Earlier this year, the governor promised to launch his own initiative when President Trump dropped out of the paris climate agreement. Tonight brown is expected to join in the Video Conference with several World Leaders who are at the g20 summit in germany. According to the new york times, he is setting up a Climate Action conference in San Francisco next year and we are told anyone who represents the whole world will be invited. He is really thinking out of the box when it comes to this. He really stepped up to the plate when he heard that President Trump was pulling us out of the g20 summit [sic] and this could be his new calling trying to lead that charge. Inland highs settling into the 80s and then popping into the mid90s. You will feel the difference inland today. But, hey, this is not the warmest day of the workweek. Well have those details at 18 minutes after the hour. And we are tracking a couple of crashes this morning, a somewhat active start. We have the usually slowdowns from tracy to livermore in the Altamont Pass westbound 580. But an accident southbound 680 just past 580 a big rig and another vehicle involved. Right now, its still showing speeds in the green and moving right at the limit. So it looks like its all over on the shoulder but you maze some flashing lights and activity making your way through that stretch this morning. Other than that we have this accident in oakland. This is 880 right at 7th street. Its over on the shoulder. So again, not blocking any lanes which is good news there. That earlier crash on the scene, emergency crews southbound 280 at 101. It is blocking at least one lane of that transition ramp. Hats a check of your traffic; over to you. Today in san jose, victims of the coyote creek flooding plan to file claims against the city, Santa Clara County and the Water District. We knew this was coming. Kpix 5s jackie ward live in san jose with the details of the push to cover damages. Reporter here we are nearly 5 months after that devastating flooding. And check it out, they are still cleaning up. There are piles of peoples belongings on the streets that need to be removed and cleared out. Theres a long list of flood victims we expect to hear from later this morning. The press conference is happening here at rocksprings park because this area had to be evacuated last winter. It was completely under water. A lot of Horror Stories came out of that situation as you can imagine. Thousands of people in the coyote creek area lost everything, and some of those people are suing the Santa Clara Valley Water District, the city of san jose and Santa Clara County. The city of san jose estimates the flooding costs 73 million in damage and since march, the city has hosted public hearings to talk about the responsibilities and how all this happened in the first place. San jose mayor sam liccardo has said in the recent past that the city could have done a lot better job at getting people out of here and warning them ahead of time. In san jose, jackie ward, kpix 5. Despite the wet winter, a small town would have run out of water in a month if county leaders didnt recently step in. Now they plan to hold a News Conference this morning to hold what was once one of the countys oldest businesses accountable. A Santa Cruz County supervisor says davenports water pipes are under cemex property but the cement company decided to shut down and the supervisor says when the pipes got damaged from this years storms, cemex has avoided the countys repeated requests to repair them. They always kept the water supply flowing to both their plant and this community. And now that they have left, they decided to essentially abandon the community. The repairs will cost 220,000 and the county says if cemex doesnt step up, the residents of the towns 100 homes and businesses will have to pay for it. A cemex spokesman said they had no comment. New this morning, one of the strongest earthquakes to hit the midwest in a decade has rattled parts of montana. Heres a picture of some of the damage near lincoln. The usgs says the 5. 8 quake hit shortly after midnight. It was reportedly felt as far away as seattle, washington, and canada. Several wildfires are burning in a dozen western states. One of the latest is forcing the evacuations in a popular Mountain Town in colorado. Reporter hena daniels shows us. Reporter hot and dry weather is fueling a rapidly growing fire in the popular ski town of breckenridge, colorado. It made the mountains look small how big the smoke was. Reporter as crews work to contain the flames, almost 500 homes have been evacuated. Becca is one of many residents forced to leave. We saw a lot of people looking up towards the sky. So we went to see what it was, an there was really big cloud of smoke and thats when we got the text to evacuate. Reporter the blaze is one of multiple wildfires burning out west, quickly scorching acres of land. So what was an area of 50 feet by 50 feet then was determined to be 2 acres, when the Smoke Jumpers got on the scene quickly evolving to about 40 acres. Reporter in northern nevada, more evacuations. Firefighters there have been working from the ground and the air trying to contain the earthstone fire. The rugged terrain and wind complicating those efforts. The way the winds shift, you can feel it changing again now, its moved in all types of different directions. So its getting very spread out. San Francisco Police have approved new rules on dealing with undocumented immigrants. The Police Commission voted to revise the departments general orders last night matching Police Policy with the citys sanctuary ordinance. The rules allow officers to work with i. C. E. On catching criminals but the recent changes force officers to stop short of cooperating in ways that enforce federal immigration laws. We do work with the federal Government Agencies on criminal activity, gang activity, trafficking, that type of thing. If that involves into immigration type of enforcements, we stop right there. Notifications have to be made and we are not in the business of doing immigration enforcements. Still, some immigrant advocates say the new policy doesnt go far enough. They want police to stop doing any kind of joint operations with the federal government. Long sunny summer evenings may continue through the dark winter months. So the morning commute just now getting started. And even though more people are riding caltrain every day, they say they are going to be 20 million short next year. So at 10 a. M. They are holding a public hearing at their headquarters in san carlos talking about not only increasing fares but also increasing monthly parking rates. So what they are proposing is increasing zone fares by 25 cents, eliminating the eight day ride ticket and also increasing monthly parking to 82. 50. Riders are already feeling the pinch. Other options, uber, you know, carpooling options, whatever i can do. Maybe the buses. Reporter socal train is also proposing a so caltrain is also proposing a 50 increase on the go pass fares. That would take the fares from 190 a month to 285 a month. Now, all of those proposed changes would not go into effect until october. And the last time caltrain raised fares was 2016. If you arent using mass transit this morning, westbound 580, thats the usual delays through the Altamont Pass. An accident southbound 680 just past 580. So if you are heading along southbound 680, you may encounter some slowdowns. So far we still see speeds in the green and its just under 30 minutes for drivers making their way between 205 and 680. Well take it this is 205. This is the backup from 580. This is as you head through tracy though headlights making their way westbound. Your ride in hercules on 4 at the limit. But we are getting reports of something going on right near the toll plaza of the antioch bridge so well keep an eye on that. We see our speeds dropping below 50 Miles Per Hour through that stretch. And over at the bay bridge toll plaza, still no metering lights. And no major backups. Still looking good if you are heading from oakland into San Francisco. We have an accident blocking one lane on the transition ramp from northbound 280 to southbound 101. There is quite a bit of roadwork in the area. Emergency crews are on the scene. Instead, its just piles of trash because the community is still trying to rebuild nearly five months after it was under water and its residents had to be evacuated. This morning, some of those people are putting the blame on the city of san jose, the Water District and the county. The rocksprings park neighborhood was under four feet of polluted water at one point, and there are still about 100 people displaced from their homes. A plan to protect this area from flooding in the future is in the works including floodwalls and levees upstream of coyote creek. But residents are skeptical because of what has happened in the past. San jose mayor sam liccardo has said that although there is still work to be done, theres still about 100 people that are displaced, he wanted to recognize the fact that at one point, nearly 14,000 had to find temporary housing. An accident right near the oakland road exit has one lane blocked. So you can see that the backup is stretching to about 680. That 280 interchange there. And your ride continues to be slow until you get past 880. Now, thats typically a slow stretch anyways. But you add an accident and we could be facing a big backup. So well keep a close eye on that for you. Heading out of hayward to foster city, san mateo bridge a little crowded but still in the green, 13 minutes, no delays making your way through oakland. This is 880 near 66. But at the bay bridge toll plaza, those metering lights just came on. Right now, its about a 20 minute ride along the eastshore freeway from the carquinez bridge to the maze. Reporting live, im jessica flores, kpix 5. We are getting a closer look at the damage caused from some illegal fireworks in newark. Police say an 18yearold was setting them off on the 4th of july. One of the fireworks exploded in his hand. Police officers were nearby and one was able to put a tourniquette on the teens arm before he was taken to the hospital. Not meant to be handled in hand. They are meant to be put in a tube and shot into the air. So he tried to handle it with his hand. Officers say that the teen will not face any charges. San Francisco Police also had their hands full dealing with illegal fireworks incidents. People in the city say the noise throughout the weekend was worse than years past. The number of nonemergency calls more than doubled since last year. Sfpd said they received more than 1100 calls this week compared to 522 during the same period last year. Meanwhile, all the sounds from fireworks were too frightening for some bay area pets. Many of them ran way from their homes from all the loud bangs. They are now in limbo at several animal shelters. The Humane Society of the north bay says it has nearly 23 dogs. Employees are turning to social media to find their owners. One staffer says the noise on this holiday sparks these dramas every year. Their hearing is much better than ours. So imagine something blowing up right next to your ear. Thats how it is for them and they freak out. The shelters say they will keep these strays for up to a week before allowing another person or family to adopt them. San mateo is trying to make sure that people are not putting themselves in danger when they buy or sell things online. The city has just created a Safe Exchange zone for those transactions. Online users can meet in designated Parking Spaces at the maple street correctional center. Thats where surveillance cameras will keep track of the entire exchange. A similar zone was made in daly city and so far, its been successful. Average Credit Scores hit a record high recently and changes to the industry could spell better news for consumers. They also can impact the cost of borrowing. Your chances of being able to rent an apartment or the ability to purchase insurance, as well. Companies said the average score hit 700 recently thats the highest in a dozen years. Thats amazing. Thats good news, jim. So what are the changes that can help increase scores . There are three nationwide Consumer Credit reporting companies. Equifax, experion and another. One launched back in 2015 was put in place to make it easier for consumers to corrector. Now, as of july 1, the companies will now enforce stricter rules about the accuracy of the data it collects and including the reporting of civil judgments and tax liens because they found out that some of those judgments didnt belong on the right on certain peoples reports. The reason they are talking about increasing fares and the monthly Parking Charges is because they say next year their budgets is going to be about 20 million short. Socal train is proposing increasing zone fares by 25 senses, eliminating the 8day ride ticket and increasing monthly parking to 82. 50. Caltrain also proposes a 50 increase on the employer sponsored go pass fares that would take those fares from 1 0 a month to 285 a month. All of those proposed changes wouldnt go into effect until october. And the last time caltrain raised their rates was back in 2016. Back to you. Katie, in addition to the fares, the board is discussing a new Pilot Program . Do you have any details on that . Reporter yeah. Thats right. So they are trying to get more people to ride during some of the off hours and also pick up some people who arent their normal everyday commuters. Northbound 880 crowded approaching 980 there. But other than that, things are okay. We dont have any reports of any accidents or stalls. 101 at sfo, no delays, 280 looking good. Eastshore freeway still in the green. But once you hit the macarthur maze, thats where youll be on the brakes all the way past those metering lights. Give yourself some extra time heading in that direction. Also a fire past that let me show you 101 at first street. Youre moving again. So you just got to get through that stretch just past the 880 interchange there. Southbound 87 at alma road, fire and smoke that can be seen from vehicles trying to head along 87 and thats slowing your ride down in the northbound direction.
