of stealing from some of those neighbors for years. ecog their stuff in h >> reporter: yeah, liz, that's right. one woman said she was first burglarized back in 2009, but thanks to what appears to be his own mistakes, deputies have been able to reunite some of those stolen items with their owners. david molina is riding his trike around his complex again a month after authorities say this guy who lived down the street stole it. curious neighbors actually recognized their stuff in his garage. when santa clara county sheriff's departments busted 36- year-old ryan paradiso during a probation search. >> as it opened up, you can just see bikes and bike parts and you see pieces of things lying around knowing that something was maybe parted off 36789. >> reporter: along with electronics and a handgun deputies found some unusual things like civil wear and a photo album with the sun -- civil wear and a photo -- silverware and a photo album with currency from around the world inside. ryan's crime free allegedly started in saratoga in april when deputies say he brock into this cell phone repair -- broke into this cell phone repair store on prospect road and stole a worker's ipad. then did he some online shopping. >> he got on net -- he did some online shopping. >> he got on netflix and after that purchased a police scanner and was sent to a personal address that was not his. >> reporter: that led investigators back to his home. the woman who lived across the street got her toolbox back. she didn't want to be steen on camera but says she's had $10,000 -- seen on camera but says she's had $10,000 worth of electronics stolen over the last five years. she always suspected him. >> he would just walk across, go into my garage, take my stuff and walk back into his garage. >> reporter: within a matter of minutes? >> that's how fast it would happen, yeah. >> reporter: tonight ryan paradiso is at the santa clara jail on charges of burglary and probation violation held without bail. betty yu kpix5. tonight the standoff that had a fairfield neighborhood on lockdown almost eight hours ended about an hour ago. police find the gunman dead in his house. neighbors were told to shelter in place this afternoon. one gunfire erupted from the home. police and s.w.a.t. people surrounded the home all day. they entered the house at 8:30 tonight and found the man's body. it's going to be a bad fire season and tonight our christin ayers learned bad accounting in one bay area city could make it even more dangerous. >> reporter: this is an issue costing taxpayers thousands and putting some homes all over oakland at risk of wildfire all while fire insectors admit they're having trouble solving the problem. -- inspectors admit they're having trouble solving the problem. it's shaping up to be the worst fire season in years and oakland firefighters are worried. >> it's something that keeps me awake at night honestly. conditions this year are going to be dangerous. >> reporter: that fear is not stopping some homeowners from letting their lawns grow into fire hazards waiting to happen. we found the worst offender, this home at 200 panoramic way in the oakland hills. it failed inspection after inspection leaving the fire department to clean up the weeds and fine the owner. >> what our experience has been is there's a percentage of persons who are not paying those fines back to the city. >> reporter: tonight a new alameda county grand jury report blames fire inspectors for the doing enough to collect. since 2010 oakland inspectors have fined fire code violators nearly $1.8 million for failing to clear their weeds, but they failed to collect close to 1 million of it due the grand jury said to poor billing and collection practices. we wanted to see if we could find the scofflaws ourselves. the people dodging the fees are tough to find. we've knocked on this door a couple times in the past couple months, no answer. the property is foreclosed and the person who liz here refuses to answer. fire -- lives here refuses to answer. fire inspectors say it's costing them too much time and money to keep up. >> we're doing everything we possibly can with the resources we have, but when you have to conduct on average 100 residential inspections per day per engine company during hours of daylight, that's difficult for an engine company to do. >> reporter: but the grand jury is demanding change now before it's too late. properties that don't pay. >> and the grand jury wants oakland to create another department to collect those fees and put liens on properties that don't pay. tonight a bay area guy who stole millions in a ponzi scheme just learned his pushment, 20 years behind bars. aldo joseph bicalla promised double digit returns but didn't deliver a dime. he used his real estate office in petaluma as a front for his shady dealings. dozens of elderly investors lost everything. 17million bucks. tonight more than 280 people face charges as the result of a nationwide sting called operation cross-country. some of the arrest came here in the bay area. the fbi says the suspects are accused of luring children with money and gifts and then forcing them into prostitution. >> a lot of times they were coerced by what we call romeo tips, someone that kind of takes advantage of them. >> in the bay area police busted 13 suspected pitches and rescued -- pimps and rescued six children including an 11- year-old girl. a former concord teacher is on trial charged with 150 counts of sex abuse. opening arguments began today. tonight sharon chin introduces to us one mother who is trying to change california law. arti not guilty >> reporter: woodside elementary a painful memory for tina jones. she says it's where two of her sons became sexual abuse victims. >> the last 14 months have been some of the toughest of our lives. >> reporter: joseph martin has pleaded not guilty to molesting 14 students, but jones said the school didn't do enough to keep them safe. >> i just cannot imagine having a suspicion about something and just not reporting it. >> reporter: jones says she's already been urging lawmakers to come up with stiffer penalties for school officials who fail to report suspected child abuse. california and federal law mandate three dozen categories of people including teachers and teachers assistants must report suspicions of child abuse within 36 hours or face a misdemeanor. legal analyst paul henderson. >> if someone does not report, they can face up to six months of jail time and a $1,000 fine. >> reporter: if that person helps hide the suspected abuse, the fine can go up to $5,000 -- >> that person can face up to a year of county jail, still a misdemeanor here in california. >> reporter: jones supports florida's law, a felony, the toughest in the country following 10 states' sex abuse scandal. following penn states sex abuse scandal florida's fine jumped to $10,000 for the 1 year statute of limitations for victims to report the crime. a new theory tonight about pesticide use and an increased risk of autism. uc davis researchers found pregnant women who live less than a mile from farms where pesticides are used are 66% more likely to have a child with autism. >> it makes me happy to know that there is people out there that are still researching it to hopefully one day find a cure. >> uc davis researchers siamangs of genetic and environmental fact -- say a combination of genetic and environmental factors are at work with any child with autism. there will be findings released from the year long investigation into the deadly asiana airlines crash. three passengers died in flight 214 when it slammed into a seawall last year. we already know the pilots were
