We are talking about 40s and 50s. It is dipping down to 37 degrees in napa. 37 degrees in fairfield. 46 in san jose. Later today with the abundance of sunshine a few high, thin whizsty clouds temperatures will span from 63 in pacifica to 72 in santa rosa. The full forecast is coming up at 18 minutes after the hour. But right now, lets introduce liza battalones. A small brush fire causing problems for the south bay commute. It has shut down the hoffstetter onramp to southbound 680 as fire crews work on this problem. Your alternate take the capitol avenue onramp. Well have more kcbs traffic coming up. Advocates for prisoners will announce today legal action aimed at fixing what they claim is unlawful conditions in Santa Clara County jails. Kpix 5s kiet do is at the main county jail one of the places where Excessive Force is claimed. Reporter they are keeping up the pressure here at the jail in Santa Clara County. That that group is called the prison law office. They are a Watchdog Group out of berkeley and today they will hold a press conference talking about what they claim unlawful conditions and the things that are needed to fix them here at the jail. Thats happening at noon today. This comes on the heels of some worrisome numbers coming out of the jail. According to the San Jose Mercury news, since 2010 there have been more than 300 Excessive Force complaints. But only 14 have been formally investigated. The jail and the sheriff have come unintense scrutiny ever since Michael Tyree a mentally ill inmate was found dead in his cell earlier this year. Three jail guards now face murder charges for allegedly beating him to death. Currently the jail has no independent civilian oversight on inmate complaints. But the fbi has been called in to reopen a few of those older complaints. Judge Ladoris Cordell who heads up a panel tasked with reforming the jail. Theres no transparency and that has to change. The Sheriffs Office says often times theres evidence like Surveillance Video that exonerates deputies of any wrongdoing. It allows them to close that case once the complaint comes in. She says that the vast majority of deputies are good. Live in downtown san jose, kiet do, kpix 5. We are going to take a live look at the scene outside an apartment in france that was the scene of a standoff and shootout today. Police were looking for suspects from last weeks terror attacks in paris. Two people died and seven were arrested and French Police think they thwarted another planned wave every attacks. This happened in the suburb of saintdenis north of paris. This site is a little more than a mile from Frances National stadium, the same stadium that suicide bombers attacked last friday. It has been a morning of dramatic and fastmoving events in that paris suburb. And so far we do not know the identities of the People Killed or arrested. We go live now to Jonathan Vigliotti in saintdenis. Jonathan, what led officials to the apartment . Reporter i apologize. If you can say that again . My ifb just broke up. Thats okay. I just asked what led officials to the apartment. Reporter ah, good question. So we are three blocks away from the apartment. From what were being told, officials followed text messaging information, surveillance, and they also had eyewitnesses, how they got there at 4 a. M. Immediately when they went to that apartment, thats when the gunfire and the explosions rung out. 7 people were taken into custody, 2 people were killed including a female suicide bomber who were told blew herself up. A second suspect was killed by a sniper who returned fire. Jonathan, what can you tell us about reports there may have been another imminent terror attack outside of paris . Reporter yes. So, what were following right now is specifically related to this. I imagine that through the investigation that this kind of details were unraveled. We are not hearing anything from where we stand right now actually about another plan of attack generated from this raid. In fact, i think right now according to officials its still too soon to tell. Only about 2 hours ago did this raid wrap up and were the barriers taken down and now the investigation is taking place inside. Right now we have no idea what was pulled out of that apartment aside from the 7 people and we dont even know their identities or what their exact roles in the attack were. So a lot of questions are very fluid and we hope to find out more in the hours to come. We see a lot of people in the streets. Have you been able to talk to them . Whats the mood . Is there some sense of relief . Reporter yeah, relief, but also still a lot of lingering tension that you can imagine. We did speak with some people on camera, other crews who went on to say just kind of describing what this morning was like, waking up at 4 a. M. Local time to those explosions. One father and his son woke up to knocking on the door pounding on the door as police said you have to get out. This building could blow up. Keep in mind, explosions were heard here throughout the morning earlier on and a female suicide bomber blew herself up, although since the barricades have been removed how quickly and resilient these people are, already back out on the streets people going about their lives but still that lingering tension as many questions continue this morning. Thats understandable. All right, Jonathan Vigliotti, live in saintdenis this morning, thank you. Time now 5 06. Berkeleys homeless facing new rules approved last night by the city council. Kpix 5s anne makovec joins us live in berkeley to explain the new regulations and why councilmembers feel they are necessary. Good morning. Reporter good morning. And some Homeless People and advocates still performing a sleepin they call it here in berkeley to protest these new rules. They call them an attack on berkeleys most vulnerable. The rules still need to go to a second reading before they are official but last night they passed the council on a 63 vote. So passage does look likely. Among these new rules, the person could only take up 2 square feet on a sidewalk with their belongings. Thats the most controversial provision. Other measures, going to the bathroom in public would be outlawed as would lying in planters. Berkeley has a long history though of opening its arms to the homeless and those living on the streets now say these changes are dangerous. It makes it harder for us to survive out here. People are going to die behind these new rules without a doubt. Reporter on the upside the ordinances would also add more services, more public bathrooms in Downtown Berkeley, and Storage Units for personal belongings. The homeless advocate i talked to this morning said his problem with those provisions is that they are still undefined. The second reading is set for december 1. If these rules pass they will go into effect by the end of the year. Live in berkeley, anne makevoc, kpix 5. The city of oakland will pay 37,000 to settle a Union Lawsuit over the decision to close off seats during city council meetings. That decision was made in may to beef up security after housing activists stormed the meeting to protest a development deal. Its on San Jose City streets. Theres Traffic Control in the area of moorpark and win chestster. We are hearing that this accident here may involve a chp car and another vehicle. It may have resulted from a chp pursuit which started off in the gilroy area. Once we get more information well be sure to pass that on. Expect to see some traffic in the area of moorpark and winchester. This is on San Jose City streets. So this is very close to 280. Meantime, near southbound 680, the hacienda onramp to the freeway is temporarily shut down to work on a small brush fire burning adjacent to the freedom. If you normally take hoffstetter take capitol avenue to get to southbound 680. Those are the hot spots this morning. The bridge commutes are Still Holding steady. Very light traffic awaits you at the bay bridge toll plaza. So enjoy it while it lasts. Westbound traffic looks good heading all the way across the bridge heading into San Francisco. San francisco freeways are in good shape. An earlier accident is cleared from eastbound 80. Its a foggy start to the san mateo bridge commute. Roberta tells me this will be the only area where youll run into fog this morning am i drove in on 280 and the peninsula. That was Crystal Clear this morning. So for highway 92 expect some fog on the hayward side as you make your what i across the bridge, traffic looking as you make your way across the bridge, traffic looking good into foster city. 880 moving well in both directions between oakland and hayward. No delays for the busy southbound commute. That still looks okay leaving fremont bound for milpitas. But take a look at 580. Our sensors are picking up very heavy traffic from 205 approaching the altamont pass. But the good news is that it does break lose the closer you get to the dublin interchange does break loose the closer you get to the dublin interchange. Westbound roadwork is picked up. You see the precipitation lining the northwestern section of the state of california but we are under that ridge of High Pressure diverting rain to the north of the bay area. More troughiness and so well see increasing clouds over the weekend. Through friday, sunny and mild. Their chances of landing a job after graduation are looking up. The Employment Outlook for new grads has been pretty ugly recently but according to a new survey from the collegiate Employment Research institute at the university of michigan, hiring will likely increase by 15 next year. There appear to be two big factors driving employment, Company Growth and employee turnover. Some areas are prime to hire more than others. The construction industry, which dried up during the recession, is looking to up hiring of grads by 19 . Prek and k through 12 teachers are in demand, hiring projections for the field brighter than they have been in a decade. Other hot fields include financial and insurance services, Aerospace Automotive and defenserelated industries, truck transportation, and internet accounting and computer services. Finally, the survey reports that nonprofits, which are the mainstay of College Hiring for the much of the past 15 years, will continue to grow.
