active investigation. >> had it been a moving vehicle and injuries occurred, we would be looking into it, but this was a parked vehicle. >> although there are some questions about the number of people in the if limo. >> i am told it was booked online that there were eight passengers and there were 10 women in the limo. i do know taco bell couple of women were care givers were a couple of the elderly women. maybe they didn't factor that in. >> reporter: walnut creek police say because the limo driver didn't pull away and the vehicle wasn't in motion he probably we won't face any violations. the other thing i shoulden point out, elizabeth, these ladies still celebrated but took private car are also. >> she sounds like she has a great attitude. has the chp or any other state agency inspected the burn limo. >> reporter: the chp doesn't investigate any if vehicles that carry 10 or fewer passengers. walnut creek police say they have already handed over the limo to the owner so they don't have it impounded. >> ann notarangelo. thank you. there is virtually no inspection of most of the limousines in california. we learned that after las vegas month's deadly fire on the san mateo bridge. julie watts explains how state regulators are avoiding these safety checks. >> trapped in this raging inferno, five women died when their limo caught fire. the now 10 elderly women celebrate their we friend's 90th birthday if faced a similar fate when their limo caught fire. in both cases if they were nine seaters, meaning the limos were never inspected by the chp or any regulating body because according to california law only limos with 10 or more passengers are required to undergo official inspection. >> it just really shocked me. there are still lives that we want to protect. >> state senator hill proposed legislation following last month ice tragedy requiring fire extinguishers. now he is asking for mandatory inspections for all limos. >> something went wrong and we want to make sure this doesn't happen again. >> while the official cause is yet to be determined, the owner of this limo believes that it ignited near the electrical components, components that are never inspected on any limos because electrical is not part of the state required inspection. >> anyone could do it in your garage and then put it on the road. that's not right. >> there is virtually no oversight of a third party modifier that cut and stretch these cars after adding market support beams, gas line and electrical work. >> reporter: there are only three types of vehicles authorized by the car maker to be stretched into limos but these third party manufacturers. the lincoln town car is one of them. the limo involved in this weekend's fire, the owner says it was only would require two rear doors in case of a fire. more than 100 bay area firefighters are working to contain wildfires likely sparked by an unusual lightning storm. there is some of the light show. no the fallout from the storm. lightning contributed to as many as 20 spot fires across the sonoma. authorities have 13 of the 20 fires completely contained. fires are burning in remote areas making them 200 to 300 teens showing up at once. >> some kid had put a time and a location on the facebook and everybody was with pouring up here. they were pretty case respectful. although, i have to admit they held up just hours before his performance at oracle arena. three men approached the platinum selling rapper and his five man crew about 4:30. one of the suspects had a gain fired it. the suspects recordedly made off with the rapper's wallet before driving away in a gray sedan. so far, no arrest. one east bay city is getting the if creative with staffing. they now have extra eyes and ears without adding a single officer to the force. kpix 5's don ramos explains how. in 2007, the city of antioch at 40 more full time officers than it does today. so to help fight crime in the neighborhoods, the cops are getting help from some other men in blue. republican services is the company that picks up garbage for the city. a few weeks ago they got training from police about how to be a good witness if they should see anything suspicious when making rounds. >> people running through neighborhoods you have never seen b. people not dressed appropriately for the neighborhood. people walking to a car down the street from their house. there are a lot of of things that you see that are very suspicious. >> the company has 25 trucks working in the city any given day and they know the neighborhoods well. >> these guys know everybody. children, cars, neighborhoods. so, it's perfect. >> but the city didn't stop there. they also enlisted the help of postal carriers who walk the streets everyday. they know who lives in every house and they get a close up look as they deliver the mail. the police say it is an invaluable tool for fighting crimes like residential and vehicle burglary. >> it is a huge resource multiplier for us. these are people who are actively engaged in the community and are activity participating in making antioch a safer community. >> the workers are not supposed to try to stop a crime, only to report what they see. they can be a kind of traveling neighborhood watch when many people are away at work. it is a community taking responsibility for its own security in a time of dwindling government resources. in antioch, john ramos, kpix 5. >> antioch is a city of about 105,000 people, but we have learned there can be as few as five patrols spread across the city at a given time. groups of people holding signs wearing hoodies in oakland this afternoon in support of trayvon par tin. >> we are all trayvon martin. >> the 17-year-old martin was wearing a hoodie and was unarmed when he was fatality shot by former neighborhood watchman george zimmerman last year. zimmerman said he acted in self- defense. demonstrations like these are taking place all across the nation marking the first day of zimmerman's trial. in florida, lawyers questioned potential jurors for the zimmerman trial. jury selection could take up to two weeks. a pool of 500 jurors may be interviewed. six jurors and as many as four alternates will ultimately be selected. zimmerman is charged with second degree murder and faces a possible sentence of 25 years to life if convicted. former south african president nelson mandela is suffering from lung infection. people have been placing message of support outside his home. >> he is the icon of the whole world. he has time becomes longer with repeat concussions. as a high school cheerleader high flying stunts are a regular part of jackie cortez' routine, but a mishap landed her on the floor and in the doctor's office. >> i landed face first on the side of my head. i was really dizzy. my eyes were closing. >> it turns out, she has a concussion. now a new study in the journal of pediatrics finds children and teens who suffered a concussion in the past take significantly longer to recover if they have had another one. >> symptoms can include headache, dizziness, feeling slower, in a fog. >> researchers looked at 300 patients and found most suffered concussions while playing football, basketball, soccer and hockey. children with head injuries usually need at least 7 to 10 days to recover. >> it is a matter of rest and a combination of physical and cognitive rest to allow the brain to recover. >> that also means sitting it out for awhile and a gradual return to play. this is jackie's first concussion, but her mom says they are taking that message seriously. >> if she wants to do it again she recollects has to get better. >> jackie says she will wait for the doctor's all clear before she
