Richmond san rafael bridge heading west coming out of richmond and there is the toll plaza there. Its been a domino effect all day. Earlier this morning, the westbound 580 highway looked like a parking lot leading to the Richmond San Rafael bridge. Drivers inched along many of them had to pull off the highway. We spoke with some who actually were running out of gas. I have been out here for a long time and i need to get to a restroom. We were trying to go to work over there but i mean its really, really packed right now and i mean whats the point of going through here . The big rig driver escaped without injuries. Drugs and alcohol dont appear to be a factor but chp is investigating if he fell asleep at the wheel. As far as the 800 packages, u. P. S. Insures up to 100 for each one. A driver tried to escape police landed into a utility pole in hayward. The man jumped out leaving a woman and a baby in the mangled car. Both of them were taken to the hospital with minor injuries. The crash knocked out power in the area of tennyson and ruiz roads for hours. Police were trying to pull the driver over because the car had fake registration tags. The suspect is still on the run. A developing Environmental Crisis along an oakland creek. Neighbors spotting more cement in backyards. Its more fallout from the spill on wednesday. The stuff is caked all over Glen Echo Creek near Mountain View cemetery in the oakland hills. Kpix 5s da lin on how this spill went from bad to worse. Reporter well, liz, workers are removing cement from a section of the creek located right behind the church. You can see all the large equipment behind us here. Now, the cleanup will be a lot longer now because of the new contaminated sites. In fact, game wardens say the effects on the wildlife are just tremendous. Reporter game wardens say nothing in this creek can survive the cement. Much of it had hardened smothering plants, insects and other wildlife. This bird that was rescued yesterday ended up dying. Two ducks swimming in my pool every morning every evening and all of a sudden they are not here and i say, where did they go . Reporter neighbors alerted east bay m. U. D. And fish and wildlife about this new section of the cream of the creek covered in cement. These sites are fluid, hard, they change. Reporter workers spent the day breaking up the cement and removing it. We hope to find no more areas but we started at the top from the release site and try to look at every inch of the site. Reporter an east bay m. U. D. Worker accidentally opened a valve like this one wednesday and allowed 12 truckloads of cement to pour into the creek. Game wardens say the cement made its way down to a golf course about half a mile downstream. You can see the water looks yellow. Its just a very sad situation. Its a part of our environment. Here. It has been a part of us. Reporter biologists say it will take months or years for the creek to return to normal. Hopefully they will just, um, clean up the place and lets get us back normal again. Thats all we want. Reporter this chunk of cement was taken out of that creek. This gives you an idea of what workers are dealing with. Now, workers will be working through this weekend and east bay m. U. D. Says the cleanup probably take weeks. Live in oakland, im da lin, kpix 5. The creek is narrow but covers quite a bit of ground. Heres a closer look at the areas impacted by the spill. The east bay m. U. D. Crew opened a manhole cover and poured cement into a pipe. Thats where the spill started. Running downhill mostly in underground culvert through backyards then under a church and st. Teresa catholic school. The creek and concrete come to the surface slowly coating the threefootwide creek and killing everything in its path up to the broadway terrace. Then today, the new trouble. Neighbors found the foam cement along a 200foot stretch of the creek closer to the original leak. Across the bay the fbi is stepping in to investigate major problems at the San Francisco jail. Sheriff Ross Mirkarimi called for an independent investigation into allegations the deputys forced inmates into a fight club. The fbi will also look into an incident where an inmate escaped while on trash duty. Mirkarimi wants the deputy watching him to be fired. Im not going to shy away and were not going to retreat from the kind of actions and accountability that any one of the people in this great city would expect of us. Mirkarimi, who is running for reelection, says an internal investigation could be done in the next two weeks. New at 5 00, ten deputies in Southern California are on paid leave tonight after they were caught on video beating up a suspect. It happened at San Bernardino county deputies as San Bernardino counties were chasing 30yearold Francis Pusok on a stolen horse. Officers tased and punched and kicked him on the ground. The Department Said today the actions caught on camera were excessive. A grand jury will hear the case of the South Carolina Police Officer accused of murdering an unarmed black man. Michael slager is being held in isolation. Dashcam video from the former officers patrol car shows walter scott running away from a routine traffic stop. Cell phone video picks up with slager firing eight shots at scott as he flees. Investigators are trying to piece together what happened in the moments not caught on camera. Meantime, slagers mother is standing by her son. He is a loving caring person. And he wants to help people. Thats yes became a Police Officer. A memorial is growing for scott at the lot where he was killed. His funeral is set for tomorrow. New survivor stories from the devastating tornadoes that ripped apart a tiny illinois town. [ cursing and yelling ] at least two massive twisters swept through Northern Illinois last night. Two women were killed. And veronica de la cruz has a look at the trail of destruction. Veronica. Reporter brian, these aerials really give you a sense of the damage, debris everywhere. Some homes ripped off their foundations. Crews have been combing the wreckage since last night. They say everyone has been accounted for. Every home in fairdale illinois is either destroyed or damaged. I just remember stuff hitting, falling. I didnt know what to think. Then finally when it was over, the house was gone. Reporter two people died including a 67yearold woman who was preparing to leave for her daughters birthday party. My motherinlaw, she, um, she didnt make it downstairs. Reporter fairdale doesnt have a siren system. [ sirens ] reporter but warning alarms sounded in the nearby town of rochelle. 12 people rode out the storm in the basement of this restaurant. We pulled in here and ran inside. Got a couple of pictures of the tornado right across the street from us here. And the owner said, in the basement we went down in the basement. It took rescue crews 90 minutes to dig them out. The tornadoes made lines into farm fields and pulled homes from their foundations. Some of the rescuers were also victims. We went to work and helped the other people that needed the help and i got there this morning at 5 00 to see that my house was gone. Reporter many are now salvaging what they can from the massive piles of rubble, hoping to rebuild their lives. Now, people will not likely be allowed to return to their homes until tomorrow. Authorities say with the debris and the power outages, its just too dangerous. Brian . To continue this Mother Nature theme a moderate earthquake struck off the coast of Northern California today. Good thing it was 100 miles offshore and one of the most active quake zones on earth the 4. 8 hit 100 miles west of eureka at 11 00 this morning. Of course there was no damage. She was in the crosswalk outside the polk street entrance when she was hit by a tour bus. San francisco and San Mateo County are trying to make more of their facilities earthquake safe. The harry tracy Water Treatment plant has been upgraded. The plant will now be able to deliver 140 million gallons of treated Drinking Water per day after an earthquake. High pressure is in firm command of the west coast so the pressure is on temperatures came up today about 4 degrees in some locations. And well look for that to ease off a little bit into monday and tuesday. A little low pressure notch cuts into the west coast and thats going to bring the pressures back down maybe even bring some rain down too in marin and sonoma counties monday night and tuesday so tuesday is an unsettled day but most of the bay area would see nothing from this and stay tuned on that, too. Well see how robust that low turns out to be. Meantime, out the door tomorrow morning, lets say 9 00, the numbers should be 53 at the coast, 56 at the bay, 53 inland. Mostly sunny skies mostly or partly cloudy. We have some high clouds that will be floating in from the pacific and so it will be kind of a mixed bag but the numbers tomorrow still warm 74 inland.
