oroville and quickly live oak, yuba city and marysville. the water in oroville would've been 100 feet deep within an hour. >>reporter: it didn't happen water officials diverted water away from the emergency spillway . the plan is to use helicopters to drop rocks onto the craters hoping to plug the hole. >> no water is going over the spillway at this time. >>reporter: more rain is on the way later this week. there is still a lot of water in the reservoir behind the dam. they are bailing out the wants of our -- reservoir by releasing water downstream. >> we aren't out of the woods. the water is still up against the emergency spillway. that's pressure, heavy pressure against the damaged emergency spillway. >>reporter: california water officials have been spending the day assessing the damage. it still very frustrating for a lot of these folks were out of their homes. they have not brought back a report some we aren't sure what they found. >> we are in that we ordered -- weird flux period. when will we know that the imminent danger has passed and people can go home? >>reporter: that's the million- dollar question. officials say there are a couple of factors at play. they have to make sure that the spillway come of the emergency spillway is not compromised. secondly, a storm is on the way and it could continue to fill and send water over. they want to make sure before they get everybody back in their homes. thousands of people are packed into emergency shelters or hotel rooms with no word on when they will be allowed back home. our coverage continues with don ford. >> our phones went crazy and we got this alert to evacuate. >>reporter: tens of thousands of people got the same message. many fled to high ground as fast as possible. he said last night was scary. >> everyone was panicking. cars were almost crashing into each other. everyone was speeding off, gas stations won't let you in. >>reporter: they ended up here at the neighborhood church. 350 people and the number is growing. >> we want to be a church that loves the city. this is the way you love your city. you put hands and feet to your message and make it real. >> this place has been a blessing. >>reporter: there are old and young. others seek solace, still shocked by the rapid turn of events. an amazing outpouring of donations from chico residents is helping everyone cope just a little bit better. >> i had some canned foods. >> we brought toothbrushes and children's things. >>reporter: a food truck. >> i thought i should take the truck out and feed everyone. >>reporter: no one knows how long the evacuation order will last. the pastor tells me he is not surprised by the generosity of the people of chico. he said that is what people do when the chips are down. >> we understand that 22,000 national guard members have been placed on alert there? >>reporter: that's exactly right . it is the largest national guard alert since the rodney king riots. think about that. they are being prepared for anything that may come their way. we want to give you a live aerial view from high above lake oroville. we have been watching as helicopters are carrying their payload, the rip rock in bags. they drop it on the ground and then it is moved to patch up the holes on the temporary spillway. they have set up a staging area in a parking lot where boulders are being brought in. there is a rush to reduce the lake levels. more storms are on the way. kpix 5 g -- chief meteorologist has that part of the story. more rain is coming to the bay area into lake oroville later on this week. the good news is the lake itself is seven feet lower than it was in the past 24 hours, they were releasing as much water as possible out of the damaged regular spillway and that has dropped the lake by seven feet. they may need to drop it as much as possible, clouds return on wednesday and thursday morning we will see rain that will be heavy at times returning to oroville. rain totals from this next series of storms will be lower than what we just went through last week. in the higher elevations, it is going to be snow and not rain. that will not turn into immediate runoff. there are differences but there is more precipitation heading to northern california. we talk more about our weather coming up. you can add the oroville dam to the list of california storm damage. the governor has asked the president for federal disaster assistance. kpix 5 melissa caen on whether politics will influence the white house response. >>reporter: before a state can get federal emergency assistance , the problem event has to be officially declared an emergency or major disaster. it's that official label that's important. to get that labeled the governor is reaching out to someone that he has vowed to fight. >> some people say they will turn of the satellites. if trump turns off the satellites, california will launch its own damn satellite. >>reporter: governor brown is been clear he is willing to read -- resist the trump administration. >> we have the scientists, the lawyers and we are ready to fight. >>reporter: then the flood began and now in need of emergency federal funds, last friday governor brown requested help from washington. guess who gets to decide whether california is eligible for disaster funds? >> ultimately it's the president who has the final say. >>reporter: the regional director of fema begins the process that ends at the white house, where president trump alone will decide. congressman mcclintock expects that president trump will approve the request for federal help. >> one of my big complaints in life is that i was born without the power of prophecy. >>reporter: he says governor brown's full throated opposition to trump is not helping. >> i don't think he's doing an honor for the state of california. that's between him and the voters. >>reporter: both california senators have written to president trump in support of the governor's request. congressman mcclintock said there are several other letters circulating among california members of congress among both republicans and democrats asking the president to prove the governor's request to declare the situation in california a major disaster, we should have an answer in the next few days. the oroville dam opened in may of the oroville dam opened in may 1968 and after about 11 years , then governor ronald reagan led the dedication and earl warren a chief justice of the us supreme court was on hand along with the senator and congressman and local dignitaries. there was a lot to celebrate. a weak -- the dam is still the tallest in the united states at 700 at 770 feet. coming up, towns abandoned as families race to higher ground. we walk through a city in the danger zone that now looks eerily like a ghost town why some people say they are willing to take the chance and stay. we are still checking damage from recent storm. evacuations are underway in tyler island in the delta. residents are being told to leave their homes because of compromised levy. crews are trying to reinforce it by piling up blocks. there are 20 homes in the area that could face flooding. this evacuation is unrelated to the oroville dam we have video to show you its exclusive you won't see it anywhere else. assault rifles, helicopters come armored vehicles was the scene this morning in santa cruz as homeland security agents conducted gang raid's. 10 people were arrested and have made their first appearance before judge. it was a scramble to find enough attorney's to represent each of the alleged gang members. kpix 5 len ramirez was the only reporter there this morning as agents made those arrests. >>reporter: heavily armed agents moved undercover of the early morning darkness. 12 neighborhoods in the santa cruz area including one near the iconic giant dipper awoke to flash bang grenades and officers with assault rifles. >> i woke up about 4 am and it sounded like gunshots. >>reporter: a wide-ranging effort to put an end to what police call a violent street gang. dozens of agents from homeland security ice in santa cruz police closed in on the gang, an offshoot. >> they have committed murders, extortion and narcotics trafficking. >>reporter: least arrested -- police arrested nine people as part of a five-year investigation targeting the gang. >> they have been here for a decade, some of the more recent violence, we believe several shootings. >>reporter: broken doors and windows were revealed in the daylight. >> i had no idea this was going on. i'm okay with it. >>reporter: neighbors were surprised that someone so close was allegedly involved air relieved police are taking action against gangs. len ramirez kpix 5 recent storms giving bay area roads a beating. >> the rush to repair those massive potholes. president donald trump national security advisor is under fire. while -- general michael flynn apologizes. could your car make you sick ? >> i do. >>reporter: after monitoring complaints on the issue for two years, the national highway traffic safety administration finally launched an investigation in july citing 154 customer complaints about exhaust in ford explorers model years 2011 through 2015. cbs news discovered that has grown to more than 450 complaints. some involving 2016 and 2017 models which are not part of the investigation. while declining to comment they maintain their have not been any serious injuries something the attorney disputes. >> when i saw they said there were no injuries. we got them on the phone.>>reporter: a retired army that took us for a ride in his 2015 explorer that's been in for repairs on this issue five times. most recently november. do you worry about what your breathing?
