Todays string of storms wreaked havoc across the bay area even though the rain is welcome. Im happy because we need it but were not used to it. Its like summer all the time. More rain than sunshine for sure. Reporter a water main near the dogpatch in San Francisco burst. Trees fell all over the city in soggy saturated soil. This one crushed up to three cars next to Lafayette Park in pacific heights. A lot of trees fell. Some close calls. Reporter pooling water on freeways and windy conditions slowed down everyones commute. Chp post the warning signs hoping people would slow down. Not everyone did. A lot of people are driving erratically and theyre almost rearending people and a lot of accidents and Highway Patrol is everywhere. Reporter for those who stayed home, some were without power. More than 3,000 people were in the dark this morning as weatherrelated issues like downed power lines got repaired. Pg e has had crews on standby all day. Caltrans has been keeping the roads plowed. Drives are being reminded to take it slowly. Some had to avoid black ice along interstate 80 this morning. The same storm system is hitting our neighbors to the south. Intersections flooded in sun valley prompting a number of rescues there. One guy has to climb out of the car through the window jump on the hood of the car and then run through the water to get away from the flooding. New at 5 00, disturbing video an east bay school for students with special needs showing a teachers aide slapping and trying to restrain a young boy. It all happened inside a classroom in antiochs tobin world campus. Kpix 5s joe vazquez is there and tells us police and the school have now launched an investigation. Joe. Reporter liz, as you can imagine, there have been a lot of upset parents coming in and out of this school here today. A lot of them trying to find out more information. We just found some information out from the Antioch Police moments ago just a few minutes before we went on the air. We have learned that the boy in the video youre about to see is a 9yearold from oakland and that the teachers aide has been arrested. The video posted on facebook shows several clips of a student in a striped sweater and two teachers aides trying to wrestle the child down. [ yelling ] reporter at one point the aide smacks the child hard in the face. It happened yesterday morning at tobin world a school for special ed. Children in antioch. Police have opened up an investigation as has the school district. My opinion . The principal, sarah, she needs to resign immediately. Reporter he says before he placed his own special needs child here, he made sure the staff was trained in cpi, crisis prevention and intervention. Training them that in a sizes deescalation and special holds instead of violence. They didnt do any of that. Im a former instructor of cpi and what they did, thats something that happens out on the streets when you get jumped. So those aides need to be terminated and go to jail [ yelling ] reporter tobin world says the two teachers aides have been suspended and wont be allowed back. Thats not enough for me. Reporter Antioch Police tell us that he rested that teachers aide identified as 26 yearold kamal [ nonenglish language ] they arrested her at home. She is charged with felony child abuse. Chopper 5 has been over the scene on san carlos avenue. This was one of the first Orchard Supply stores in the say the. The building is vacant since the Company Built a new store down the block. Its one of the first Orchard Supply stores in the state. San jose found a body at a recycling center. This was discovered in a container at the newby Island Resource Recovery park on Dixon Landing road. Now, investigators would not specify which kind of container or whether it was a dumpster, garbage can, what it was. The identity of the victim has also not been released. As it stands, there are two stadium proposals for teams in l. A. The rams have a plan for an almost 2 billion entertainment retail and housing complex in inning the wood. The chargers and raiders have a plan for a project that would cost almost as much in the city of carson south of l. A. Near long beach. The rams have their complex at inglewood. Last week the three cities responded to the nfl with what was supposed to be their best and final stadium solution to keep their respective teams. None seemed to please the league or the owners. One of the team owners on the league Stadium Committee is 49ers ceo jed york. He said he hasnt made up his mind on which if any team should be moving to l. A. I think its vitally important that the National Football league that we do everything we can to stay in markets that were in and if its proven that we cant stay there and markets arent viable or theres a reason to leave, we need to make sure that if we go back into a market such as los angeles, the second largest market in the country, we do it the right way. York says that the league cant afford to repeat what happened in 1994, when the raiders and rams both left l. A. Leaving that market without a franchise and the money. The 32 owners meet in houston, they have a special meeting next week in order for one of the projects to move forward, threefourths of the owners have to vote for it. Firefighters had to rescue a woman who was trapped in rising water in the north bay of sharon chin is in the newsroom with that dramatic video. Sharon. Reporter the scene played out in wilmar a community a few miles west of petaluma where the driver of a pickup truck drove into standing water on valley ford road. Take a look at the scene. The truck flipped on its side. The driver was able to get out. But the passenger, his girlfriend, was trapped inside as the pickup was wedged against a telephone pole. She was partially submerged in the water for about an hour. Crews had a complicated rescue working at times below the water line. She was taken out of the truck and to a hospital for evaluation. She is said to be in good condition. Now, the warning is always, never try and drive across a flooded road. It doesnt take much water to get stuck like in this case or be swept away. The Weather Service has a great phrase they like to emphasize this year anytime flooding happens, turn around, dont drown. Its only a foot of water. Six inches of moving water can transport a car. In the past two days we have received four times as much rain as we have in the past three januarys. Thats just crazy how dry we have been and how not dry we are right now. Were talking on average a tenth to quarter inch of rainfall. So much less rain tomorrow compared to the past couple of days. Friday i think we squeeze out a dry day. It will be cloudy. Thats the gray you see on your Television Screen but no rainfall but the fifth storm of the week gets here friday night and Early Saturday Morning 1 00 in the morning, steady rainfall again. And they are just lining up. Storm number 3 over us right now. Storm number 4 on thursday. Storm number 5 is saturday. And i got step out the door because now we have number 6, and thats going to give us some more rainfall for the top of next week. This storm tomorrow futurecast isnt very impressed from a tenth to quarter inch of rainfall. Thats it. Today we got four times that amount so tomorrow will be drier. Showers tonight that weaker storm moves through tomorrow but after that dry break on friday, here comes another round of steady rainfall coming up on saturday.
