as far as temperatures in oakland as you are heading to work it's in the upper 50s, partly to mostly cloudy. we'll see the sun just peeking out as we head for 70 degrees at noon, a high of 71 today. and also keeping those rain chances in the forecast for this afternoon may be some of the same spots. i'll be watching more of that. we'll talk about what's ahead for the rest of the week in a few minutes. >> kari, thank you. developing for you overnight a series of deadly unrelated shootings from oakland to san francisco. >> "today in the bay's" kris sanchez is in our newsroom with more on the investigations now under way following a very violent night, kris. sadly, there are a number of people who died in the violence in oakland last night and several others are in the hospital. some oakland police officers had a really close call during a homicide investigation. take a look at this wild scene. someone rammed an oakland police cruiser on telegraph avenue. officers were there. they were investigating one of the deadly shootings that happened last night. we know two officers were hurt. we don't yet know what their condition is this morning but we're checking. over on international boulevard between 26 and 27 avenues officers also found a woman with gunshot wound to her chest. she was transported to the hospital. opd has not provided an update on her condition. officers do confirm that a triple shooting on telegraph and 31st avenue was indeed deadly. two people were shot and killed near the medical center and islamic center of oakland. a third person was shot but did survive. investigators are looking for a getaway car. in that one a white prius. another person was shot dead on east 20th street and 23rd, roosevelt elementary school, at 8:30 last night. across the bay in san francisco, officers are also looking for a gunman after two women were shot in the mission district. one of them has life threatening injuries and this happened just before dark. it was just 6:30 in the evening. it is unclear at this point whether those women were targeted specifically. now this rash of violence is impacting so many different communities, so you might want to track those investigations, and you can find any updates that we get at nbcbayarea.com. now while it feels very bad to wake up to these kind of numbers all at the same time in the morning, we will tell you that shootings overall in oakland are down over last year at this time. also down over the three-year average. san francisco also has seen a decline in homicides. back to you. >> kris, thank you. 5:03 right now. we do have a follow-up. the widow of a man shot and killed in an apparent road rage incident is speaking out about the seconds before the shots were fired. now that shooting happened sunday afternoon in san leandro near interstate 880. police say 30-year-old rienhart asuncion got into an altercation with another car and got out of his truck to confront them. that's when he was killed. his wife lives in the philippines and said she was on a video call with her husband when he told her the driver cut him off. she also says she could hear the arguing and begged him not to get out of the truck. >> after that he got out from his car. it happened so fast. really fast. after he leave the car, i just hear the multiple times of gunshots. i know it was him. i know it was him. but i believe, i have hope in my heart that he can make it. >> the shooter is still on the loose. so far police are not saying if they have a description of the shooter's vehicle. and a warning from hayward police about new opioids hitting the streets resembling vitamins and candy. officers seized multicolored pills in a traffic stop some shaped as skittles and even hello kitty. it's believed those pills are part of a new rainbow fentanyl trend. >> very small doses of fentanyl can be fatal and that's what's so scary about these pills especially given the fact they look like kanldy, even young kids could see these and think that it's something that's safe and it's really very dangerous. >> now police and community advocates advise parents to be straightforward with their children about the dangers of these pills. fentanyl deaths have increased nearly five fold in california over the past two years. happening today, juvenile justice reform advocates will gather in san francisco outside of the offices of brooke jenkins. she announced new d.a.'s office policy change to more actively charge minors as adults whenever the option arises. it's all part of a push to get tough oncrime. jenkins says the new policy will apply only to the most heinous crime. in a newly created review people will make charging recommendations. critics feared children as young as 16 may be tried as adults. they are organizing a rally at 10:00 this morning. also today oakland councilmembers will introduce a resolution showing support for proposition one, the ballot measure to amend the state constitution and ensure reproductive rights. voters will ensure that measure this fall. the dominican republic now catching the wrath of hurricane fiona which is now a category 3 storm. while that damage is widespread, so far no reports of any deaths or injuries. but the entire neighborhoods submerged and many people are out of their homes. now that storm is slamming the island of turks and caicos as well. new video just in of grand turk and you can see the downpour rain, even that wind, comes with puerto rico still reeling. fee owe no knocked out power for much of the territory unleashing landslides and flooding. puerto rico's governor says the damage catastrophic. nbc's gabe gutierrez is tracking what people there are waking up to and the challenges still lingering. >> reporter: marcus and laura, good morning. this is what neighborhoods in southern puerto rico are waking up to, these downed trees, downed power lines. no drinking water. we actually even saw some rain here. thankfully floodwaters have most ly receded. many had to be rescued since hurricane fiona officially made landfall on sunday. the storm has now strengthened to a category 3, a major hurricane that is now bearing down on turks and caicos and here in puerto rico the governor says most of the island is still without power or drinking water. he expects, though, that will be restored in days not months like it took after hurricane maria which, by the way, was exactly five years ago today. five years ago hurricane maria slammed into this island and there has been widespread frustration among many residents here that the power grid was not more effectively rebuilt following hurricane maria. again, that big question will be how long will it take for power to be restored? luma energy says it has been restoring power. it's been restoring power to more than 100,000 people since the storm hit but there are still millions of people without power here in puerto rico. again, as hurricane fiona continues to intensify into a monster hurricane bearing down today on turks and caicos. back to you. >> very tough. thanks, gabe. there are ways you can help victims affected by fiona. meteorologist kari hall has been keeping an eye on the hurricane there and its activity this morning. what are we looking at now, the threat? >> it gives you a perspective of where it's been moving through the dominican republic and now the turks and caicos. and once again it's a category 3. may strengthen to a 4 as it continues to move to the north and we are also going to see that moving closer to bermuda over the next few days. a lot of areas in the impact zone of that storm. as we take a look at our forecast for us this morning, we are going to see temperatures in the low 50s in santa rosa as you step out the door. we've seen at times a mix of sun and clouds and even a little bit of rain off and on. that trend continues today. it will feel humid as you are walking out. we are also watching out for the potential of those pop-up showers although not everyone will see that. the highest chance will be over parts of the east bay as well as the north bay and santa rosa may be dealing with some of that rain at about 3:00 this afternoon. but if you have the nbc bay area app you can actually get alerts as that rain approaches your location. we will be watching just a penny under. let's talk about the speed limits. at the speed at 65 around the bay. had to search around but did find this, that circle north 101 gilroy a big amount of slowing just on the monterey, chp reporting gravel across all lanes or some sort of debris. only one northbound lane open that will hold up some traffic from getting up into san martin that may mean a late build but
