rain looks like it will skip right on over san jose, but we still could have sprinkles in the south bay. it looks like for some it is wet and dry and others seeing position and clouds. we will have some heavier rain for later this week, that's coming up in just a few minutes. mike, you are already tracking a couple traffic breaks. >> i am. we are looking to the lower deck getting out of san francisco approaching treasure island, reports of a disabled vehicle, i don't see traffic stops. i see traffic moving slowly. speed sensors showing as you approach treasure island looks like everything is okay, it would only be your slow lanes. the approach towards the maze is all right, but wet roads and foggy conditions in the north bay as well. yellow highlights are where it's foggy, the green is where it's damp, that includes eastbound highway 4, there was one person driving the wrong way. another overnight wrong way driver, this one it sounds like has pulled over to the shoulder after a traffic break a few minutes ago. i will track that situation between pittsburg and over toward antioch. the rest of the bay moves smoothly. i will talk about this area around 237 where there was a lot of activity a few minutes ago. we are following some breaking news out of south carolina where four law enforcement officers have been shot during a manhunt. this is new video from the scene. it happened early this morning in york county about 20 miles southeast of charlotte. the charlotte nbc station says three deputies and a police officer responded to a domestic violence call. the suspect took off and police say later opened fire while on the run. two separate times. during the second shooting the gunman was shot and taken into custody. so far there is no update on the condition of the officers. also breaking overnight, another mistaken missile warning, this time in japan. >> a broadcaster is apologizing after a news alert went out on its website. the correction was issued five minutes after the initial report. this comes days after a false alarm in hawaii sent people into a panic over the weekend. that correction took nearly 40 minutes to make. developing this morning a chp officer is hospitalized following a chain reaction crash in the east bay. it happened last night on highway 4 near port chicago highway in north concord. authorities say a parked suv flild over after being struck. it partially landed on top of the officer who was riding up a -- writing up a ticket report on the side of the freeway. we spoke with the driver who got out to help. >> i lifted the car off him, but this gravel it made me feet slip so it fell back on him, but a couple other guys came up and we were able to get the car off of the officer. >> a witness said another crash occurred as the officer's motorcycle spun into traffic. in all eight cars were involved. that crash backed up traffic for hours. our pete suratos is at chp headquarters in martinez, he will have a live report in the top of the hour. now to a horrifying story out of southern california. today we could learn new information about a disturbing investigation involving 13 children allegedly being held captive by their parents. >> many questions are still unanswered right now. this all happened in the city of perris about 20 miles south of riverside. one of the daughters escaped and called for help. nbc bay area's anchor raj mathai has more on how this unfolded. >> reporter: early sunday morning police say a 17-year-old called 911 saying she escaped from her home where her brothers and sisters were still being held captive. after talking to the teenager police contacted david and louise turpin at the home in perris. inside they found a dozen children as young as 2 and as old as 29 dirty and malnourished, many looked much younger than their actual age. some were chained to their beds, the interior of this home dark and foul smelling according to the officers. the children were given something to eat, something to drink and rushed to a nearby hospital. >> it's unfortunate to see this. it's actually heart breaking for the staff and just it's unbelievable what you see. >> reporter: people in the neighborhood say they rarely saw the kids. >> they looked very white, like they never got sun at all. >> you could tell that they were cautious, that they didn't want to look at people. >> reporter: the parents are charged with child endangerment and torture, each held on a $9 million bond. >> there is also a link between the parents and other children, real estate records reveal that david turpin owns a private children's day school near the family home. authorities in the north bay are investigating a shooting that happened a little after 8:00 last night near cook school park south of highway 12 in santa rosa. police say a 17-year-old was shot but managed to drive to a nearby medical center for treatment. his injuries are not life-threatening, police are providing no further days. this morning officers across the bay area are on a lookout for a man at the center of a child chase that ended in the south bay. the pursuit began in san francisco and ended by a sunnyvale golf course yesterday. officers say the suspect was in a stolen truck and crashed, before officers began their pursuit the owner of the truck says he was chasing the driver first. he spotted his truck on 101 and called 911 while his friend recorded video. when the chp tried to stop the suspect they say he drove on to 237 the wrong way and crashed the truck near a golf course. officers never got him. he took off and is still on the loose. happening today, transportation leaders in san francisco will vote today on a new pilot program to limit parking permits if provided it could cover a small section of bernal heights. visitors there will have to pay to park. each household will be limited to two permits with the max of one per person. the city currently allows up to include marketing materials and they will work with key brand partners. the company will launch the cvs beauty mark, a water mark to highlight images that have not been altered, that includes changes to a person's size, shape, skin or eye color. a new report finds 40 million americans now own a smart speaker such as an an amazon echo or google home. the report which is based on data from npr and >> parts of the bay area seeing some rain this morning but as we take a live look outside in fremont here it's still dry. partly to mostly cloudy skies. we will continue to see the clouds rolling by throughout the day and temperatures warming up into the low 60s. i'm tracking that rain and where it's falling and what's next, that's coming up in the forecast. and we will track what's next for the roadways affected by kari's forecast as well as some earlier traffic breaks. we will show you the latest status around the bay. plus business in the sierra is suffering from lack of snow. a look at the rough winter season. richmond- san rafael bridge and good morning to you. live look now out at the richmond-san rafael bridge. a little wet out there on the roads, but a good thing for the area. right now the time 4:45. >> we need some snow. sierra businesses are starting to feel the pinch from what has been a less than is it stellar season snow-wise. ski resorts so far are relying on snow making. over the holiday weekend slopes were less crowded with only about half of the runs open at boreal mountain resort. a resort spokesperson says there is still time for a turn around. >> we have the opportunity to groom every inch of the snow we have out here right now and with that snow coming in we will drop ropes and expand terrain. >>s there' always a guy named tucker. 80 inches of snow has fallen so far this year at squaw. last year at this time squaw had 281 inches. what a difference. some hotels in the sierra say bookings are down more than 50%. i went up a couple weeks ago. i went ice skating. there wasn't enough snow. >> i do have something that looks really great in the forecast. we have three storm systems moving in, this first one, it's barely doing anything and most of the rain has been just to the east of us at over parts of the north bay. this one was expected to be a weak one and it kind of misses out on parts of the bay area. while we are seeing some rain in the east bay and now moving over toward the sacramento valley, but we get a closer look at what's happening here, some spotty light rain and once it moved over the north bay it did bring in a little bit more of the wet roads and moisture, but we are seeing the storm systems lining up out there in the pacific and a lot of clouds, so this will be rolling in as we go into the next couple of days. so starting out this morning getting dressed you see that it is a cool and soggy start and you do need a nice warm jacket. make sure you have a hood just in case you get caught in one of those light showers but our chance of rain is only for this morning. the rest of the day will be mostly cloudy and cool so you do need light long sleeves. if you are going to the beach keep in mind we do have that high surf advisory continuing until 4:00 today, our breakers could reach 15 to 18 feet so still choppy out there. our next storm system will be moving in on thursday afternoon and where we do see the blue, that's sierra snow. so it looks like this next one will bring in heavier amounts of snow and some scattered showers for us between thursday and friday. saturday is all dry and then sunday another storm system moves in and that could also bring in some additional rainfall totals. we are also going to continue to see more rain in the forecast for next week. we were talking about just how low that sierra snow, we are only at 29% of normal around lake tahoe. statewide average of 25%. i want to show you what's in the forecast here. looking at the potential of getting maybe 50 inches of snow at twin bridges. so some of those ski resorts could have several feet of snow over the next several days so that looks awesome as we are trying to catch up with our normal amount of snowfall totals. we will also get some rain here, looking at the waves, the showers coming through early this morning, the rest of the day dry. tomorrow dry and then thursday that rain returns. so i will talk more about that as we read over to mike we're getting an update on how the commute is rolling. >> we had a few traffic breaks to report earlier, they are all cleared. over here the bay bridge that traffic break cleared on the lower deck, no more disabled vehicle there, highway 4 the wrong way driver incident has been taken care of with no injury, no crashes. over here there was some debris, southbound 880 had three vehicles on the shoulder at the transition to 237 that has just cleared up. now, we are talking about the travel times getting to the bay bridge, just great, no problems here. this mist and drizzle, wet roadways from the richmond bridge on the san rafael side you deal with fog. slicker roadways and tougher visibility in the north bay. back to you. this morning we are seeing the moment that led up to a car going airborne then crashing into the second floor of a southern california dental office. you're seeing the after matt of that crash on your screen. no you to the dash cam vehicle this is from a transit authority vehicle. you can see right there, that car take off, fly across the street slamming into the building. right into the building. investigators say that that car was going too fast when it hit a raised median and flew into the air. that car caught fire after it crashed into the building. police say that driver admitted to using narcotics and was taken to the hospital along with the passenger for just minor injuries. continuing coverage of the deadly mudslides near santa barbara. the rare shutdown of highway 101 will last at least another week. workers say it's still very muddy and dangerous. crews are working 24/7 to remove boulders, trees, crushed cars from the freeway. the water receded enough to allow workers to begin scraping away that mud from the asphalt. this all stems from last week's mud slide that killed 20 people, four people are still missing this morning. at 4:50 right now, this morning we are learning about the people who have tied from the flu in california, that includes a san jose another. katie oxley thomas died just two days after being diagnosed. she was a 40-year-old mother of three. she started feeling sick around new year's day and on january 2nd she went into urgent care, then to the hospital. her boyfriend says she continued to get worse. >> from the time i took her to the hospital to the time she passed was about 18 hours. it's scary how fast it happens. and it doesn't matter how old you are. she was very healthy. >> that's sad. health officials say this flu season is on track to being the worst in a decade. they urge anyone who has gotten a flu vaccine or has not gotten one to actually get one as soon as possible. more details now, we told you yesterday that health officials say 42 people have died in california from this flu this season. many are under the age of 65. the l.a. times has details on the death toll from state officials. the cdc has basic advice, stay home when you are sick, wash your hands and try to just avoid people who have the flu. coming up on "today in the bay," what in the world would keep these people waiting in line for hours. the hot new product coming out. but first happening now, breaking news in the philippines, two more cities are being evacuated as a volcano continues to erupt. the lava is spewing from the volcano. more than 12,000 people have already been evacuated. plus the san jose sharks radio play by play announcer is calling his 200th regular season game today. he has called every regular season and stanley cup playoff game in sharks rafael. we will have more showers in the forecast if you missed out on the wet weather this morning. i will talk about where we could see more rain and when. and where you can see more lights, here in already up and moving. you do need to leave a little earlier this morning because we are going to have some fog and some wet roads in parts of the bay area. we're not seeing the rain everywhere and in the south bay we may miss out on the showers all together. we are already seeing it pushing off towards the east and we have seen it across parts of the east bay into the tri-valley and moving into the central valley. as we go through the rest of the day we will be drying out, but still partly to mostly cloudy skies as we get a closer look with some patchy fog. here is a look at our high temperatures, it's going to be a nice one with peeks of sunshine and highs in the mid 60s for the south bay, up to 60 degrees in santa rosa. we will talk more about that, but, mike, fog may be a factor for the drivers. >> you showed them this shot earlier, this san rafael camera shows how tough to see when you are in the middle of the cloud layer, it's not quite down at the road level but you can see the glow from the lights and a sheen on the roadway. that's where the orange and yellowish colors are on our maps. there's novato, san rafael where our camera was at the bottom of that. the east bay is smoother but they got hit with rain so there may be damp conditions at times. the tri-valley no real slowing right now. traffic is easy. it is breaking news that we're following out of
