Right now oakland unified is trying to sell teachers and parents on an idea. To move special ed. Students into regular classrooms. Da lin looks at the pros and the potential cons of this idea. Da. Reporter yeah, ken. About an hour ago some parents and teachers rallied at the start of the School Board Meeting to show their frustration. They think mixing special ed. And regular kids will hurt all students. Its an attack on special education but really public education. Reporter oakland unified said not true. The new policy is an investment in all students. This is really a new era. Reporter the district already started putting special needs students in regular classrooms at some pilot sites. The plan is to do it in all schools in a couple of years. About 15 , or 5500 students in the district, are in special ed. For students who have severe really severe disabilities, full inclusion isnt an option but we are going to give them as much as they can handle. We are going to challenge them. To put those students in classes of 32 and expect that they could have their needs met i think is really not viable. Reporter veteran special ed. Teachers say his students need oneonone attention not the sink or swim approach. This is all about saving money. This is not a costcutting strategy. Its actually more expensive. Reporter thats because the district says it will put more trained educators and resources in the classes. They say changes have to be made because less than 60 of their special ed. Students are graduating. And only 15 are reading at grade level. Pigeonholing them or segregating them in a also demanding environment in a less demanding environment is depriving kids of what they deserve. Reporter people dont buy it. Its wrong. If you teach people different we all need different kind of attention. We see more dropouts more failure if these programs are eliminated. Reporter the district sauce the policy will not get rid says the policy will not get read of the special education department. Nothing will be voted on this meeting related to policy. A lot of parents just want to show up to voice their frustration and hopefully pressure the school board to stop this policy. Live in oakland, da lin, kpix 5. The first results are in from californias revamped statewide tests and they are not good. They show just 44 of students met the english standards and only a third are proficient in math. The results also highlight a growing achievement gap between racial groups. 72 of asian students and 61 of white students met or exceeded english standards. But 32 of latinos and 28 of black students did. Those numbers in math were even worse. 69 of asian students met or exceeded the standards. Just under half of white students did. Along with 21 of latinos and 16 of blacks. These tests are meant to determine how well the students have mastered the new common core curriculum administered to students in grades 3 through 8 and 11. We are still under a heat advisory after another day broiling in the bay areas heat wave. Construction workers in campbell tried to stay cool working in the shade and caltrain announced it was reducing speeds between san carlos and san jose because of the heat. Trains wont be going any faster than 60 miles per hour. And heres a live look in vacaville. The already dry hillsides baking in the heat, as well. The temperatures so high that some south bay schools are cutting classes short. Devin fehely joins us now live with details. Devin. Reporter yeah. A spokesman for the School District says that they were fighting a largely losing battle against Mother Nature and they didnt really even have the right weapons. Most of the classrooms in the School System dont have air conditioning so they just decided to send the kids home early. Under the glare of the midday sun, students at Leigh High School headed for home. Classes cut short by an unrelenting heat wave that School Official and students both say has become a health and learning issue. Its way too hot for us to actually concentrate. All we can think about is, like, trying to cool down because its so hot were like oh, my god were dying. With temperatures in the mid 90s and with fewer than 50 of the districts classrooms equipped with airconditioning, School Officials realized they werent going to beat the heat and they werent even going to try. Considering the the unprecedented heat, they decided that this would be the best decision for the schools to shorten the days and go half day so that we could avoid the afternoon heat. Reporter by noon, students were spilling out of class and off the campus of leigh and gran ham high schools. Theres a lot of kids in the glass so its stuffy with that, too. And it you cant, like, think. You cant concentrate. Reporter sports practices were either canceled or brought indoors. And while students not surprisingly were thankful for the shortened day, frustrations were also heating up over the lack of modern conveniences like airconditioning. Its hotter in the room than it is outside. It gets like a lot hotter, like, i dont think people understand how, like, how big of a difference it can be and youre sitting there and youre just sweating and trying to, like, get a fan out youre just, like, oh, my god im dying. Reporter School District Officials Say that school will be shortened tomorrow, as well. Students will get out at noon. And they say they will be closely watching the forecast so they can decide whether or not that will be necessary on friday, as well. In san jose, devin fehely, kpix 5. Thats about a 48hour lead time for the cooling that we are going to see inland and inland today it was the hottest day of the year. We are out here on the waterfront on the embarcadero outside of pier 35 where the super bowl experience is beginning but if you are outside any indoor location it was another warm day. Take a look at todays highs. They were hot especially away from the water. We are talking 107 degrees in livermore today. Concord 101. Fremont 95. Napa 103. San jose 96 degrees. Officially in San Francisco, we topped out at 86. Thats well above average but near the water we saw a little cooling. Now, the entire bay area with the exception of the immediate waterfront is under a heat advisory once again tomorrow from 11 a. M. To 7 p. M. Dangerous heat for many without airconditioning and a spare the air, yes, well do that again tomorrow, as well. Although the air quality will begin to get a little bit better. While were feeling the heat, parts of Southern California are getting hit with flash flooding thats right. Downpours caused by a small mud slide early this morning caused a small mud slide early this morning in l. A. County blocking a roadway there. National Weather Service issued a flash flood warning. Take a look at this lightning, thunderstorms hitting the northern part of los angeles this afternoon. Five years ago at this very hour 6 11 p. M. When a pg e gas pipeline erupted taking a chunk of san bruno with it. 8 lives were lost. Five years later the neighborhood is still rebuilding. I was at bayhill shopping center. I thought it was an airplane had gone down and whoosh, whoosh, whoosh. Flames were shooting across my backyard. I opened the door and the smoke black smoke came in. I sucked it in and went oh, man im in trouble here. Reporter for the survivors and the first responders, it was a night they will never forget. [ sirens and yelling ] third alarm we have multiple houses, were trying to we have it seems like in some ways just yesterday just a few hours ago. I can still see people running up the hill screaming, trying to get out of the heat and the fire. Reporter and for mayor jim ruane, it was just the beginning of a struggle that continues to this day. Its nothing that ill ever forget and this city will never forget. Reporter eight people were killed, another 58 injured. 38 homes in the crestmoor neighborhood were incinerated. Five years later the neighborhood is still a work in progress. 22 of the 38 homes have been replaced with several more currently under construction. Finishing the job will take at least another year. I know a lot of people are frustrated with construction being relatively slow but as i said, we had to completely rebuild all of the infrastructure underground and above ground so its taken an awful lot of time. Reporter its not just construction fatigue. While some neighbors simply moved away, those who stayed are eager to move on. Most people here will politely decline interviews but city leaders are not done talking. And they say their most important work still lies ahead. The most shocking thing about all of this is that it was not an accident. It could have been prevented. Reporter along with five years of reconstruction, the city has also fought a five year battle with pg e and state regulators. Its a fight that the will eventually head to court. And for the eight people who died in the explosion, the mayor of san bruno wants justice. Theres 22 criminal indictments still out there which will be acted upon probably next year so, um, my feeling is this is criminal. People should go to jail for this. And i would be happy to throw away the key. Four of the lots left vacant by the fire will be turned into parks or open space. Still no decision on whether a memorial will be placed that the site of the explosion. Still ahead, creepy and crawly. Its grown to about 160 acres in just the last couple of hours and it is only about 30 contained. Those flames are burning off Butte Mountain road east of the town of jackson. Authorities have told some people in the area to evacuate. Senior citizens at an apartment complex in santa rosa say its been overrun with bedbugs for more than a year. New at 6 00, kpix 5s john ramos asked the Property Managers what they are doing to solve the issue. Reporter bethlehem tower is one of the tallest buildings in santa rosa. But this Affordable Housing complex for seniors has a big problem coming from a tiny source. I put cortisone on and went to the emergency room yesterday. Reporter prudence has been bit n by bedbugs. She began noticing them in her apartment about a month ago and now the infestation is growing. But she is not alone. This building has been battling the nasty bugs for more than a year. They went from apartment to apartment chasing them up and down. Reporter the Property Managers admit that just spraying for the bugs didnt work. So they are now turning to a method where apartments and their contents are blasted with heaters to a temperature over 140 degrees for hours. Susan west says it worked in her apartment but others are still plagued by the bugs. At this point do you feel that the Heat Treatment is going to have to be done throughout the building every room . Not every unit at this point. We think that we have done a good job of detecting the units that are affected. Reporter but prudences apartment was found to be not infested so her unit got no treatment. Now obviously, the bugs have moved here, too. And thats after the company has spent more than 40,000 trying to kill them. Its an example of how difficult a problem bedbugs can be in a building this large. It takes a concerted longterm effort. There is no foolproof method. Reporter but the residents say the effort might not be as long term if management would abandon its peace meal approach and commit to treating every room in the house. In Santa Rosa John ramos, kpix 5. Santa rosa sent inspectors to the complex a few weeks ago. It called some of the cases pretty egregious. And officials here have been quietly working for months to try to get some of the big events of super bowl week and they have them. San francisco is the official host city and santa clara has the game. But san jose wont be sitting on the sidelines of super bowl 50. We are certainly happy to allow those other cities to enjoy traffic. We are going to have a lot of fun down here in san jose. Reporter mayor sam liccardo said san jose is in a good position to intercept much of the super bowl vibe starting with team arrivals. The nfc and afc champions and their families plus most of the corporate sponsors will fly into Mineta International airport, not sfo. Thats going to attract a lot of that citys fans and so youre going to have this buzz around this city thats going to be following their team. Reporter san jose is already close to selling out 10,000 hotel rooms in the downtown area,and the nfl is reportedly setting up super bowl attractions in the Mcenery Convention center. The buzz could reach a fever pitch on monday night when san jose and the s. A. P. Center host the new prime time event called, super bowl opening night, what used to be called media day. Thousands of fans and media from around the world will be here and local businesses are planning to take full advantage. This downtown gamer lounge plans super bowl parties and madden game tournaments. General consensus is that its going to be a good time for san jose. You know, its going to bring a lot of business. Reporter super bowl 50 was always a regional event with San Francisco an inconvenient commute away from the stadium. San jose is going to steal the thunder. There will be many times more people here than well be able to fit inside the stadium. They are just here for the super bowl experience. And there will be lots for them to enjoy. Coming up in our next half hour, an emotional battle at the state capital could soon be over. Lawmakers moved one step closer to legalizing assisted suicide. Why it could still end up in voters hands. Rvs gathered in this ,,,, our top stories tonight, oakland unified is pushing a plan to move special ed. Students into regular classrooms. The district says its meant to boost achievement levels but opponents claim the policy will make it harder for special ed. Students to get the individual attention they need. Millions of california students are failing to meet basic standards for math and english. Thats according to the first round of results from revamped statewide testing. Just 44 of the students tested met english standards. And only a third were proficient in math. The bay area suffers through a heat advisory for the second day. Some south bay schools took the unusual step of cutting classes short. Students in the Campbell Union high School District had a half day of classes because fewer than 50 of the districts classrooms have air conditioning. California is one big step closer to allowing people with a terminal illness to end their lives. Emotions ran high on both sides at a hearing in sacramento today. Kpix 5s phil matier reports. Well, people have different convictions and different beliefs. I think everybody felt sincerely about their vote on this issue no question about it. But we all have to do what we believe is absolutely right. [ applause ] reporter it was an ee explosional debate that cut across party lines, an emotional debate. But in the end of the California State Assembly voted to have california join oregon bypassing an assisted suicide law. What it will do is provide a measure of freedom to people who are dying. I have seen so many miraculous turnarounds in peoples lives when the doctors have given up, when the doctors have said, do funeral arrangements, and then the prognosis changed in a matter of moments. Somebody with a terminal illness less than six months to live and then they have to elect to meet with two separate physicians, independent physicians, who both agree on the diagnosis and the prognosis. Healthcare is about saving people. I just cant believe that this will actually provide choices for my community. I think we should let the people of california decide. Reporter the issue was brought up by Brittany Maynard a 29yearold with brain cancer who moved to oregon so she could voluntarily end her life. Her husband was at the vote. Its an affirmation of what she spoke up about a year ago. A terminally ill individual in california should not have to leave the state in order to secure a gentle passing. Breaking news out of san jose right now. 880 just north of Stevens Creek boulevard this is a limousine that caught fire in the northbound lanes. We dont know if there were any passengers on board or if the driver got out okay. But at least one lane on northbound 880 is closed right now. This is a picture that a guy driving by took. He posted it to twitter and you can see at one point the limo was fully engulfed in flames. Now we are looking at some live pictures again we are leaking at picture out of san jose. This is 880 just north of Stevens Creek boulevard and word into the newsroom now is that there are no injuries. Everybody got out okay. San Francisco Police say they have got the person who spraypainted racist graffiti all over the bayview a couple of days ago. This 62 yearly man was arrest yearold man was arrested yesterday. He is facing multiple felony charges. This is what residents found in at least six locations in the neighborhood. Some took it upon themselves to cover it up. And investigators say thanks to some tips, they were able to quickly identify the suspect and his vehicle. Due to the nature and the fact that some certain witnesses did not want to be named, we, you know, keep them confidential but the public was helpful in identifying the suspect and giving us information to lead to the arrest. Police are now looking into whether that suspect may be involved in more incidents. People living in a popup rv park in a Cambrian Park neighborhood were told to get out today. Since we first reported the story this morning, these rvs have moved out. The rv park called camp cambrian was established after a nearby restaurant was destroyed by a fire. The neglected property became a temporary home for people. Nearby businesses were not happy about the new neighbors. Food to rubber gloves to condoms to just trash. When it starts affecting everything youve worked so hard for, that youve tried to build up, then you have to put your foot down. Turns out the Property Owner had no idea it had turned into an rv park. After we told him, he got the cops to come in and clear it out. All right. International props for a Young Jefferson award winner from the peninsula. 16yearold ryan trainer has been named to the first 30 under 30 list by the International Literacy association. Trainer started a book drive that collected more than 25,000 books and started a Youth Literacy Council to support Educational Programs for children. Meeting families living in a garbage dump broke his heart. My story is crazy. I have been through it all. And then i go there and see People Living in extreme poverty. Reporter as executive director of global glimpse in Oakland Eliza sends a Diverse Group of High School Juniors from the bay area and new york to developing countries. The joy of seeing their eyes open, i remember that moment in my own life. Reporter so far, 2700 High School Students and 270 teach verse traveled overseas with global glimpse. Teens like brian receive training in leadership, culture and history before traveling to the dominican republic, ecuador or nicaragua for three weeks. They live like the locals and serve the community. Travel costs 3,500 per student. But teens pay on a sliding scale and raise a minimum of 500 each. Funding from foundations and individuals pays the rest. Volunteer teachers like Impact Academys Erin Brandvold travels with the students. I get so excited when they talk about oh, now i want to go and major in Political Science so i can do this or for a lot of them it changes where they see themselves going. Reporter eliza understands. And thats why she responded to a job posting and took the executive directors job at global glimpse 7 years ago to give students the experience she had had as an international volunteer. They come back with a sense of purpose. They believe in themselves. Reporter Marcela Berrios says it thrives because eliza ignites a passion for people. She is kind of like the cayenne pepper of our office. She definitely brings such spark and enthusiasm.
