street from the iconic painted ladies. abc7 news learned those bones are from a child. >> many of the neighbors also found that out today. the bones discovered at an apartment at mcallister and steiner street just a block from ala mo state park. >> the bones were found in two apartment buildings across the street. police are not talking about the case but trying to find out how old the bones are and who they belong to. >> reporter: this is where her neighbor, who lives across the hall, found the bone, in a planter box next to the front door. >> the piece i saw was a section that looked like a jaw bone. >> police thought it was a human bone and there may be more. >> that seems strange and odd. what kind of bone? >> reporter: police put up crime tape to preserve the dirt and sidewalk in front of the building. they gravitated towards the apartment next door. police also reportedly found another bone here. days later, police set up this makeshift lab, a team of specialists were brought in. this neighbor who did not want to be identified watched it unfold. >> i saw the workers sifting through dirt. >> the archaeologist made a discovery the bones belong to a child. the bones may have been put here a long time ago. >> i have lived here seven years and never noticed plad in the b >> vic lee, abc7 news. >> tonight, police are asking for help in el cerrito looking for this woman, suspected of murdering her mother. officers found her mother's remain at her daughter's former home. an autopsy confirmed she'd been shot to death. >> it was a detached garage, she was found inside of a garbage can inside of the garage. looked like she'd been there 3 or four months. >> she told maybes she was thinking about traveling to arizona, maybe southern california. police want people not to approach her because she can be armed. police cuffed and took into custody a man in silicon valley. officers were able to talk him into surrendering peacefully. san francisco police officers are working with the chief and mayor to equip the department with tasers after officers shot mario woods in the bay view district this month. abc7 news is live outside union head quarter was the developments in this story tonight. carolyn? >> reporter: the head of the police officer association said 20,000 law enforcement agencies are equipped with tasers and he believes it's time for san francisco. >> let's move on this now. >> reporter: the head of the san francisco police officer association believes time for talking about tasers is over. now, the mayor is on board, calling for a pilot project. this follows the officer involved shooting of mario woods. police say the 26-year-old man had a knife when they repeatedly fired on him. the public outrage has been relentless, leading to consideration of protective shields that have been handed out. >> there is no training in place. >> he says the tools are not the answer, and he's the spokesperson for the woods family. >> there is more than just tasers, handguns and body cameras. understand the community. >> in the wake of the shooting another development, a police department bulletin has been issued requiring officers who point guns but don't shoot to file a use of force report. the union leader is concerned officers may hesitate to fire when they need to. as for the fatal shooting of mario woods, they continue to stand by officers but wishes they had another choice that day. >> i think if tasers were available, there could have been a different outcome. >> mario woods family is preparing for his funeral tomorrow. >> in san francisco, abc7 news. a search is on for a killer in san francisco who beat a well known sketch artist to death. the 74-year-old sketched portraits in north beach. police say someone hit him in the head december 5th. he fell to the ground, hit his head and taken off life support saturday. inspections under way on hundreds of muni buses after two caught fire last week. the fire started where buses connect with wires. muni pinned the problem with a metal connector on top of the trolley buses. it's replaced dozens of connectors. muni is adjusting schedules as a result of the fires. >> one change is in the 6,000 mile check. we'll disassemble the bar and look inside. >> replacing the connectors on the neat will take three months. muni will shuffle buses around for delays. >> classes have been cancelled at one school because there is no heat. the superintendent says that underground gas leaks knocked out heat so the school has been using space heaters all week but the electrical system can't support the heaters needed to keep every classroom warm. >> unfortunately this week, it's been difficult to get classrooms to a condition where people were feeling comfortable to stay focused and learn. >> the principal promises the heat will be working by the time students return to school january 4th. >> thieves have been caught stealing holiday packages from porchs but how about someone taking christmas lights? we're live where the family they wants the lights back. lyanne? >> reporter: don't you wish you can be santa claus to make people happy? this family was not thrilled when discovering someone had stolen their lights. now, the culprit is out there and you may know her. >> how much of a scrooge do you have to be to steal decorations? >> the laser lights were stolen by a real grinch. this woman walks with a star shower light in hand, she's focused on stealing a second one. she looks around a few times. nothing seems to deter her, not even a pedestrian. she leaves with two lights in hand. this happened after 10:00 sunday night while bob and teresa were home getting ready to go to bed. >> i went out to the front window, closed the blinds and noticed the front yard was dark. >> the surveillance system caught it all. they hope someone will identify the woman, perhaps recognize clothing or the glasses she was wearing. >> very distinctive outfit. i mean a lot of girls wear that clothing but someone should recognize her. >> the nicolesons posted pictures of the woman on a stop sign on the home. >> people are walking by. we wanted to get the picture out there. who knows? >> reporter: call her the mystery woman who stole christmas. in novato, abc7 news. we found out from a neighbor who messaged us on facebook. you can reach us through facebook. new at 6:00, police say a woman accused of a violent robbery has turned herself in. you may remember these pictures of tasha dowell, accused of hitting a 15-year-old girl in the face, knocking her out and stealing her phone. police say the 18-year-old took these selfies not realizing they upload to cloud storage. the victim called police. a high school water polo team faces charges for injuring another player on a team. the 15-year-old is charged with assault and battery. the teammates say filing criminal charges is unfair. we're learning of a road rage incident that turned violent in oakland, started yesterday afternoon, both cars stopped near st. stevens drive in orinda. the drivers pulled knifes out and one driver stabbed the other driver. that man was arrested for assault. crews are working tonight to clean up the mess after 12 containers fell off a cargo ship off the san francisco coast. so far, only two have been recovered. officials have received a report of debris but couldn't find anything. >> as we continue tonight, california dmv puts brakes on self driving cars. why some are worried a ruling could drive the industry out of california. journey to a galaxy far, far away. one system so good, pixar got one. >> i'll have the timing in the accu-weather forecast. >> thanks a lot, drew. excited otters. and their snow day in san f the california dmv issued a draft of regulations potentially putting brakes on driverless cars so the question is, what happens next? in november the driver says the brakes failed. in this video, you can see the bus hit scaffolding. the california public utilities commission says the bus was never registered with cpuc, something he was required to do. >> why wasn't it registered with the public utilities commission? >> chp says it never inspected the bus. city sight seeing will have a chance to respond before the findings are made public. in san francisco, abc7 news. >> there is no settlement between the parents of a sunnyvale boy and their neighbors. the neighbors say the boy attacked their children. they filed because they say his parents couldn't control him. the family moved out of the neighborhood, calling accusations offensive. commercial flights between the u.s. and cuba are a step closer to negotiating with the cuban government. it's not clear when the first flights would begin. >> president obama will visit families of the victims of the san bernardino shooting rampage friday. it's been two weeks and investigators say syed farook and tashfeen malik had a mutual commitment to jihad, holy war. there is a new national terrorism advisory that includes bulletins and alerts. homeland security got rid of the color coded systems in 2010. >> hillary clinton is holding a huge national lead on senator bernie sanders. sanders is at 26%. this saturday, world news tonight anchor david muir will moderate the debate in new hampshire. live coverage starts at 5:00 p.m. saturday, right here on abc7 news. i like jimmy. i like him a lot. i'm going out of my way to do it. >> that is donald trump after yesterday's g.o.p. debate talking about his appearance tonight on abc7. trump is kimmel's only guest tonight. the federal reserve is raising rates. rates have been nearly 0 since december, 2008 when the u.s. housing market collapsed. today, the fed announced an increase. a power outage left a san jose woman with a refrigerator filled with spoiled food. >> one woman determined to do more than just cry over spilled milk. >> she was. a lot of people don't know this, but state regulation as lou homeowners to file claims against pg and e or other utility for food spoiled as a result of a power outage. in this case, the utility was slow to admit fault. cory opens her refrigerator. that is how much food was in there september 11th when an outage left her without power 14 hours. >> cheese was melted together. and bad lettuce. >> everything smelt bad and was warm, moldy. >> under rules and tariffs, customers can file claims by any outage of more than two hours but the utility denied the claim. in it's rejection, wrote the cause of the electrical problem was due to the cable company digging into our lines and damaging our facilities. that company is cable cop which doesn't provide cable service but lays down lines needed for telecommunications. it, too, denied the claim, saying pg and e didn't label lines properly. wrote pg and e failed to provide markings that have resulted in the system incurring damage. >> it felt kind of childish and back and forth and i couldn't believe a major company was operating in a childish way. >> pg and e sent cory a check for half of the check but she refused and said she turned to 7 on your side. we contacted pg and e. it agreed to pay the claim. it told us when we learned of this dissatisfaction we provided a full reimbursement. we apologize. >> they made progress. thank you very much. for a link go to abc7news.com and select 7 on your side. >> thank you. >> sure. >> well, want to see the new star wars movie in the best way?
