she get past the barrier? >> reporter: right. and she had her mindset no doubt. she got in between the barrier out into the street. she was met by secret service. but here's the fine line. secret service is trying to protect the pope but they are also trying to connect them with the pope so when pope francis waved them over, they picked up the little girl and brought her to pope francis and today's canonization ceremony an american indian and devout catholic from the bay area. vincent medina read a passage from the old testament in the ohlone language. he told the "chronicle" while he doesn't agree with the decision to canonize serra, he decided to do the readings to honor his ancestors. kpix 5's devin fehely is in carmel where father serra is buried and where hundreds showed up to watch the canonization on the big screen. devin. >> reporter: in general the mood here was joyous as hundreds of people turned out here to the mission carmel but the controversy that has at times threatened to overshadow the canonization was never far away. >> father junipero serra. >> reporter: for catholics gathered at mission carmel it was a day of celebration. >> it's a special exciting time as a catholic. >> reporter: they watched as pope francis made it official naming junipero serra a catholic saint. >> he had extraordinary virtues. for me, that inspires me. and it membered me to evaluate my life. >> reporter: but in a garden in the shadows cast by the cathedral of mission carmel the cannon nation was not met with celebration. >> he was the president of the mission system and the mission system tortured, murdered our people. our ancestors. >> reporter: a group of americans and their supporters stood in silent protest of the canonization. they claim that father serra destroyed their culture converting them to christianity. >> he could be a godly man but there may be another side about him that may be told. >> reporter: now, father serra is buried here at mission carmel and the school attached to the mission also bears his name. but the controversy that all of this has been stirred up. here's the pope's schedule for the week. tomorrow he addresses congress, then flies to new york. friday he will visit the u.n. and address the general assembly. later he will say mass in the evening a madison square garden. >> we have a look from chopper 5 over the beach of the first responders say two teenagers were unfamiliar with the water there so they got caught in a rip current. beach patrol plucked them out. the two were conscious and breathing when they were taken to the hospital. no official word on their conditions. firefighters discovered another body amid the rubble from the "valley fire" in lake county. now, authorities say they have identified the remains of 66- year-old robert fletcher from cobb. his home was destroyed by the fire and he did not get out in time. he was last seen september 16. he is the fourth victim in the "valley fire." one other man still missing authorities say they are looking for 61-year-old robert litschman of lake county. the "valley fire" destroyed more than 1200 homes. the oakland hills firestorm in 1991 is in the top stop destroying 2900 structures. fema officials were on the ground in lake county today less than 24 hours after president obama signed a disaster declaration for "valley fire" victims. kpix 5's julie watts tries to clear up confusion about what help is really on the way. julie. >> reporter: yeah. the president finally declared a disaster for the victims of the "valley fire." the victims of the "butte fire" are still waiting for their own declaration. those affected by either fire for many of them this is all they have left. and many are left wondering what fema can actually do for them. >> i think nothing. my friends saved my dogs and and that was it. >> reporter: jennifer isn't alone. hers was one of the hundreds of homes destroyed in the "valley fire" along with everyone else, jennifer has been awaiting him from fields. it's arrived. >> the governor declared a disaster in this county. i need your help. people need to register. >> reporter: one day after the president declared lake county a disaster area, and about a week after it was destroyed, fema is on the ground touring the destruction. but while the declaration makes victims like jennifer officially eligible for federal assistance, that may not necessarily mean what they think it does. >> a lot of people here fema coming in they think, great, they are going to rebuild my home. that's not the case. >> that's true. fema will not make you whole. but we are going to be here to help you begin that process of rebuilding your lives. we may provide temporary housing. crisis counseling. >> reporter: while people with insurance don't generally qualify for additional money from fema, a spokesman says there may be gaps in your coverage where fema can step in. but arguably the most important asset fema offers are caseworkers assigned to each victim to help them through the process including helping secure sca disaster loans to help them rebuild. >> low-interest loans for no, sir who may not qualify for other programs this may be a viable option for them. >> reporter: while jennifer is insured, she says she needs all the help she can get. >> i have nothing. >> reporter: now, fema stresses everybody affected by the fire whether or not they are insured should immediately register by calling fema or registering online. while the average fema disaster payout generally is around $5,000, they say for some especially those who are uninsured you may get more. in middletown, julie watts, kpix 5. a san mateo father faces charges of attempted murder after allegedly kidnapping his 5-year-old son. 34-year-old michael steele is accused of beating two adults and then taking off with his son. the abduction triggered an amber alert. it was about 4:30 this morning that deputies responded to a home in san mateo county. investigators say steele attacked his wife and father and left with the child. couple of hours later he was arrested in the sacramento area. the boy was found safe. back to class today at a south bay charter school where a teacher's aide allegedly sexual assaulted a student. spark charter school in sunnyvale has been closed since monday. shut down to ensure mandatory background checks were done on all of its staff members. last week a lunch monitor was arrested accused of molesting an 8-year-old student. san francisco-based uber is expanding its headquarters across the bay and some aren't welcoming the move with open arms. uber is moving into oakland's historic sears building. the building has been vacant since sears moved out last year. uber will eventually have two to three thousand employees there making it one of the city's biggest employers. >> it solidifies our area's status as the hottest new center for innovation in america. >> real estate will go crazy and it will be unaffordable. >> neighbors hope the company will partner with the city and hire local employees. call for change after a deadly crash into a gym. a woman create literal physical barriers to stop something like this from happening to any store front in the state. all of this, the broken glass, the death of a 49-year-old woman, the injuries of five others, is preventable according to state assemblyman bill quirk. >> so we felt it was very important that people know that they should be putting protections up and what those protections have to look like. >> reporter: his bill creates insurance incentives for businesses to protect their storefronts with barriers. it would fund research to make sure they could withstand it. >> what's going to stop a car? may have an idea in your head. but you don't necessarily know what will work unless you have done the engineering studies so now they will be done once and for all for the whole state. >> reporter: a state where scenes like this happen almost every day. the storefronts safety council says it happened 380 times in california between 2013 and 2014. yesterday the most recent one took the life of kathy baker in livermore. she was at a gym class when an 80-year-old woman ran into the front doors. assemblyman quirk says the only barrier between his barriers and reality the is governor's signature. >> i hope it becomes law. >> reporter: whether the 80- year-old woman will be charged is up to the district attorney. no word from them on whether or not they will press charges. as for the [ laughter ] >> you don't have to be a manager, either. you can do it by playing. >> here's some more of his famous words. it ain't over till it's over. it gets late early out here. we have deep depths and take it with a grin of salt. campaign 2016 and new developments on hillary clinton's private email server. bloomberg news reports the fbi has recovered personal and work emails from the server which was supposedly wiped clean. experts have said the fbi has the expertise to recover deleted emails. investigators will now check to see if any contained classified information. in the meantime a new poll shows clinton still leading among democratic candidates. but support for vice president joe biden is growing. biden has not yet decided to enter the race. even so he draws 25% of democratic voters. he is basically tied with bernie sanders. new fallout from the volkswagen emissions scandal. the company's ceo is resigning. martin winterkorn says he did not know about the secret software that helped some vehicles beat the emissions tests but he says his company needs a fresh start. the scandalof course has wiped out billions in volkswagen market value. they face billions more in fines. just getting details on a scary attempted kidnapping near redwood city. it happened yesterday morning. a woman says a man driving this white van pulled up alongside her and tried to pull her inside. she managed to break free. san mateo county sheriff's department released a sketch of the driver. he is described as a hispanic man about 35. a big clue in the case is the distinctive roof rack on top of the white van. it has four tubes on each side. now, if you have any information, call san mateo county sheriff's department. plans for high speed bus lanes in the south bay got the green light from an independent review board. this means the vta has cleared a key hurdle in the vision for express buses from palo alto to san jose. the animation shows what it would look like for a 17-mile stretch of el camino real. the new bus lanes would travel down the middle of the road. passengers would board on medians and bike lanes would be added in each direction. the review board said the plan would not delay motorists on el camino real. but it could worsen traffic on other nearby expressways. the plan now advances to a policy advisory group. paul, kind of felt like we moved into the fall fastrak lane. >> all of a sudden, boom. >> good timing. >> fun initial the last day of summer much cooler -- funny, the last day of summer much cooler than the first day of fall. mother nature has been backwards all year long. it's a little odd. all we have to do is change that wind direction and decrease the onshore flow and it's 15 degrees warmer once again today one day removed from 25 degrees cooler. i'll do the math. we are in the 80s and 90s inland. we are in the 60s and 70s near the water. but sunnier and certainly warmer than yesterday. san jose 81. santa rosa currently 87. livermore 90. comfortable tonight. 59 degrees tonight in san jose. vallejo also 59. napa 55. san francisco 60. going to start a little countdown for you because many of you wondering, man, when does it start raining around here? we have this definitive dry season. it is ending soon. november 1 the unofficial start of the wet season which is now just 39 days way! not a guarantee it will rain on november 1. also not a guarantee it won't rain before then but we are talking about the end of the dry season about 5 1/2 weeks away. this particular pattern is not going to bring us rainfall. we'll it will bring us cloud cover. we have a big ridge of high pressure to our south centered over los angeles in southern california an equally large area of low pressure to the north and west. the ridge is going to minimize the onshore flow. certainly still there. we'll be in the 60s along the beach. you notice it was warmer today and warmer still coming up on thursday and friday as that low pressure system bashful hanging back. it loses its bashfulness this weekend shoves the ridge out of here. more of the onshore flow, more of that mother nature's air- conditioning will cool temperatures down by saturday and sunday. no rainfall, no rain in this pattern for the next seven days but after a few warm days through friday, we will see some cooler weather for the weekend. rain chances i'd love to say there are several. there are. just not in the bay area. we are going to be dry for the next seven days. concord tomorrow, back up to 90. san jose 88 degrees. both of those 7 degrees above average. fremont your high tomorrow 85. palo alto 86. pacifica though still kind of chilly with a high of 68 degrees. danville walnut creek san ramon pittsburg and brentwood will all finish the day in the low 90s. richmond tomorrow very comfortable 79 degrees. san rafael 86. san francisco 76. saint helena 89. warmer today, warmer thursday and friday but just in time for your weekend, mother nature turns on the fan once again, stronger onshore flow, we cool down and once we get cool we'll likely stay cool into the middle of next week. going to do that countdown because the summer is here, if you are looking for rainfall, are so long, we have five or six months where it simply does not rain at all, almost there. >> hang on. >> almost. >> hang on. >> only 39 days.
