funds. a palo alto man is behind bars. wesley alexander ramsey was so upset about the noise at his apartment complex, he threatened to shoot people. the apartment manager and a couple of construction workers said the man pointed what looked like a semiautomatic handgun and a knife at them, and surveillance video later showed ramsey firing multiple pellets at the worker the. no one was hurt. he was booked into the santa clara main jail with felony assault with a deadly weapon and other charges. in an hour the san mateo city council will consider freezing rent on many apartment in the city, but april, but you can ask for more if you wait until may or june. in santa clara county, sellers saw a 1.7% boost in june, and that's 1.9% boost in alameda county. >> the average home is now 1.4 million, and it's a $14,000 difference for the timing of when you sell. >> reporter: gary says the reason for the boost, most buyers are families wanting to get in before the start of the school year, and when demand is high, prices are, too. >> how many people were fighting for this house? >> five people were interested in buying this house. >> reporter: still, this home was on the market just 8 days, with inventory so low in the bay area, homes are going quick and expensive. >> it does not take long to sell a home in this market because there's so much buyer demand. >> reporter: and so according to zillow, the homes sell faster in the summer months as well. if you are looking for a good deal, the best bet is to wait until winter. governor brown raised the california minimum wage to $15 million today. it gives california the highest minimum wage in the nation. >> this is about economic justice, and it's about people, and it's about seeing a little tiny balance in the system that every day becomes more unbalanced. >> about 7 million california low-wage workers are affected by the new law, and jackie ward caught up with new union workers who are celebrating the victory. >> reporter: the say the fight is not over yet. the next move is a global strike happening on april 14th, part of the worldwide movement to raise everyone's wages. >> the strike that jackie mentioned is part of the fight for 15 effort. 300 cities will be participating on april 14th. by this time tomorrow, san francisco could be the first u.s. city with full paid parental leave. right now the state pays 55% of a parent's salary for 6 weeks, and the legislation wants to make businesses that employ at least 20 people pay the remaining 45%. californians have slipped during the commitment to conserve water during the drought. last year the governor set the target at 25%, and the state officials say from june last year to february of this year, the people of california saved 24%, and in february alone, residents and businesses only cut the usage by 12%, and that's the lowest monthly reduction since the governor's mandate took effect in june, and today officials launched a discussion about how to best save water as the drought modestly improves. regulators will hold a workshop later this month to decide if they will continue conservation measures. any changes will take effect in june. it's bids for months, and alaska snagged the deal with the price tag of $2.6 billion, and the sale will make up the fifth largest airline when they combine, but some customers think that's somewhat of an odd couple. in terms of personalities, it is going to be an interesting mix, and i think it's sort of like putting together ibm and apple with ap a the being the kind of fun and hip, young virgin america, and ibm being the more stayed, older, established player which is alaska airlines. the transition may take up to 2 years to complete. travelers hope the virgin america culture does not feminine products a month and lifetime that adds up. >> are they taxing condoms and what else does a man use? >> reporter: if the tax exemption bill is passed, it would save california women $20 million annually. in dubland,juliette goodrich. plungers digging around a dry cleaning business on friday discovered skeletal remains, and they immediately contacted police. investigators are trying to figure out the identity of the remains and if foul play was a factor. investigators said 18-year- old tamare harris shot and killed 21-year-old malikbooker on march 26th. he's being held on a $1 million monday this is the 7th homicide in richmond this year. a man is killed after being clipped by an amtrak train. he was trying to cross the tracks near newhall and huntwood avenue, and the train had just left san jose, headed to sacramento with 19 passengers on board at the time. no one else was injured. bart is testing tracks between two east bay stations, and you can expect a mix of regular service and shuttle trains. you want to give yourself extra time for the commute, and bart is still trying to determine what caused an electrical problem that is causing voltage spikes that can damage the train cars. there's no word when service will be fully restored. a cash infusion will help san jose get ready for high speed rails. they will receive $6 million in government funding to transform the downtown station into a transportation hub. the first major stretch of high speed rail will connect the station to north of bakersfield in 2025, and of course the plan is to eventually expand service to san francisco and los angeles, but a california senator is trying to derail the project, calling it a broken promise. bob huff urged the committee to reject the latest business plan submitted to the state legislature. we have seen the animations for year, but now there's something knew. wilson walker is showing us the high speed rail is already happening in the central valley. >> what i would say, you to start somewhere and the central valley is is a good place to start. >> reporter: that's true. when you're launching the largest public infrastructure project in the unite, you have to start somewhere. >> in the fresno area, there's 8 to 10 older crossings that are being constructed to reroute the roads over or under the high speed rail alignment. >> reporter: 4 miles away, highway 99 is getting moved 100 feet to the west to make room for future tracks and about half an hour to the north, you will see something that really does look like the makings of a train project. >> it's looking like this cool infrastructure going on out there. you have the pilings in the ground, and now you're building the guideway that the train will run over. >> there's half a dozen work sites on this stretch of the valley, the first in a long line of so-called construction packages that could be stitched together between san francisco and los angeles. >> we will have about 120 miles of construction underway in the valley by the end of this year, 2016. >> no matter how much the state digs in, the opposition is not going away. >> slow-motion train wreck. the only question is how far do they go before they stop? >> reporter: stewart flashman went to court to stop the high speed rail, but he's hardly a high tax high infrastructure kind of guy. >> if you're building infrastructure, it's good to be infrastructure that is good, not building holes in the desert. >> reporter: he believes the project will be overwhelmed before it's finished. >> i was not quite sure when we would get the rest of the money, but don't worry about it. >> when this probability fails, everyone in california will be turned off to the idea of the high speed rails. we tried that, and that's a disaster. we are not going to be doing that. >> reporter: terry ogle knows there's plenty of skeptics and unanswered questions, and he's convinced the state is on the right track. >> if you look at what is going on and what is happening and what will happen over the next 2 or 3 years, you're going to stand back and go wow! >> reporter: the california high speed rail authority was established in 1996, and 20 years later, we finally have something that exists as more than an idea. you can point to this and say here comes high speed rail, and now this leg of the project, without any problems is set to roll in the year 2029, and maybe it's best we call of this the end of the beginning and in madara county, wilson walker, kpix 5. >> the estimated project is now $64 million. a
