In 2012 there was another class between neonaxis two people were hurt and three people arrested. A brushfire comes dangerously close to home in the santa cruz mountains. This is video, helicopters dousing flames with water and flame retardant. It happened along highway 17 the flames were stopped short of redwood estates. Firefighters say the trouble started with a car fire along highway 17. Flames then spread to a hillside. There was concern about the fire getting close to other drivers stopped near the summit of highway 17. But the fire burned away from the road. Giant plumes of smoke hovered by 20 homes. The

was issued at redwood estates. At one point people were getting information about how close it was. Fire crews scrambling to keep up. There is an acre and a half or two acres right now. Wilson Walker<\/a> takes it apart for us. It is the result of programs that are not working. Not working to anybodys satisfaction. It is hard to argue with that. But to better understand how this all works, lets start with that one big number. 241 million. Now, of that, 50 million funds shelters and another 50 million fund
Held Services<\/a> for the truly homeless. But the single most important thing to know about that 241 milliondollars is that most of it has absolutely nothing to do with the people we see on the streets. That is a great observation. I think it is missed by many in the city. We are not spending 241
Million Dollar<\/a>s a year on the 7 or 8000 people homeless in
San Francisco<\/a>. We are spending more than half the money actually to keep people in permanent housing. Thats right. 140 million worth of the entire homeless budget houses approximately 9 thousand people. And those are 9 thousand people that we dont even count as homeless. It is all of our hotels, people have lived inhousing for ten years in the homeless budget and people say we dont notice it but if we didnt spend it, you would notice it because the numbers would be off the charts. That leaves us with the 6686 people that we do count as homeless and they fall in two separate categories. Those in some kind of temporary shelter and those that live on the street. And two perfect examples of this walked right up to us interviewing the mayor. First is lee that might look like he live on the street. I got a room. And there is ron. Why arent you living in a room of some kind now . Well, i tried in northeast for example. And at that point we had vintage impromptus. I will take you there. Omission street. I will take you to the diagnostic center. Just like that ron was in the car with the former mayor and off to the
Mission Neighborhood<\/a> resource center. If you want a shelter bed in
San Francisco<\/a>, this is where you have to go and you have got to be willing to play by the citys rules. You have to do finger imaging and all of this stuff to get an
Emergency Shelter<\/a> bed. So a lot of people like richard here make another choice. So you choose not to go to the shelters. Sure. Partner. Come on, man. Clearly we are not meeting the demands that people have the streets. Want to make it more complicated. San francisco manages all of this through at least 8 different city departments issuing 400 contracts with at least 75 private organizations. A tankalled network of services with no unifying oversight by the city that hands out most of the money. In one area where we have not done a good job is to coordinate those systems. Here is one scenario. A man with
Mental Health<\/a> challenges is staying in a charity shelter. He voluntarily checks out and lands in trouble and in the custody of
Law Enforcement<\/a> who takes him to a hospital in a psych ward. In each one of these three cases it can be recorded as a by the book acceptable outcome even though he is back on the streets and the city has no single unified way of tracking any of this as people simply ricochet between providers. And there is another immense challenge facing
San Francisco<\/a>. Even if we could convince these people to accept health our best services do not scale to the overwhelming demand. The centers do a good job but the numbers are so small. You are talking about 50 people here, come on. 6000 person problem. So how do we start to end tangle this with results we can see . Thats a great question and i think really the only way that we are going to change peoples perception is by making progress. All right. Now, that gentleman, the man that was supposed to whip this whole system into shape and tomorrow night at 6 00 we will show you how he plans to do that.
