the country. flint residents paid dollars a year for water... double the national average. the united nations---- advise, that water percent of household income. the charges were around 7 percent for the people in flint. ### one of our area's greatest assets is open space. public lands available for all sorts of recreation. but some are treating it like a dump. kolo 8 news now's ed pearce shows us the scope of the problem. it's a sight that no longer surprises neal cobb who along with some of his neighbors has been watching the hills above golden valley for 25 years or more. in that time neal has seen all sorts of items dumped up here. cobb: "pipe organs, pinball machines, all kinds of cars, every appliance you could think of. this is the first large, large motor home shell." it's what remains of a camper feet or more, minus its chassis. dumped then trashed, possibly one person we talked with suggested by driving a vehicle through it. a nearly full-sized refrigerator lies open, its contents adding an odor of decay to the scene. the wreckage is bad enough, but the wind is scattering the camper's contents, its insulation. cobb: "it's only been up here a short amount of time and the wind shift, it's gone to the east. it's gone to the north. it's gone to the west." and illegal dumping inevitably brings other illegal activity. those with guns who ignore the congested area signs, fire away at these new targets and make matters worse. cobb: "bring a tv up, it's one pickup for us. you blow it all to heck and we're standing there for a half hour picking up glass and the remnants of the case and the rest of it." other than its sheer size there's nothing unusual about this. elsewhere on this hillside you'll see mattresses, furniture. last year a number of cars were pulled from a natural pond a few miles away. in 2011 we found a boat, stuffed with paperwork left at the scene we were able to track down the apparent owners' address, but could never confront him. this is, of course, against the law and there's a joint investigation by the sheriff's office and the blm is underway, but even if the guilty party is identified, fined, sentenced to clean up the landscape here, someone in our area is likely loading up trash and, instead of taking it to the dump, is planning to leave it here. it never ends. cobb: "this is such a beautiful state and what a wonderful back yard for all of us to have. if you wanna dump, jeez do it legally. if you come out here and do it illegally, you're taking a big time chance and somebody else has got to pay your misdemeanor punishable by fines of up to five- thousand dollars. this particular incident is the subject of a joint investigation by the washoe county sheriff's office and the bureau of land
