Leading breaking news, state of emergency, a rushing Northern California spillway could fail at any moment leading to catastrophic flooding. Tonight 188,000 people have been told to get out of the way. But getting to safety is not easy. Tonight cars are bumper to bumper as evacuees try to get to higher ground. Its happening at it Lake Oroville in butte county. The water is rushing thanks to our back to back storms. Kpix5s joe vazquez is live in oroville now with the situation. Reporter theres a lot of anxiety here tonight and a lot of activity in oroville. Theres some earth movers back here, caterpillars gathering rocks to use them tomorrow to try and fix these broken spillways. The governor in the last hour declared a state of emergency here. Officials are worried about the possibility of a major flood. Yeah. Im freaked out right now. Reporter folks that live downstream from Lake Oroville are grabbing what they can and moving to higher ground. This is the scene over Lake Oroville, the second largest reservoir in california. Earlier this evening officials got word the lake was in danger of busting over a crumbling spillway and possibly leading to flooding of rivers and creeks downstream in butte and yuba counties. I just got a text message and alert saying get out as fast as you can and fire trucks are going up and down or street saying evacuate. So we packed up our dogs and lifted up our couches and just got ready because we live right downtown on fifth and high. Reporter yesterday because the main spillway had already been damaged, officials directed water to an emergency or auxillary spillway next to the dam, the first time its ever been used, and it appeared to be working fine until today water spilled over and officials realized a hole had developed. So they called for emergency evacuation because they believed the emergency spillway could collapse within an hour. This is not a drill the sheriff stated. If this is not addressed and taken care of and mitigated properly, essentially what were looking at is a 30foot wall of water. Reporter a new development this evening, water is no longer spilling over the top, so the situation is still serious but not as dire. The idea behind that strategy was to redose erosion and stop erosion and now that site is starting to dewater and drain out. Reporter now theres a plan in place to plug the hole. Tomorrow theyll bring in helicopters to drop rocks into the crevice and prevent further erosion. Meanwhile the evacuation continues. Where are you guys heading now . Chico. They want to go to chico, the silver dollar. Reporter what are you taking with you . Clothes. Reporter good luck. Be safe. Reporter were back live. I mentioned theyre going to drop rocks from helicopters. They have these giant bags, big white bags and inside are smaller rocks, but its going to weigh quite a bit as they will be dropping them into these holes to try and plug them in. Bottom line tonight, its just not clear how much danger those downstream communities are in. They said at first light theyre going to fly over and theyre just going to take a closer look and at that point theyll know whether to lift these Evacuation Orders that as i mentioned have more than 180,000 people out of their homes here tonight. Theyre cleared out, the Evacuation Order in place. Theyre working round the clock. Fortunately its not raining, but what is worst Case Scenario . What are we looking at . Reporter worst Case Scenario involves the storm thats coming later this week. That storm comes in, more water pours into the lake and this dam has just never been this full. They put this dam in in the 60s. Its had some situations where, you know, emergency situations, theyve never used that emergency spillway. They just are in unchartered territory right now, but the worse Case Scenario is more rain comes in, the dam itself could be breached, but mostly theyre worried about these two spillways neck to the dam and if those next to the dam and if those breach, weve got all this water spilling into the communities that are like in a bowl right now. Joe vazquez, thank you. Among those evacuated, inmates from the butte county jail. You can see them here let out of jail put on buses taken to other nearby jail facilities. Heres a look at the communities under Evacuation Orders right now. They include oroville, marysville and yuba city. Those living along the Feather River would be most at risk if that spillway fails. Dr ce in olivehu so many people are trying to get out of up to that gas stations are already running out of town that gas stations are already running out of gas. Drivers lined up at this place in olivehurst to find a makeshift sign posted on the window closed due to flood. Some Evacuation Centers are already at capacity to not. At least nine hotels in tonight. At least nine hotels in chico are fully booked. You can see the main spillway thats damaged running up the center of your screen. The dam itself is off to the right, the auxillary spillway that could collapse is on the left. Cate cauguiran is here with more on what if it does give way. It could be just minutes before water hits the town of oroville. Cal fire said it could potentially happen within an hour again if the spillway fails. They say it would take about 12 hours for the water to reach yuba city and if the entire dam were to break, cal fire says the water would be 100 feet deep in oroville. The Emergency Evacuation Center has been activated. The response is being coordinated throughout the state. Swift water rescue teams will Work Together to help with the situation. Crews from Sacramento Fire Department are headed to the oroville area now. A team from the menlo park Fire Protection district is also on the way and will stand by in case the spillway fails. Check out this drone video over the oroville dam. The dam was built in water started pouring out over the emergency spillway yesterday for the first time ever. The dam was built in 1968 to prevent disastrous flooding like the kind yuba city saw when a levee breached on the Feather River in 1955 when more than 10 feet of water submerged yuba city. If this spillway fails, we could easily see something similar which would cost millions of dollars of damage. Well bring you updates as we get them. Several homes on the peninsula will have to be demolished because of the damage they sustained during last weeks storms. Congresswoman anna eschew got a firsthand look at the damage today and is asking the federal government for help. As san mateo tallies up the repair bill, one problem is this slow moving landslide in la honda thats ripped up two roads and made several homes too dangerous to live in. Ive put the federal Highway Administration and fema on the alert that they put the pedal to the medal. One of the homeowners said his insurance does not cover landslides. So hes looking at a total loss. The giant gaping hole used to be highway 35 in the santa cruz mountains. No wonder its becoming a magnet for what are known as disaster tourists, but kpix5 shows us the people who live there without them out for everybodys want them out for everybodys safety.
