dangerous. >> these boats are fast. we all know that. the sailors had input into the design of these boats. think every they enjoy competing on -- on -- on, you know, boats that [ indiscernible ] >> these designs just too light maybe to go too fast? is that what you're going to be looking at? and are they just pushing it now to get faster and speedier around these boats? >> the terms of the review that we've asked america's cup racing management to perform are broad. we want to establish what happened. we want to -- to look at all aspects of preventing things like this happening in the future. it's as a result of that, that we'll be able to answer questions such as the ones you have posed. >> reporter: america's cup is conducting its own review. but san francisco police will be the lead investigators with assistance by the coast guard. regatta leaders say these sailors know the risks. they routinely perform safety drills. >> andrew was at the top of his game, the best. that means that they push. they push hard. second isn't good enough. they want to win. >> reporter: the future of the america's cup race will depend on the results of the investigation. >> nothing is off the table. we need to find out what happened. >> reporter: no one wants to see this race canceled, but that is a definite possibility depending on the outcome of the investigation. allen, simpson and the rest of the crew do have safety equipment -- [ signal breakup ] even -- [ signal breakup ] at this point it's not clear if they had them with them and if they were working properly. >> all right. linda yee, thank you so much. a game of musical chiefs is playing out in oakland where the city's police department has seen three leaders in as many days. oakland started the week with police chief howard jordan who resigned wednesday for medical reasons. that left deputy chief anthony toribio in charge until he stepped down today. now it looks like deputy chief sean whent will be taking over. kpix 5's da lin is in oakland with the latest on the revolving door at police headquarters. da. reporter: liz, a lot of changes and a lot of drama this week at opd. they are having an open house right now so the public can meet and greet the officers. the officers tell me they want to avoid the distraction and focus on serving the citizens of oakland. >> chief of police for the oakland police department. >> i do. >> congratulations. >> reporter: with the handshake and the signature, sean whent became the third oakland police chief in 48 hours. mayor jean quan claims former acting chief anthony toribio voluntarily took a demotion to become captain and that's why she turned to sean whent, a 17- year veteran in the department who was previously a didn'tty chief. >> i understand that the suddenness of these changes may cause some speculation that the challenges that we already have may be exacerbated, but in fact the opposite is true. >> reporter: some city officials say all these changes prove the compliance director is running the show. a judge appointed compliance director thomas frazier to oversee reforms at opd. some believe that because toribio was howard jordan's right-hand man, the compliance director wanted someone else to be the interim chief. mayor quan repeatedly denied speculation that jordan and toribio were forced out. she says her administration is fully in charge. >> i believe that we have the hiring authority. actually, the hiring authority is still with the city. this is sean whent's day. i'm not going to say anything different than i said yesterday. >> reporter: a councilman is disappointed with the instability. he says the mayor is mismanaging the department and it's a setback for a city already plagued with crime. >> my constituents are responding negatively. we don't know what we're doing, you know, their comments to me is well, you know, the thugs are more organized than you guys. >> reporter: community leaders like bob jackson shared the same feelings. >> only in oakland. only in oakland will you see things like this. i'm telling you. just shocked, surprised and awe. >> reporter: oakland police officers say they will focus on protecting citizens instead of the distractions. >> wish for at the oakland police department is some stability and some leadership. >> reporter: toribio spoke very briefly at this morning's press conference saying it was for personal reasons that he decided to step down. liz? >> all right. da lin, thank you so much. fire extinguishers could be required in all limousines after the tragedy on the san mateo bridge last weekend. that and other safety measures are part of a packet of bills introduced in sacramento today. current law does not require extinguishers in vehicles that carry 10 or fewer people. five women died saturday night when their limousine caught fire. ♪[ music ] >> today family and friends of those victims gathered to console one another. the philippine consulate in san francisco held a memorial service for those who died on the bridge. two of the survivors attended that service. >> it takes a while for the realization that the loved one is lost. so what we try to do is try to alleviate that pain, the suffering and try to console them. >> one survivor, amalia loyola, remains in the hospital in fair condition. checking bay area headlines, air tankers and helicopters helped put out a two acre fire along high mountain road in woodside. the concern, thick vegetation providing fuel for that fire. the there were also power lines in the area. no word on how it started. the morning commute on caltrain was stopped after a woman was hit and killed by a southbound train in burlingame. caltrain says the woman was walking across the pedestrian crossing at the time. tracks were closed both directions causing hour-long delays. regular service resumed at about noon. the driver of a minivan was arrested for dui after crashing into the lobby of san jose's valley medical center. a hospital spokesman says the vehicle was being driven erratically before the 3 a.m. crash. a hospital worker was treated for minor injuries. the golden state warriors proving they belong in the nba play-offs. they have come home tied with san antonio a game apiece. mobile5, ken bastida live in oakland and just trying to get a seat to game 3, huh? >> reporter: yeah. we'll where they broke that 30- game losing streak dating back to 1997 at san antonio. so that's done now. all we see now is plus for the warriors. 20,000 "we are warrior" t- shirts waiting in the arena tonight draped over the seats. everybody who goes in will get one. so getting in as you mentioned, that's going to be the tough part. but believe it or not, there still are some tickets being sold. fixes everything. ken bastida, kpix 5. the last of three women held captive for a decade comes home from the hospital. the scars she will likely have for the rest of her life. >> and amazing story of survival. a woman pulled from the rubble of a collapsed building after being trapped for 17 days. how she managed to stay alive all that time. >> took until 5:00 in the afternoon but we finally have was a fire shut down an iconic floating restaurant at san francisco's fisherman's wharf. damage to the forbes island restaurant was confined to the bar area. investigators say it looks like it started by accident. dna test results confirm ohio abduction suspect ariel castro is the father of the 6- year-old born to one of the alleged victims. it's the latest in a string of disturbing details revealed since the women escaped castro's house on monday. michelle knight was released from the hospital today. she told police castro forced her to miscarry at least five times through beatings and starvation. now she and the other victims are readjusting to freedom. >> we want space. we want her to acclimate with being able to stood outside and enjoy the wind and hear the birds. >> prosecutors say they may seek aggravated murder charges against castro, which could result in the death penalty if convicted. for now, castro is being held on $8 million bail. and he is under suicide watch. a woman trapped for 17 days beneath the rubble of a building in bangladesh is found alive. she was in the basement of the building where more than 1,000 people died after it collapsed. she told her rescuers that she was a cramped prayer room surviving on food and water that ran out two days ago. the illegally modified building housed five garment factories when it collapsed. and in texas, authorities have started a criminal investigation into the deadly fertilizer plant explosion. officials have been treating the blast as an industrial accident. the announcement comes after a paramedic who evacuated residents the night of the explosion was arrested on a charge of possessing a destructive device. not clear if that device is related to the explosion. it was almost like a dare. >> she says they prayed on his emotions to rack up his bills. in tonight's consumerwatch, what we found undercover at an emergency vet and how it could save you in your time of need. >> and engineering feat high atop the freedom tower in new york city. how a 400-foot spire sets a record and marks a comeback. ,, the skyscraper at one world trade center in new york has reached its full height. the spire caps new york's comeback after the september 11th attacks. it also brings a building to a height of 1776 feet. that number a nod to 1776 in the nation's founding. the spire also makes the tower the tallest building in the western hemisphere scheduled to open next year. ask anyone with a dogger or cat and they will tell you a pet is like a member of a family. when those animals or family members get sick people are willing to do anything it takes. but when we heard complaints about owners getting gouged at the animal er, we sent julie watts to check it out. . >> reporter: when the dog began vomiting blood he rushed to the nearest emergency vet. >> i went to panic mode. >> reporter: imagine life without luigi in that moment he would have paid anything to save him something he now believes the emergency vet realized and preyed on. >> they were talking so much. it's like a dare. >> he could die for lack of oxygen. >> reporter: 24 hours later his $2,000 quote increased to more than $3,600 and even though the vet still couldn't diagnose luigi they insisted he needed to stay on oxygen. >> he was smirking. >> reporter: instead, went home and made a full recovery without further treatment. and only then did he discover similar price gouging complaints online about his emergency vet and others. >> it looks like there might be a practice of exploiting these vulnerable situations. it's very hard to prove. >> reporter: but we decided to try using allie who had been scratching her ear for weeks. >> good morning. >> reporter: first she was examined by her regular vet who diagnosed her with an ear infection and sent us home with ear cleaner and ointment. >> to occur fail the infection and take down the pain -- to curtail the infection and take down the pain and ininmation. >> reporter: then we took her to the emergency room that treated luigi. they prescribed the ear cleaner, as well as a steroid and prescription for painkillers. while arguments can be made for most courses of treatment the emergency vet's treatment for a simple earache cost 40% more than allie's vet and when we price checked the same injection and painkillers at other vets they were significantly cheaper everywhere else. his regular vet was shocked when he saw his emergency vet bill. >> he clearly felt that i had been overcharged with a predatory business practice. >> reporter: he says he doesn't want the money back. he simply wants to warn other pet parents to do their homework and research the best emergency vets in their area before they need one. >> at that moment, you know, you're not thinking from a rational standpoint. >> reporter: now, there are many outstanding emergency vets. and you should expect to pay more at a regular vet due to higher overhead but to avoid those who might perform unnecessary treatments to rack up the bill, get vet recommendations and read reviews before you are at your most vulnerable. the bay area consumer checkbook recently cloud cover moving in. this is from san mateo county crystal springs reservoir. we have some video of that low cloud cover just moving in. moving over the mountains near highway 92 and 260. this is what we had there. look at all that. that's the difference between having the low cloud cover and not. it's sometimes a very sharp line and that's what we did have earlier today. let's get to the radar. kpix 5 hi-def doppler is dry despite the low cloud cover nothing more than coastal drizzle. this is a dry pattern. and it will be a sunny pattern. maybe you're taking mom to tahoe this weekend. here's your tahoe forecast. morning cloud cover tomorrow. we have lots of afternoon sunshine, 71. and 74 degrees for mother's day coming up on sunday. two things i want to point out here. one this evening if you are driving up to tahoe or will be later there are some showers up there, there have been for three or four days. the low pressure system that passed us tuesday is firing back instability but it stops at the sierra. we are not seeing that. another thing to point out is all the low cloud cover still sitting offshore. but the change this weekend is we are not going to have that push coming in from mother nature so it will be warmer with fewer clouds over the weekend both saturday and sunday mainly sunny with temperatures going up 80s inland 70s near the bay. next week that changes. the onshore flow comes back to a moderate level. rain stays to our north. but cooler temperatures next week as the on show flor increases. sunny inland over the weekend saturday and sunday. clouds at the coast but everybody else sunny. warm sunday. and it will be trending cooler but we'll stay dry next week. look at the 80s. they return to the 80s for concord and snow. about 10 degrees above average. 83 san jose. hayward tomorrow 77. pleasant hill 84. san ramon 85. napa 85. and upper 70s for much of marin county, san francisco downtown 68 degrees. mother's day the warmest day. monday will hold on to the sunshine that we'll trend a little cloudier and cooler. down to the low 70s near the bay. and upper 70s low 80s in our inland communities. >> reporter: i'm here with my
