>> live, from the cbs bay area studios, this is kpix5 news. >> police in california say this gunman shot and killed at random. he was motivated by his hatred for white people. i'm ken bastida. >> i'm veronica de la cruz. police in the central valley say he fired 16 rounds in a minute. tom wait is in fresno. >> reporter: an eerie sight as fresno is in mourning. people trying to understand why this man carried throughout random series of attacks. this man accused of a random murderous rampage is in a jail cell. 39-year-old cory ali muhammad shot people in fresno's downtown. this man saw him in the middle of the attack. >> i saw him, this person, you know, through the gate running. >> reporter: she and her niece tried to help one of the victimming but it was too late. >> we went to see him. a very young man. with his groceries he was taking. >> so you saw him on the ground? >> i saw him on the ground. they tried to do cpr. >> reporter: initially, it was feared the shooting spree was a terror attack as the gunman yelled out. [ speaking foreign language ] but the investigators do not believe terror was the motive. >> i want to make this statement early on. we do not believe based on the information we have today, that this is a terrorist related crime. based on the information that we have been provided and our investigation has shown, is that this is solely based on race. >> reporter: the chief says muhammad was armed with a 357 revolver when he opened fire on his first victim sitting inside a utility truck. he shot and killed his second and third victims taking time to reload. >> all 16 of the rounds were fired in less than a minute. within four different locations. >> reporter: officers responded within one minute of the first shot. they tackled and arrested him moments late. >> as he was taken into custody, he yelled out. [ speaking foreign language ] >> reporter: he also said he hates white people. all three victims were white men. posting on his facebook page contained racially charged images and videos. they were looking for him in connection with a shooting thursday evening that left a security guard dead at a hotel. >> this could have happened anywhere in america or the world. unfortunately, it happened to happen right here ever. >> the investigation in its early stages but right now, police are saying it appears the suspect acted alone. in fresno, i'm tom wait, kpix5. >> raiders quarterback derek carr spent much of his childhood in fresno. he tweeted i love the city of fresno and will forever. tonight, a search in the sierra nevada for a small plane that went missing on its way to the bay area. single engine aircraft left the truckee tahoe airport just before 4:00 bound for the petaluma municipal airport but it never arrived. tonight, bad weather is hampering search efforts. and the recent rain is only making this sink hole worst. sky drone 5 giving us this exclusive view of the massive mess in contra costa county. this is on apian way. the sink hole is about 50 feet wide. and right next to a retirement community. the sink hole swallowed the access road behind the bay park retirement community hole. the dining hall and exercise room closed as a precaution. officials with the retirement community, say the building is not at risk of collapsing. and, in morauga, a bridge is in danger of collapsing because of storm damage. kpix5's andria borba was there as the canyon bridge road was closed down for who knows how long. >> reporter: this is the end of the line for canyon road indefinitely. this afternoon, city engineers noticed a landslide that began near augusta drive in march of 2016 and has been moving ever since. was about to start pushing around this bridge over the creek. marauga was inundated with the rain at least 40 inches causing a host of storm damage in the town including this sinks hole on green boulevard which just celebrated its first birthday. take a look. this piece of concrete has been split flee-and-a-half inches exposing rebar. the bridge built in 1936 was already slated for replacement. about 6,000 drivers a day use it. they started rerouteing folks onto bridge along congested highway 24. chief john king is trying to warn drivers. >> we would like some of these services to change the routes they are putting out so we can stop the vehicles before they get there. >> reporter: now, the 250 people who live in canyon have to find a new way into marauga including bob's daughter, a student at miramonte high school. >> we have to go all the way through oakland. down 13 through the tunnel. so what would be five to seven minutes is going to be more than half an hour. >> reporter: town manager bob says a fix even with federal funding is at the mercy of the dirt. >> we have to make sure that the landslide is stabilized. and that the surrounding, you know, soils are able to withstand the new bridge structure. >> reporter: in marauga, andria borba, kpix5. a racy photo scandal rocking a uc berkeley sorority tonight. the day lay cal is reporting a secret instagram account run by members of chi omega cal's chapter. they kicked out 22 sisters for violating the sorority's human dignity rules. this is video they use to recruit its members. we reached out to the sorority tonight, but they did not want to comment. the women were given the option of moving out of the campus house immediately and get ago refund or staying until the end of the semester. the nationwide man hunt for the so-called facebook kill sir over tonight. steve stevens shot and killed himself after a police chase in pennsylvania. betty yu reports he managed to stay under the radar until he made a pit stop for chicken mcnuggets and fries. >> reporter: the man hunt ended 100 miles from the easter sunday murder in cleveland. the lone suspect pulled into this mcdonalds drive through in erie pennsylvania and waited for his order of chicken nuggets. >> i told him it would be a minute for his fries which it wouldn't really. we wanted to make sure she got in contact with the state police. he didn't want to wait for the fries which was fine. he headed out to buffalo road. the minute he turned right. >> reporter: police caught up with stevens as he sped out of the parking lot. they chased his ford fusion for two miles. then rammed it. and caused the car to spin out. >> i know the one trooper i spoke to who did the pit maneuver saw him pull the gun out and shoot himself. >> reporter: stevens killed robert godwin sr., apparently at random. and posted video of the killing on facebook. >> this is something that should not have been shared around the world. >> reporter: at the developers conference in san jose today, facebook ceo mark zuckerberg says he has a responsibility to make sure the site is not a tool to spread videos of violent acts. >> we have a lot of work and we will keep doing all we can to prevent tragedies like this from happening. >> reporter: tonight, investigators are trying to determine where stevens has been the past couple of days. an autopsy is scheduled for tomorrow. betty yu, kpix5. homeland security secretary just gave his first major public speech. in it, john kelly blasted his congressional critics telling them to put up or shut up. >> if lawmakers do not like the laws that we enforce, that we are charged to enforce that we are sworn to enforce, then they should have the courage and the skill to change those laws. otherwise, they should shut up and support the men and women on the front lines. >> speaking of george washington university, the retired marine general laid out the threats facing the u.s. he also defended white house policies on travel. and, immigration. blaming ongoing protests on "political gains rather than actual practices." in the meantime, the city of oakland is urging employers not to do business with immigration officials. christin ayers explains. >> reporter: you have heard of sanctuary cities but what about sanctuary workplaces? a resolution here at city hall demands that workplaces refrain from voluntarily working with immigration officials. maria martinez who works in hotel housekeeping said it happen today her at a previous job. as soon as she and other employees started organizing and asking for fair wages. >> the owner of the hotel got in contact with ice. immigration officials. and ice came to the hotel and checked everyone's paperwork. while we were trying to stand up for our rights. >> reporter: immigrant rights rallied outside city hall calling for protections against immigrant employees. >> we want to make sure that the employer doesn't work with ice or immigration when they come to the work site. that the companies don't do self-audits. and, that workers are able to work without fear. >> workers regardless of their immigration status have rights. >> councilman belgien called for a resolution on sanctuary workplaces where workers are not discriminated against. >> does it have teeth to it? what happens if they do discriminate? >> we are encouraging employer to do the right thing. >> this is more of a moral call to action to employers to say this is who we are. this is what we believe in. this is what we stand for. we stand with immigrants and workers. and, please be a part of that. >> reporter: inside the chambers, the council quickly approved the resolution. the group's rallying here tonight say this is just the beginning. on may 1, tens of thousands of bay area workers are expected to walk off the job. many of them to advocate for immigrant rights. in oakland, christin ayers, kpix5. these victims reporter: 562 days after the murder of steve carter, his killers faced the harass words of his family. only lali aligood shed a tear. >> i feel so much guilt and shame. i'm so sorry. i'm sorry. >> reporter: e, along with morrison lampley and shawn are accused of killing carter. morrison will serve a minimum of 100 year to life without parol. lila will serve 50 but may be eligible after 25 because she was only 18 when she committed the crime. but sean angold will only serve a minimum of 15 years and could be out earlier on parole thanks to the plea deal he cut with the prosecution to testify against the other two. >> you became cold-blooded murders. so now, prepare to pay for it. >> reporter: each of the murders will have to pay $10,000 to each of the families who lost a loved one. they will also have to pay court fees and restitution. in san rafael, emily turner, kpix5. tonight, bart says it is losing millions of dollars because of fair cheats. the agency estimates it loses 15 to $25 million a year. it says as many as 22,000 riders don't pay fares each day. bart is planning to spend $3 million to crack down on the problem. they help to reclaim up to a million dollars a year. they hope to issue citations to those who don't have proof of payment. some of the free warrior tickets given to oakland city council members are going to a good cause tonight. our investigation last year revealed how some city leaders were enjoying free games in a luxury box at taxpayers' expense. this year, that same box is mostly empty. one city council member recommended the city sell the tickets to pay for programs. she auctioned hers off. >> i auctioned mine to pay for the victims of the san pablo fire. and everyone needs to stand up. it needs to not just be charity auctions but the actions of our government. >> the auction ends at midnight tonight. right now, the pair of seats in the suite are going for $1,500. bill o'reilly's future in fox new is in doubt. they are getting ready to cut ties with him. the host of the o'reilly factor is accused of sexual harassment and verbal abuse. the new york times reports that o'reilly and fox news paid out $13 million in settlements to five women who worked on or appeared on his show. bill o'reilly could learn his fate as early as this week. a bizarre break-in, an intruder caught inside drake the rapper's mansion making herself right at home. reporter erica mandy on what she was after. >> reporter: the superstar rapper drake became the victim of a burglary this month when a 24-year-old woman reportedly broke into his hidden hills home. the la county sheriff's office says misha collins from columbia south carolina made it into his sprawling ranch style house. it is not clear how she got in. she allegedly told deputies she had permission to be there, but they say she didn't. collins was apparently wearing drake's hoody and had taken a pepsi, a sprite, and a fiji water. drake, whose real name is ah brey graham was not home at the time, but someone else at his house confronted the alleged burglar. she is 234 jail on 1 hun thousand dollars bail. and she is expected in court wednesday. in hidden hills, erica mandy, kpix5. >> in the meantime, chance the rapper had a big surprise for his fans today. a free concert in san jose. yeah, it is pretty hard to believe when you look at this crowd at city national civic. not one of them knew they would be here when they woke up today. the grammy winner announced a surprise show on facebook this morning and a few hours later he gave away free tickets. the performance was part of facebook's s8 developer's conference being held at the same venue. this season's strawberry crop is coming in. and, there is just one way to describe it. super. they are showing up at roadside stands in santa cruz and monterrey. growers say the very wet winter has just the nourishment they needed. >> the plants are very exuberant and they are producing really large
