Officials are telling them now to stay and while many have decided to evacuate, many more have chosen to ride out the storm . Surfers took advantage of the waves hurricane arthur kicked up ahead of its arrival in the utter banks. The storm is expected to make landfall on North Carolinas Barrier Islands late tonight or early tomorrow. Evacuations have been ordered on Cape Hatteras and suggested in other areas. So were of course asking our citizens and those people who are visiting this weekend to be extremely careful so as also not to put our Public Safety personnel in unneeded jeopardy. Reporter arthur is packing winds over 80 Miles Per Hour. Forecasters say that could push closer to 100 Miles Per Hour and the coast could get six inches of rain. The beach here in nags head is usually packed with vacationers the day before the 4th of july. Hurricane arthur chased many people away. But not all of them. Charlies family was forced out of their rental home on Hatteras Island so the new jersey family moved their vacation to nags head. We want to ride out the storm. We dont want to leave the island. Reporter arthur is expected to clear out of the area by noon friday and move out to sea as it goes north. Officials earlier went door to door to many of the homes in the lowlying areas just to make sure they knew what to do if and when the water starts running in. They started doing that when the severity of the storm intensified. They also say those who decided to stay put need to have at least 72 hours of provisions after the storm rolls out. The big potential in this is for rainfall up to about 6 as it skirts the outerbanks, and then looks like its going to make a bulls eye on nova scotia. At that particular time it will be a category 2 hurricane producing rain offshore in the eastern seaboard for the next two or three days. The winds, well, you know, the winds are a little bit offshore but well see what happens over the next 24 hours. Right now back if the bay area, oakland 69, livermore 85, San Francisco 64, santa rosa 81 degrees. On the satellite and radar time lapse here nothing on the radar but on the satellite you can see a pretty extensive area of low crowds off the peninsula that shrink as the day goes on and thats a good harbinger at least for the 4th if things remain the same with this ridge building in slowly to limit the stratus to the shoreline and perhaps compress it out of existence beauty time we get to the fireworks time about 9 30 tomorrow night. So well look pour slow warming around the bay and inland. But consumerwatch reporter julie watts tells us when an Airline Changes your flight, you could also be stuck paying more because of a change of plans you didnt want to make. We were angry. Reporter months after they booked their flights for their caribbean cruise, nicole says the airline changed her flight schedule delaying it 10 hours meaning they would miss the boat. They basically just told us there wasnt anything else they could do that all flights were booked. Reporter the airline refunded them but nicoles family had to pay more than 700 for seats on a different carrier. Airlines can change their schedules without any repercussions whatsoever. Theres no federal law that prevents them from doing so. Reporter now, travel experts arent talking about delays due to weather or mechanical problems but changes made in advance that mean your plane will leave hours earlier, later or even the next day. One of the reasons he thinks they are on the rise . Increasingly, airlines are eliminating flights. They are not flying where they used to fly. Reporter major carriers say schedule changes are an inherent part of the Airline Industry and they make adjustments as necessary based on crew and aircraft availability. The Airline Industry association adds the vast majority of flights go as scheduled and you do have some rights if yours doesnt. If the airline changed your flight and that flight is not convenient for you you can get a refund.
