Reporter the Coastal Commission was formed 40 years ago to Police Coastal development and apply state law under the California Coastal act on some of the most valuable real estate in the world virtually nothing getting done without its approval. But lester has been under fire by Commission Members for being an ineffective leader and for causing unnecessary and costly delays for developers who have projects pending. People who had projects that were either delayed or denied to build something on the coast. That will go well into the night because the existing members have yet to weigh in. It includes lockers and showers and beds but at 6 00, phil matier says may be in for sticker shock when you hear how much the city is spending. Reporter we are here on the port of San Francisco far from downtown where the city spent 2 million to house the homeless in the rain. Neither the rain nor the homeless have come. The first thing that hits you is its overwhelming size. Going to be open 24 7 at least for the next two months. Reporter then the location. Some 3 miles from the downtown. Why would somebody want to come out here and spend two months . Well, you know, its that or staying on the street. Reporter and then theres the price. 2million for two months. It comes to 148 a night for each of the 225 Homeless People the city hopes to house here. You could have put these people in a hotel. People with this many needs and barriers and challenges, theres no way they could handle a hotel room. Reporter and its not exactly the ritz but you do get a place to sleep. They are not sleeping on the mats. We provide them with blankets and linens. Reporter and after a few delays, they have got the showers hooked up. And theres space for your shopping cart. But most of the cost is for the services that hopefully will get you back on your feet. Case workers here, shelter staff as well as security. Reporter i got to tell you in some ways it looks like a jail. We asked support if we can take that down. For me its temporary. So for me it works well. No one is going to mess with you or anything. Reporter but what about the hard core homeless along division street who the mayor is under increasing pressure to move . I dont know if i would go there. They were hoping to increase that to 35. Thats still far below the 225 they are talking about. But whats real story here .
