[ screaming in the background ] reporter there are about 1500 protestors and directly across from them over here, are a number of San Francisco Police Officers. We dont know exactly how many. [ continuing screaming in the background ] reporter people in the Ferry Building and people trying to get home cant because that police line is impenetrable. I tried to cross it to put Something Back in our live truck. I was stopped. There is no way to cross it to come back and forth. They are unable to come back over because of that police line. We are told all of these people who are here are for homeless rights. [ screaming ] reporter they say on the side of this tent no penalty for poverty. [ inaudible ] reporter they say the 5 million San Francisco paid for super bowl city could have all gone to Affordable Housing so they are all here all very unhappy about that. So were well accustomed to helping to protect First Amendment activity and so forth but we still have to be prepared and keep the streets open and keep the area safe for the traveling public. San franciscos plan to open a new homeless shelter at pier 80 is delayed. It was supposed to open today. It could be tomorrow on friday. We are giving you a look at that facility on the left keeping an eye on the protestors on the right. Crews are still putting the tent together. They do have room they say for up to 150 people. The city as a response to protestors say the city is going too far in its efforts for the super bowl. Our coordinated effort in this city is to try to end peoples homelessness of bring them into our systems care and there isnt a coordinated attempt to sweep away our problem. We struggle with homeless every day. Our citizens and our visitors see that and we also care passionately about homelessness and finding the right answers and to care for each other in a way we can all respect. I feel like thats the message we are seeing in the protests and this is the message we carry with us what when were trying to do our work and make a system that makes homelessness rare, brief and a onetime event in peoples live. We have a long way to go and i respect and appreciate the pressure from Community Members and protestors alike to really do a better job. This week has helped us all focus again on the crisis thats homelessness and the need to do better. Reporter the Mayors Office of housing opportunity says once the shelter opens, the city plans to keep it running through the end of march. Now super bowl security isnt leaving anything to chance. They have taken lessons from the paris and San Bernardino attacks and are keyed into potential terror threats. Phil matier spoke with the Homeland Security chief a short time ago. What did that person say, phil . Reporter well, its no secret that in the wake of terrorists in San Bernardino, the things have changed in america and today the head of National Security gave us the update. Heres what he had to say. We know of no specific credible threat directed at super bowl 50 or related events. Reporter that was the message delivered by Homeland Security chief jeh johnson today. But in the same breath, he also noted that when it comes to super bowl security, they are calling in an army of extra protection. Tsa, cbp, i. C. E. , the coast guard, the secret service, fema, our intelligence and analysis directorate, our National Protections and programs directorate, increased Maritime Security and helicopter patrols by the coast guard onsite intelligence support. Tremendous visible uniform planes will remain but theres so much work being done behind the scenes. Reporter still, have the events of paris and San Bernardino changed the super bowl in. The world situation, the threat picture is different every february. Reporter joining us now is jeff harp a former special agent with the fbi who is also the security analyst for kpix 5. Jeff, the Homeland Security chief opened with those words, no credible threat at this time. Is that reason for to us relax . Well, i think when you think about the words credible threat, more specifically its would a reasonable person be alarmed . And right now, i think the answer to the question is no. A reasonable personal should not be alarmed. Okay. Reporter threats can be responded to but what about the lone wolf terrorist we saw in San Bernardino . How do you protect an area this big against Something Like that . As you can see the Security Forces out there are everywhere. And so thats what they are specifically protecting from right now is the lone wolf threat. Its if you have Security Forces all around that stadium, they are gonna be able to protect the outer perimeter of that. Reporter jeff, we only have a couple of seconds. Im going to hit you with the hardest one. What is the biggest challenge we are facing in the next couple of days here in Northern California . Reporter with five mayors and councilmembers from city in contra costa and alameda counties standing behind him, state senator steve glazer said bart managers and directors failed over and over again. They have a track record of breakdown and dysfunction and mismanagement. Reporter he says voters should turn down new tax money for bart. Bart directors are looking at a 3. 5 billion bond measure for the november election. The money would fix tracks, tunnels and stations. If we dont get the reinvestment, ontime performance will slip, our reliability will slip. Reporter but glazer says the managers and directors cant be trusted. He points to the 2013 bart strike, the 15. 4 pay increase to both workers and managers, and the recent fare hikes. Why should we reward bad behavior with billions of dollars in new taxes and expect a different result . Reporter bart directors say politics aside, the Transit Agency desperately needs the money to upgrade its aging system. That is no reason to hold hostage a system that is so crucial to the economy and mobility of the bay region. He is running for election. He wants to dig into peoples dissatisfaction with the, um, previous labor negotiations of 2013 so that he can get elected in 2016. The city of santa clara shut down tasman drive in front of the stadium last sunday. Neighbors say the street closure has forced drives to detour around the area and flood already congested decide streets with even more cars. Side streets with even more cars. Many customers are staying clear of businesses even though they are still open. We are waiting on the super bowl and, like, waiting for all the people and the crowds and its kind of super dead so its like the opposite of what we would have thought. Reporter Light Rail Service is still running on tasman but that will also shut down friday night after the evening commute. Fans will be shuttled with light rail on game day. Reporter they are all over super bowl city and the downtown streets around the perimeter. You will also see k9s at the airports sniffing around the luggage. Kpix 5 got an exclusive look at the tsas security plans. They say they will be adding dozens of dogs at both sfo and san joses mineta airport. In the train stations above and underground, bart, vta and muni riders should expect to see an increased k9 presence over the next five days. The atf is using trained detection dogs to search vehicles and abandoned backs packs. Our dogs have trained to check 19,000 explosives as well as firearms, shell casings and ammo. Reporter with 20 to 40 times more receptors in their noses, dogs are much more efficient than human cops at sniffing out trouble. Its not just a superior sense of smell. Its incredible volume of work they are able to accomplish. We are checking vehicles out here. If you open up a delivery truck and it has a stack of boxes, are you going to open them all .
