but was that an isolatesed incident or the first of many water zis dift after theers awaiting the stay? what do we know about this emergency and how it could affect other issues? >> we're learning more than people originally thought, that's for sure. it turns out that oroville has been in question for nearly a decade, michelle, nearly a decade. a civil engineering expert at u.c. berkeley reported that structural problems in oroville back in 2008. but those concerns, well, they went unheeded by state policy makers. so the problem, in fact, goes beyond oroville, that's the real issue because a recent support by the american society of civil engineers, the nation's premier civil engineering association, found that 48% of the state's 1400 daps were what they call high-hazard structures, in need of immediate maintenance. so the issue, as we've discussed, goes way past oroville. >> well this infra struck stur could be the difference between life and death. how is this happening? >> not surprisingly much the problem stems from the lack of capital investment by the state. so consider this. over the past 50 years california's capital investment in dams, leif vis, roads, other structure components has plummeted in the 1950s and '60s, california 2020 cents on every capital projects. by the 1980s it dropped to less than 5 cents per dollar and today it accounts for 1 cent per dollar. all this over time has led to a huge bill for dlefrd maintenance. for dams alone, it's estimated at about 2.8 billion with a "b" dollars are needed per year for the next ten years just to keep up with maintenance and that doesn't include any new construction. >> that's a lot of money what the. >> what is the state doing or what can it do? >> as in many cases, state legislators, they're being reactive rather than proactive, for the moment at least governor jerry brown has redirected 50 million, that's with an "m," dollars in emergency funds for flood smons response and asked state legislateterstor sfooed speed up 4 million voter approved bonds in 2016. but that's just a fraction. that's a fraction of the amount needed to bring up this whole thing to speed. so, for example, repairs for the oroville dam alone are likely to cost up to $200 billion. and even the latest estimate for repairing the damage caused by the creek overflows in san jose a couple weeks ago are north of $100 million. so the money adds up fast. >> and this isn't just about the money, it's also looking forward what can they do to fix these problems before they're really big issues. >> yeah. well, as with any other policy investment area issues, we have to find the money. the revenues through taxes, whether corporate or individual, long-term bonds or perhaps even a user fee program. then there's the possibility that california might receive money from the federal government, particularly if congress adopts president trump's proposal for a $1 trillion infrastructure program over the next ten years. of course no one knows when that will happen at all, if ever. so meanwhile, engineering experts, well they warn that california must act now to avoid more levy breaks than the one we experienced just recently. until we do we will be a state did he pendant upon the whimz of our friend mother nature who has not been very kind to us in this respect.
