Police documents show that four previous use of force complaints have been made against those officers. They were cleared in all those cases. A fresno newspaper has new cell phone video of a Police Shooting that killed a 19year old man in this case the man was white. The video picks up after he had already been shot twice. He is laying on the ground under a truck. Officers still have their guns drawn. His family is questioning why officers fired two more times. Fresnos police chief said the man had initially walked toward officers with a hand behind his back and pulled his hand out quickly prompting them to shoot. They say once on the ground, he reached for his waistband and thats why they fired again. In the end, no gun was found. The chief is promising to release body camera footage of the incident. The fbi will investigate. We confirmed within the past hour that it was illegal fireworks that caused a scare this afternoon at Zuckerberg San Francisco general hospital. The hospital has been in a state of confusion since reports of loud bangs around 2 15 this afternoon. That triggered a Big Police Response unsure of what was happening. Some people were told to shelter in place. Others were told to leave offices and treatment rooms. Police found illegal fireworks described as remnants of an m 80 on the fifth floor of one of the buildings. No word on who is responsible. The situation is unwinding now. Things returning back to normal. And a tricky rescue after a construction worker fell down a cliff near San Franciscos coit tower. The man fell 50 feet. He was working onshoring up the cliff when somehow his Safety Equipment failed. Firefighters in to scale the firefighters had to scale the cliff to get to him. The terrain was rough. It took an hour and a half to get to the person. When we got here we had rescue technicians who tried to walk up there on just some some basic ropes. And they were losing their footing and they were slipping so we had to secure everybody to make sure that we could get the best position and the best technique down to bring the victim to safety. The man is now being treated for multiple traumatic injuries. The project the worker was working on is shut down while investigators try to figure out what happened. You know, this gate has been up here for a long time. It goes back to the 1940s, 1941 in fact. And as you can see right now, the gate and the fence to the beach is still very much in effect. The agency which runs the gate and takes care of the small park here decided to defy an order by the Coastal Commission to take it down. Now they may be paying the price. Seven days after a deadline to remove this gate and fence at privates beach in santa cruz and the meter is running. 11,250 a day potentially. Reporter Coastal Commission enforcement supervisor pat visart says thats how much the district might have to pay in fines for defying an order to take down the barriers to the public beach. No comment. Why dont you have any comment . Reporter officials and their attorney came to a Coastal Commission office for their first facetoface meeting on the matter this afternoon. But they didnt give an interview. We set a deadline for removal of the fence and gate and the district missed that deadline. We are hopeful that this Public Agency will do the right thing and remove there fence and gate and open up this public beach for the public. And Public Access is a high priority for the Coastal Commission. Reporter they have been operating a gate to the beach since 1941. To enter you must have an electronic key which anyone can buy but cost 100 a year and is only available at this santa cruz surf shop. They use money to pay gatekeepers to monitor the entrance and maintenance of a park and stairway to the beach. The Coastal Commission says its only a matter of time before privates becomes public. A guilty plea from a bay area man charged with running a farflung prostitution ring. 59yearold alan fong of san mateo was the mastermind behind the enterprise which had 40 brothels.
