see some wet roads. we will talk about the storm chances date in just a few minutes. we are doing pretty good on i-17. maybe you're traveling southbound near cactus, not seeing any delays because of the wet roads. you will see it around the durango curb on i-17. on i-10 in the west valley an 18 minute desert drive time from loop 101 to the 17. those delays are before 83rd tunnel. we will have a closer look at the east valley in a few minutes. breaking news. the newest information coming in right now after a shooting investigation is underway in the west valley. one person is dead. this person was an innocent bystander near 51st near 51st avenue. and southern. >> reporter: we just got a little closer to where this actually happened. phoenix police telling me the guy pulled up to. somebody up. that is when somebody drove down this street, opened fire, killing him. they say this started a few blocks from here. about 7:40 last night there was an altercation between two groups of people. three hours later they got another call to this neighborhood. this time for a shooting. they found the male victim with a gunshot wound. they believe a couple of those people from that original person they shot, it was the wrong target. the sky had nothing to do with it, he was just here to. somebody up. at this point we don't have a good description of any of the suspects. phoenix police saying the original group, a lot of those folks were not cooperating or talking so they don't have a lot to go on. as soon as we get a better suspect description we will pass that along to you. live in phoenix with abc 15. the serial street shooter. overnight i was coming in and i heard about a wildfire in california. this is a new one that kicked out. the blue cut fire is raging near san bernardino and has forced 86,000 people from their home. this massive blaze, we will have new details on this fast-growing fire throughout >> we have an exclusive update on jessie wilson. he is the 10-year-old missing buckeye boy. we now have learned from police that jesse's mother was no stranger to officers. katie conner has been digging through this report. jesse has been missing for more than a month now. so many people are looking for some help of what happened. >> that's right. officers are searching the middle of the desert like for jesse. it's a possibility he also ran away by going to a truck stop like this, getting into a car and getting on i-10. he could be anywhere. police reports confirm they did visit the home this past april after jesse was found on a road after running away from home. in 2011 avondale police received two complaints that jesse's mom wasn't giving enough food to her five kids. when police showed up they found two little boys tied to their at that time the cops decided there was no need for further action or follow-up because mom told the officers it was because the boys were getting out at night. the same thing she told us six years later. we do want to let everyone at home no the mom has not been charged with a crime. buckeye police say she is cooperating with the investigation. pima county deputy recovering after he shot and killed a tucson man during a fight report of a man trying to take pictures and luring kids to his vehicle. the deputy found the car, try to get the driver to pull over and ended up in a driveway. the suspect got out of the car they started fighting for the suspect was shot and out of the hospital. deputies -- the deputy has multiple cuts to his face and head come of it is expected to be okay. a split-second decision leaves a man dead. the guy was cleaning some offices near rios a lot of and a hammer. he shot him. you can see from air 15 we spotted that hammer lying on the ground. the worker says he fired in self-defense. the man who was shot later died at the hospital. we have new information on the devastating murder of a three-year-old in youngtown. mcso telling abc 15 they found evidence of drug activity inside that home. deputies arrested shea holloway last weekend. down the stairs and then stabbed him to death. right now investigators are trying to figure out if those drugs are connected to the murder. the rain in louisiana has been devastating. 11 people have died. 40,000 homes damaged, 60,000 people have registered for fema assistance. >> we can see the high water cameras north of their, over uptown, you can see the other side of that rain fell. this rainbow is showing up because we have been tracking a few light showers in the valley early this morning. most of the showers tapering off. we still have a few light sprinkles in parts of glendale. right around 59th avenue it's not too heavy and so far the rain gauges are picking up under 1/10 of an inch, but enough to make the roads wet from dunlap to grand avenue and along 59th avenue. if you wet spots along i-17 and cactus road are not out of the question. you may still need to use a few windshield wipers this morning. other than that, the rest of the valley is doing pretty good. the valley with the exception of that lingering shower. through about 7:00 we will see a 10% chance of rain before we clear out storm chances until later this afternoon and evening. as you're walking to the bus stop, most of us trying -- enjoying a nice dry walk. temperatures in the 80s. by this afternoon very hot. did was wrong. let's talk about the forecast. you know it's going to be a good day when you wake up to the site of a rainbow. looking at a picture sent in by one of our field crews, sending in that shot of the full rainbow over the valley. the rainbow coming after though showers we have been tracking overnight and ea morning. still tracking some very light rainfall through the glenn dale area. again, you can see the shower starting to taper off through this morn. a few pockets of rain around 59th avenue. and grand avenue . you may need to use the windshield wipers, although this will probably roll off the windshield. we haven't seen much accumulation in that area, but watch for a few wet roads lingering through the early morning commute because of some of those showers we saw overnight. quiet and dry. we are also dry in spots like deer valley. as we go through today there is a chance we could see more storms fire up this afternoon, especially over the higher terrain. like what we saw yesterday, a few storms could move off the higher terrain and into the metro. spotty shower, that chance there about 7:00 this one. skies clearing up afternoon and evening we could see another storm rolling it out the higher terrain. chances are at 10% today. future cast isn't bringing a lot into the valley. that potential is still there. don't let your guard down completely this afternoon. into tomorrow storm chances are looking much better over the phoenix metro. as the rain chances go up our temperatures will trended down. today is still hot, up to 109. storms with temperatures eventually dropping closer to average into the weekend. if you're starting off in the north part of the valley the 101 looks picture-perfect with no delays traveling eastbound from 75th past the 51. no issues there. on the 10 we are seeing delays and a new crash. this is i-10 eastbound at avondale boulevard. i don't think it's adding to the delays, but you are seeing some pretty sl here, this guy who was killed in this was in the wrong place at the wrong time. an innocent bystander trying to get to his car. the location will be near 51st avenue. and southern neighborhood. justin pazera has been on the scene all morning. the investigation is far from over. >> reporter: they have a lot left to do in this investigation. i'm finding out new information about the victim. we believe he is in his late 20s, possibly 28 years old. he was on the street at this kerber and picking somebody up in one of these houses when a car drove down this block, opened fire, shooting and this all started about 7:40 last night when police were called to the neighborhood. there was a fight between two groups. about three hours later police were called back out to this neighborhood. this time for a shooting. police believe a couple of those groups, a couple of the people in one of the scripts, they came back here and were trying to retaliate when they shot this guy. the thing is, it was the wrong target. an innocent bystander was i spoke with a homeowner who came here to see if his daughter was okay. she lives in this area. he is lucky one of his grandchildren were mixed it up in this. he says four kids were in this house. phoenix police don't have a lot to go on right now. as soon as we get a better description we will pass that along. live in phoenix with abc 15. >> also in a hospital bed at pch. >> that little girl was hit by a vehicle their 75th avenue. and camelback as she dashed across the street to get an ice cream cone. driver in this was a phoenix police officer. >> accident happened. it happens. kids jump across the street. it was an accident. >> you can hear it in his voice. the neighbor feeling guilty after he called police to the neighborhood for an animal cruelty case. we're told the child ran out and was hit and she has several skull fractures that officer was taken to a nearby precinct to be questioned by detectives. a great reminder, hug your kids you have to watch them any time there crossing the street. for the ice cream man comes around i stop the kids, because they just want to run out. >> they are excited. this is a devastating situation for everyone involved. he has been missing for more than a month. sadly, still no sign of 10-year-old jessie wilson. this morning we have exclusive information that may give us some insight ago they found two little boys tied to their beds. crystal told officers the boys were getting out at night, which is why she used a harness the cops decided there was no need for any further action. fast-forward to july 2016 we jesse disappeared.'s mom tells police she thinks he ran away from home. the chief says this could become a recovery mission. >> playing out every scenario that we have. we doing a facebook live on this because the images imagery, this is a live look from a chopper. this fire is now at 18 this fire is now at 18,000 acres. it is burning fast. it's not even 24 hours old. it's going from treetop to treetop. they call that crowning. it started about 10:30 yesterday morning. 700 personnel are on the scene. that number is expected to grow today. >> look at the flames last night. unbelievable images and bring them to you. it gives you a feeling about the thousands who are forced from their homes. they had little to no notice. >> homes that are in danger, crews are concerned about trains running today. also several schools were evacuated yesterday. they will not return today. crews estimates that more than 82,000 people are affected by those evacuations. just a under control. >> there'll be a large police presence at central avenue and belt. this is a live look of officers carrying shields. it looks like things have started to calm down a little bit. this on terrorist watch list from buying guns. if you're just waking up and wondering if there was rain last night, there was in parts of the valley. you will notice that smell, that lingering smell of rain outside. we even had some rain goes to show off. as you can see from this time lapse they were fairly light showers that rolled through early this morning. parts of the west valley. lingering sprinkles that i continue to track on abc 15 desert doppler along i-17 this morning. spreading a bit over to state route 51. overall very light. you may get a few sprinkles if you're driving down i-17 near camelback or bethany home. we also had a little shower popping up at the base of the astray as. is not too active across the valley. for most of us the drive into work will be dry. as we go through the day today we will have to keep a close eye on storms that will fire up all of the mogollon rim. just like yesterday, they could move up the higher terrain and into the phoenix metro by this evening. just a slight chance. we will have to watch out for that. we are looking at the potential for more scattered showers and thunderstorms across our state and in the to give us a slightly higher chance of storms. in the isolated range the early morning shower chances ending after 7:00. by this evening we will ring that 10% chance back 20% chance for scattered storms. the best potential over the higher rain. -- higher terrain. over the weekend an isolated chance of storms and lingering monsoon moisture. we will talk about temperatures. they will be dropping as the monsoon moisture of her fans are starting their day on a sour note because it turns out the tickets they bought were fake. adele has another show tonight , that is not making marissa sanchez feel any better. she spent
