Elizabeth wenger has a look at some of your options. Reporter if there is a bart strike, try working from home or maybe changing your hours if you can. If you are planning to hit the road, try to avoid those freeways that parallel bart lines. Typically, the worst backups have been over at the bay bridge and the toll plaza. Maybe try the san mateo or the dumbarton bridges instead or go through marin county around towards the Richmond San Rafael bridge and head south on 101 towards the golden gate. Carpool hours will also be extended on many freeways from 5 a. M. To 7 p. M. So maybe try giving casual carpool a try. There will also be several mass transit options, bart offering free shuttle buses between the east bay and San Francisco. Ac transit also ramping up services especially across the bay. And expect extra ferries out of oakland, alameda and vallejo. Bart ridership is up about 30 from the last bart strike in july so the potential impact could be a lot higher. Sounds great, right . But thats where the story takes a turn. Our da lin on where that money is being spent instead. Reporter many people in vallejo say crime is so bad over the years, that they have taken matters into their own hands. I have a gun in my bedroom. I lock myself into my bedroom. I have the gun right by my bed. Reporter someone kicked down lynndalynns gate. Reporter its like youre on your own. Reporter she knows the department is understaffed but wonders why since the money is there. Its ridiculous. Reporter instead of spending the 2. 5 million set aside for new officers, the city will be paving streets. I cant hire the officers fast enough. Reporter the chief says there just arent enough qualified candidates. Simply saying we can just hire a bunch of people like were going to hire people to work in mcdonalds tomorrow, it doesnt work. There are a lot of other agencies out there that are looking for Police Officers and so were competing with other agencies. Reporter the Police Officers union doesnt buy that explanation. It claims the city could have come up with competitive compensation packages too attract the new officers. Whats more important, to fill the pothole in the street or put more cops on the street . Reporter vallejo has 83 cops today. Thats half of what it had before the city went bankrupt five years ago. And folks like lynn say that number has got to go up soon. The need is so great, the hell with the streets. Reporter in vallejo, im da lin. Kpix 5. In 2011, vallejo voters approved a sales tax increase setting aside the 2. 5 million each year for the hiring of new Police Officers. San franciscos mayor has ordered an outside probe into the death of a woman at San Francisco general hospital. 57yearold Lynne Spalding was admitted to the hospital with an infection on september 19. She was reported missing from her room two days later. Her body was found tuesday in a little used stairwell of a fire exit. Today mayor ed lee said he is hiring an independent consultant to investigate the hospitals security protocols. This is going to be a [ indiscernible ] opportunity to do so because this should not have happened. We all agree. And we want to prevent this from ever happening again. The family is completely satisfied with the mayors involvement. It shows the level of human concern the mayor has and also as mayor of San Francisco. The family is [ indiscernible ] that the mayor is here today. The coroner has not yet identified a cause or time of death but perry says he has been told that investigators have ruled out foul play. San carlos city leaders arent convinced that a pg e pipeline is safe so they turned to the Public Utilities commission for help. Line 147 runs underneath busy britain avenue near holmes, a church and playground. Don nap reports on the battle. Reporter the trouble with pipeline 147 is that its 84 yearold old and its been buried for 84 years. Despite claims its say, Officials Say no one knows whats going on. At this point in time we dont have enough information from pg e to feel that the pipeline is safe. Reporter in the weeks since san carlos leaders were shown an internal email warning of safety concerns with pipeline 147 they have been moving fast to shut it down driven by the nightmare possibility of fire and gas erupting from the pipe under britain avenue. Like the explosion and fire that killed eight and destroyed dozens of homes in san bruno in september of 2010. San carlos got a court order to shut it down and demanded pg e inspect and repair the pipe, if necessary. Not content it pg es assurance that the pipe is safe, the San Carlos City manager, mayor, vice mayor, fire chief, police chief, City Attorney and public works director all came to the california Public Utilities commission for help. We need to be allowed to have the time to hire our own experts and to allow the experts from puc to look at the information that pg e will be providing so that we have the ability to know what it is we dont know. Because we know from meetings with pg e officials, theres a lot they dont know about line 147. Reporter meanwhile, pg e got a court order to lift the citys injunction it had shut down the gas line. But the gas line is still off now that the Public Utilities commission has taken charge and is conducting its own investigation. I think the crisis while the line shut down, the crisis is over. Reporter san carlos leaders left the cpuc meeting encouraged and hopeful that while the line is turned off, questions about the pipe will be answered. What its made out of, how old is it, was it damaged by the pressure testing, if so to what extent, and thats going to drive the type of solutions that are available to our community. Reporter san carlos says it will not rely entirely on the cpuc or pg e. Monday night the city goes to the council to ask for 250,000 to hire their own attorneys and engineers to find out whats really going on down there. It was clarifying i think for both sides as to where we are and the president said that he would go and consult with the administration folks and hopefully we can see a way forward after that. No agreement was reached. The white house did issue a statement describing the session as a good one. But no specific determination was made. But at least they are talking. We didnt hear much from lawmakers when they returned here on capitol hill just saying that it was a good meeting. Both sides were able to get their points across and they agreed to continue working tonight and have further discussions about this in the future. So we still are ending this day the 10th day of the Government Shutdown, and we dont know when the end will be in sight. Danielle, the gops plan addresses the debt ceiling, but what about the Government Shutdown . Reporter thats where the problems may come in. House republicans offer that they have given to the president does not address the Government Shutdown until the president and Senate Democrats agree to negotiate. And thats a word that the white house is not using. These talks that are going on this week with the president and lawmakers, House Republicans are calling them negotiations a bit, but the white house is saying they are just talks. They are just meetings. And House Republicans are still calling on that. So it will be interesting what happens tomorrow. And these conversations tonight do we know how late they will go, who is talking to whom . Reporter well, the reporters saw House Speaker john boehner leave the capital, so they are feeling that a lot of the work thats happening tonight will be behind the scenes. It will be staff talking to each other. They planned oncoming back here on saturday morning planned on coming back here on saturday morning. So its interesting to see what will happen tomorrow to see if they had productive meetings today and can find some Common Ground somewhere but it seems that House Republicans are focused on the debt limit right now and the talks about re opening the government arent going as strong as they were earlier this week. Were experiencing at this time a whole renaissance of the whole waterfront, and i want this waterfront of our city of San Francisco to be accessible to everybody. They are running a Deceptive Campaign saying this is about parks and housing. Its all for the 1 . Voters will decide on measures b and c on november 5. Positive news for National Parks that are have been closed because of the Government Shutdown. The federal government says states can use their own money to open some of the parks that have been been closed. Its been causing parks up to 76 million a day. California does not plan on opening any parks at this time. But a National Park vacation is one thing but did you realize the goverment shutdown could even be preventing furloughed workers from drowning their sorrows . Kpix 5s john ramos found a bay area brewery where the fight in washington is pretty hard to swallow. Reporter one look at the employee lounge at the lagunitas brew were in petaluma reveals its irreverent hippie roots but the brewing operation itself shows how successful they have become shipping 400,000 barrels a year to major retailers nationwide. For craft beer, a lot of the volume and a lot of the interest of it is coming out with, you know, different seasonal products. Reporter for example, brown shuga is very popular but its difficult to brew, so theres an alternative formula that they call lagunitas sucks which became a bigger seller. The cleverness of the label can be as important as the beer inside. Now for the buzz skill. Theres an arm of the Treasury Department called the tax and trade bureau that licenses breweries and their labeling. And as you can imagine, these days just like these people nobody is at work. So lagunitas cant produce their hairy eyeball brands in the larger bottle like they promised retailers because they cant get approval to change the label to say 22 ounces. If youre a safeway, for example, and youre expecting, you know, a product to come, and its not coming, then theres a hole on the shelf and they start to get like, well, where is the product, right . Let me find another company to fill the hole. Lets fill the hole with someone elses company, right . So yeah. Its a pain in the butt. Reporter its one more example of how the bar fight going on in washington is affecting people in up expected ways. You know, its one of those Little Things that would be easily swept under the radar, you know, but, uhm, you know, enough of these Little Things all added together, you know, it has an impact. Reporter and congress should probably be careful about letting this one drag on. The last time they prohibited alcohol it didnt work out so well. You cant take the beer away from the people. Reporter the ads promise a Better Future and steady job but californias attorney general says the forprofit schools behind these ads are actually leaving students worse off. In some programs, not one single student obtains a job coming out of that program. Reporter so the state filed suit against corinneant Corinthian Colleges accusing it of fraud and deception. It was serving not as an educator but as a predator of some of the most Vulnerable People in the community. Reporter how vulnerable . The suit says corinthianss internal documents describes the schools target consumer as isolated impatient individuals with low selfesteem who have few people who care about them and their lives work in the corporate world with a business degree. Reporter the suit accuses the schools of lying about job placement rates even having temp agencies hire some graduates for just a few days. As we know being employed with a temporary agency is not permanent employment. Reporter the schools are also accused of advertising vocational programs they dont offer and illegally using u. S. Military seals in advertising to attract veterans. They were targeting our veterans knowing that veterans come with money for their ongoing education. Reporter meanwhile, corinthians 27 campuses in california all remain open while students get a lesson that could take a long time to forget. The job placement rate they said was 90 if not higher. Reporter corinthians says it is disappointed in the suit because the school has been, quote, cooperating with the investigation. Now, the attorney general says one goal of the suit is to help current and former students get refunds. We put more information to resources links to resources for students on our web page. Three of its four production facilities are linked to a salmonella outbreak and could be shut down. Usda has threatened to close the plants in the Central Valley unless the Company Comes up with the plan to fix the problem. Some chicken has been pulled from grocery stores. Other stores are still selling it. The usda does not require a recall for salmonella because its widely found where chickens are raised. At least 278 people in 17 states have reported getting sick.
