What could you do with a mattress . Reporter you see them under freeways, sidewalks and front yards. Everywhere they are not supposed to be. Its a health problem. They attract rodents. They attracted mold, germs. Reporter this is state senator Lonny Hancock talking about the mattress problem nearly 30 years ago. In 2013, she coauthored a new mattress recycling and recovery law giving birth to the byebye Mattress Program offering californians a place to drop off old mattresses free of charge. If you go ahead and have a place to dispose of em and its free, why not . Reporter before the program would cause 20 to 35 to dump them. But cities and organizations like goodwill would pay because of Illegal Dumping. They just come in and dump em at times when were closed or when were on break. Reporter this goodwill gets at least 5 mattresses a week and that stacks up. Keeping our streets and our neighborhoods clean is a big winner for everybody. Reporter city leaders hope offering free dropoff sites will help alleviate the problem. Right now there are five in the bay area and we are told there will be more throughout the year. Reporter allen, some folks are calling this is robin hood approach. The city wants to levy new fees on new construction like this singlefamily home here and use that money toward Affordable Housing. But Affordable Housing advocates say the fees arent high enough while Developers Say any additional fees would slow down construction. This new home in oakland would cost thousands more to build. The city wants to levy three separate fees on projects. The Housing Impact fee and two others would generate 80 million toward Affordable Housing in the next 10 years. Depending on the time of housing whether its an apartment, townhouse or Single Family and the location of the construction, the fee cost go up to 25,000 per unit. I think its long overdue. So were very excited its on the table but theres a lot to be worked out. Reporter gloria an Affordable Housing advocate with the east Bay Housing Organization says the fee should be higher and implemented sooner. Just talking about a slight shaving off of the very top of the profit margin. Thats not something that generally is going to be passed on the to the renters or homeowners at the end. Reporter builders and developers disagree saying this fee could kill off housing projects. Its basically an additional cost to development so it will thwart development. Reporter patrick will send a letter to the city to oppose the fees. He believes the Housing Impact fee would hurt the people its trying to help. He says slowing down new construction will lead to less supply and as a result, higher prices. Someone always pulls the rug out from under oakland before things really get good. So this is just another example. Reporter he says the city would see more affordable units if it offers developers incentives. I think its always better to incentivize rather than penalize. Two strains of the bacteria were discovered in several water wells and kpix 5s emily turner tells us, families are concerned. Reporter this is the neighborhood where it happened and this is also the neighborhood where several weeks ago, there was a sewage overflow. And folks who live here say they think that is what is to blame. The Sonoma County Health Department says at least two wells in the cannon manor neighborhood have extremely high levels of e. Coli and fecal coliform. They have been ordered not to use those wells. And others nearby have been warned while test results come back. Anyone who has a contaminated well has now been switched to city water. Its a very difficult problem. I think thats the reason they made us about two years ago hook up to city sewer and water to get away from this contamination thats going on now. Reporter but switching to city water is a hot topic all its own. These folks say it costs them 23,000 just to hook up to the system. So many stayed with wells for that reason. So if the bacteria outbreak spreads they worry it will be bad for more folks. Are you worried . Yes. Reporter i talked to several folks who live in the area off camera. They say even though the Health Department is not testing their wells, they are going ahead and doing it themselves to make sure theyre safe. The Health Department says no one has gotten sick so far. Emily turner, kpix 5 news. The Health Department first conducted tests on the water wells back on december 18. Good news for bay area seafood lovers. Experts say some california crab is safe to eat again. Dungeness and rock crab sourced from areas in Santa Barbara and San Luis Obispo counties have been cleared. Officials say levels of a poisonous acid have dropped to low or undetectable levels there. The advisory went into effect in november. An arrest in palo alto sparking policy changes within the citys Police Department. Its because of what happened in the back seat of a police cruiser. Reporter and this is where that woman told officers that a man had touched her in the back of a patrol car and thats what launched the investigation. According to appear independent Police Auditors report, the handcuffed and seatbelted male twisted his body, touched her with his hands and elbows. The woman was drunk and groggy and dosed off but she told the man to stop touching and tried to get officer to help but never told them what was happening. The report also says the officer played music in the car which potentially kept him from realizing what was going on. The 25minute ride from palo alto to the main jail in san jose all recorded on video showing the man looking for opportunities to touch the sleepy female without being detected by the officer. An investigation by Department Leaders found the officers supervisor at fault for allowing the transport. Palo alto polices policy discourages officers from putting a man and woman in the back of a patrol car but doesnt prohibit it. After the incident in 2013 just made public a few days ago in the report, Department Leaders now make sure to enforce the policy unless they absolutely cannot. And that man was later convicted of battery. That report says as the palo alto Police Department update its fleet it will add cars with partitions. Live in san jose, maria medina, kpix 5.
