streets here at mission and valencia. we're blocks from where the streets are closed off but people are able to move around more freely. we know this was an active shooting situation, and that the suspect is dead. so, take a look at this video. we have from sky 7 tonight, some hospital buildings as mentioned are still on lock down. some people have been allowed to leave some of the buildings where they were. we understand, also, from the hospital that this may have started with a confrontation near the emergency room. i was able to talk with a woman who had been locked down inside of one of the buildings. she was anxious to get home. she'd only been inside for an appointment, but described the situation. >> scary. but police were watching us well. we're okay. >> reporter: she said she didn't hear shots fired but understand that's were with them did hear and they were providing snacks to the people locked down. now, also tonight we've been able to talk with a construction worker at that hospital construction site. he says he saw the gunman, that he looked suspicious, thatting is what first alerted him to his presence there, and he thinks he saw the gun and that is why that construction worker called 911. we understand one of many calls that was made to the police department tonight. the san francisco police department just starting to talk with the media. we have a crew at that scene, so once police have released more information, we do hope to bring more information to you here from st. luke's. this afternoon's shooting forced people to find cover along a busy street. two people, one woman was inside of a lyft car and a doctor was told to shelter in place. >> we were one of the cars on the side. i saw 7 or 8 cop running with guns out. i saw a man standing on the top. i guess it was an elevator shaft. he had a huge rifle. >> there is not much to do except sort of stay here and wait. i was talking to a security guard. they're just wrapping things up. >> one witness says police were urging people to move away from the hospital as they approached the gunman. now, we're expecting an update from police in the next few minutes and will be sure to keep you up to date on the latest information. our breaking news continues on abc7 news bay area. now to our other top story. >> my dog has better accommodations than ramone. a plea for help for those that served our country on veteran's day. veterans are having a tough time finding shelter with the bay area's red hot real estate market. >> reporter: it's a difficult issue that i've been investigating. there are many good people trying to make a difference, if only they can cut through the red tape. his records show he served six years in the navy, according above the uss milwaukee. then, his mental illness got the best of him. the voices in his head grew louder. >> first, they were comforting but then, they started to become negative and destructive, and dark. >> reporter: he spent eight months on the brig in treasure island. he was able to get his life together, graduating from de-anza college and san jose state, and made a mark as a graduate teacher's assistant he has a large voice, heart and laugh and he loved working with the students. he couldn't wait to make something happen, and be part of it. it was electric. >> he started a weekly blues radio show. he became a well known south bay figure, organizing blues festivals, bringing in talent and raising money for nonprofits including second harvest food bank. >> i have people wanting to take photographs of me or asking me for autographs. little do they know, i'm going to a vacant office building and sleeping out, you know, homeless. >> reporter: ramone can't keep a job because of his schizophrenia. he lived in this house, until march, when the landlord decided to stop accepting vouchers from the housing authority. he can make more money from market rate. >> one red bed rooms goring for $2500. the housing authority is only pays $1650. for one bedroom. >> reporter: that leaves hundreds of veterans in the cold. this is the spot he sleeps. the doorway of a building near san jose city hall. his only comfort is his dog, navarro. ramone tells me he misses silence. and feeling safe. he says he's been beaten and has to be on guard. >> one issue i'm dealing with, with the pain of sleeping on the concrete and homeless issues i'm not getting sleep. i'm just exhausted. >> reporter: ramone has been in the emergency room for pain, fatigue and nausea several times since i started working on this story two weeks ago. aleeen kreeger first met him at del mar high, where he was student body president and captain of the football team. >> if anyone deserves to have pride restored and respect is someone like ramone who served our country. >> reporter: i contacted veteran's group and the va sent two outreach coordinators yesterday. >> would you prefer to stay in the area? >> reporter: but there was a problem, his case was stuck in red tape. >> what options might he have? >> it depends. we need to get our hands on his discharge papers. his ddt 14. >> reporter: another group ordered those document twoz months ago. he remained on the streets. that is what is frustrating. the group ought to be able to access the records quickly. i got it done in one day. >> they're expediting your dd 2 14. it's going to be here today. >> that would be great. >> reporter: here it is, confirming his service, and that he received a navy medal. >> i just want to be human again. >> reporter: ramone's health is worsening. i had to drop him at the hospital yesterday. they gave him pain meds and a walker. he's back on the streets. >> his spirit is about broken. there has to be a better solution to the problem. >> reporter: the palo alto va launched a phone bank today. >> the beauty is that veteran can live in the apartments for the rest of their lives. it's a permanent supportive housing voucher. >> reporter: 15 volunteers cold called land lords, trying to find housing for hundreds in santa clara county. it will be a tough sell until the housing authority increases the value of the vouchers. still, you've got to keep trying. >> what a powerful story. great work. he just represents one of many. >> reporter: absolutely. it's important to tell. well, in san jose, mayor locarto unveiled a plan to create more housing for homeless veterans. the plan includes $6 million to help vets pay for rent and land lords will get incentives to fix up buildings if they rent apartments to vets whohave vouchers. uber and lyft announced jobs to help veterans land job, offering vets free rides to job interviews for next year. it's part of a partnership with the obama administration, setting a goal to make sure all veterans are employed and you can help in this effort. today you have an option to donate $5 through the unner and lyft's apps, if you wish. a driver caused a massive crash in richmond. it began with a traffic stop, but the driver sped off. the driver crashed into a car in richmond at 50 miles per hour, then slammed into eight other parked cars. he had to be rescued using the jaws of life. nobody else was injured. people in loss alto are cleaning up after this truck slammed into a home on marvin avenue. here is a look at the back end of the truck and a look at that truck from the front that we can show you here. the fire department tells abc7 news the driver was taken to the hospital. no one in the home is hurt. chp says two recent shootings may be connected. recently was last night when a man was killed near pinole valley road around 11:00. his passenger was wounded. it happened eight days after a man driving westbound was shot several times and survived. investigators now believe the victims in both cases were targeted. >> wanted to inform the public that the motoring public is not in danger. these targets were specific, not random. >> police are asking for possible witnesses to only pays $1650. for one bedroom. >> reporter: that leaves hundreds of veterans in the cold. this is the spot he sleeps. the doorway of a building near san jose city hall. his only comfort is his dog, navarro. ramone tells me he misses silence. and feeling safe. he says he's been beaten and has to be on guard. >> one issue i'm dealing with, with the pain of sleeping on the concrete and homeless issues i'm not getting sleep. i'm just exhausted. >> reporter: ramone has been in the emergency room for pain, fatigue and nausea several times since i started working on this story two weeks ago. aleeen kreeger first met him at del mar high, where he was student body president and captain of the football team. >> if anyone deserves to have pride restored and respect is someone like ramone who served our country. >> reporter: i contacted veteran's group and the va sent two outreach coordinators yesterday. >> would you prefer to stay in the area? >> reporter: but there was a problem, his case was stuck in red tape. >> what options might he have? >> it depends. we need to get our hands on his discharge papers. his ddt 14. >> reporter: another group ordered those document twoz months ago. he remained on the streets. that is what is frustrating. the group ought to be able to access the records quickly. i got it done in one day. >> they're expediting your dd 2 14. it's going to be volunteers cold called land lords, trying to find housing for hundreds in santa clara county. it will be a tough sell until the housing authority increases the value of the vouchers. still, you've got housing for homeless veterans. the plan includes $6 million to help vets pay for rent and land lords will get incentives to fix up buildings if they rent apartments to vets whohave vouchers. uber and lyft announced jobs to help veterans land job, offering vets free rides to job interviews for next year. it's part of a partnership with the obama administration, setting a goal to make sure all veterans are employed and you can help in this effort. today you have an option to donate $5 through the unner and lyft's apps, if you wish. a driver caused a massive crash in richmond. it began with a traffic stop, but the driver sped off. the driver crashed into a car in richmond at 50 miles per hour, then slammed into eight other parked cars. he had to be rescued using the jaws of life. nobody
