in the united states. another barrier lifted by the military. the pentagon announcing its ban on transgender service members is ending. cbs reporter weijia jang on the decision and reaction from a bay area leader in the fight. >> reporter: defense secretary ashton carter lifted the ban on transgender people serving in the military calling it the right thing to do. >> americans who want to serve and can meet our standards should be afforded the opportunity to compete to do so. >> reporter: carter described the policy change as a mix of pragmatism and idealism to ensure the military can get the best talent and treat them equally. this army staff sergeant is transgender. he has served as both a woman and a man. >> look at my service record. look what i did. tell me i'm not worth it. >> reporter: the pentagon estimates there are between 4,000 and 11,000 transgender people in the military. out of a force of 2 million. policy changes will be phased in over the next year, then transgender individuals will be able to enlist. critics like house armed services committee chairman max thornberry charged the administration is putting politics over policy. he said we will also be looking at legislative to address the readiness issues associated with this new policy. transgender troops will be eligible for any medically necessary care include surgery. weijia jang, cbs news, the pentagon. >> the pentagon's decision comes after a study during which the secretary of defense personally met with transgender service members. investigators in turkey trying to identify the men who blew themselves up and killed 44 people if he airport in istanbul. more than 200 people were injured in the attack. surveillance video shows airport passengers and workers running away from one of those suspected bombers. turkish media say images of all three attackers were captured on video. investigators now believe they were from central asia and trained and fought in syria. dna tests are being done to confirm their identities. in response to the attacks, turkish police raided suspected isis hideouts and dying because of the airbag was worse. >> reporter: today the national highway traffic safety administration is warning other owners to get theirs fixed immediately. in fact, for certain models nhtsa says new test data shows there's a 50% chance of a dangerous airbag malfunction so dangerous that owners are told to avoid driving their cars until the airbags are replaced. they have been under recall for a number of years but many owners haven't brought them in. nhtsa is offering a special warning for these years and models. 2001 and 2002 honda civic and honda accord, 2002 and 2003 acura tl and several others. >> the automaker agree with the recommendation and that honda will continue to aggressively explore and new methods to implement methods for these vehicles. >> go and get it replaced. i kept putting it off but it's dangerous. >> reporter: the airbags are part of the larger recall of nearly 70 million takata airbags the largest auto safety recall in the nation's history. >> exploding takata airbags have been tied to ten deaths in the u.s. 8 involved cars that had the specific type of airbag in today's warning. another lane switchup for commuters on the golden gate bridge. remember earlier this month the bridge officials added a fourth lane going northbound from 4 to 5 p.m. tuesday through friday? that has helped commuters going into marin. but its created significant backup for the southbound commuters that only have two lanes. so starting tuesday, four northbound lanes will only last half an hour 4 to 4:30 to, they say, better balance out the traffic. starting tomorrow, retailers and restaurants in danville will no longer be allowed to give customers plastic bags. the ordinance aimed at reducing the number of bags in creeks. the rest of california
