From yesterday. We dont have the rain and the puddles and the low visibility as you head out this morning, much improved conditions. Look at what the temperatures are right now at 54 degrees in napa, 58 in san jose and 60 in San Francisco. Todays forecast brings it into the low 60s. Youll see temperatures rising much more from where we are now, but at least we dont see heavy rain. Ill talk about it and well get a look at the rain, the heavy rain that moves in overnight. Thats coming up. But mike is tracking a crash now in sausalito. Its been there for a while. Talking about no rain this morning, but we still have a mist and slick roadways in the north bay. Weve seen that from time to time. No surprises for the south bay or the east bay unless the surpri surprise. Slowing south 101 towards spencer avenue where the overturned vehicle has been there for a while. Chp says thats the only issue and they may have to block a third lane. Hopefully this will clear quickly south of lincoln drive. The backup at the bay bridge visible over here. Note, if youre getting toward the bay bridge, it may be a problem as you travel past the mo muss scone any center. Breaking news were covering this morning right there at howard and 4th. New video into our newsroom this morni morning. Talked about water gushing from overnight, about 2 40 in the morning. It happened in fourth and howard. You saw the flooding on the streets over there this morning. Today in the bays rick boone is live at the scene to explain what happened and certainly how its impacting traffic and people who live in the area, rick. Reporter yeah, big time, laura and sam. Let me give you an idea what were looking at. Were at the side of the Moscone Center. Theres flood from the basement, thats the aggressive water you see at this time. This seems to be the biggest danger from this water main break. We found out the residents inside the wolfe Senior Center apartments, they had lost their water pressure. But the ut wahher department told me they redirected that water pressure so theyre doing okay this morning. This is the problem. If thats flowing through the building, what damage is it doing . Well find out as the morning goes on. As sam said, this started around 3 00 this morning. Water gushing basically from the ground up, from 4th and howard from a 12inch break. There are water crews here, fire crews here doing whatever we can to clean this thing up. The break has been pretty much capped. A little pressure in that pipe. The other area of concern, people losing water pressure or any other water issue, the bigger issue is the Moscone Center behind me. That is the problem because theyve got to figure out what damage this is doing to the area and also cleaning up all this mess. 4th and howard is just dirt and mud. The intersection still closed down. If you need to get through this area, its not going to happen. The reality, water main break, you want to know all about it, look through this gate right here. Now all 36 victims have been identified, as the grieving deepens, the investigation into how the fire started is just be going. Investigators have called in a special Forensic Mapping Team that should arrive later today. In the meantime, friends and family of the victims continue to come to the site to pay their respects. He was just wonderful. He was fun to be with. He was a very positive person. He was a oneofakind talent. I pray and i hope that we can look at safety for our other artists. Last night the Oakland City Council approved declaring a state of emergency for the fire. The declaration allows victims families, businesses to apply for state funds to help in recovery efforts. A lot of tears on the cal campus. Five of the 36 People Killed in the fire had ties to uc berkeley. Family and friends came together writing messages on cards and poster boards. Inside about 50 people gathered to pay their respects including the twin sister of vanessa plotkin, one of the victims. Vanessa is still here. I can feel her everywhere. She could always make anything beautiful. Memorials and public vigils continue throughout the week. You know a lot of people looking for some sort of escape this week. Bay area sports have been that sort of refuge during what has been an emotional week for the city of oakland and the Bay Area Community in general. Fans packed rickys sports bar to watch the raiders take on the kansas city chiefs. The warriors were also in action last night. We spoke with fans who admitted this was a great way to try to get their minds off this weeks heavy issues. It takes away from all that, all the negativity and bring something positive to the town. A positive thing. People are looking for something, instead of a negative thing, they want to see a positive thing. This is a positive thing, your team winning and playing. Residents in one south bay neighborhood are reportedly asking to make a temporary fence designed to keep out crime permanent. The mercury news reports the fence is located along rose crest terrace near lincoln high school. It went up after a string of crimes during the summer where criminals passed through an easement. City leaders approved lifting the easement to allow the fence in the short term. Council members will agrvote on whether to make it permanent. A san jose teacher is accused of a sexual relationship with a male student. 32yearold trudy hill is charges with having a relationship between august and november of this year. The spup sen dent sent a letter out saying the district is shocked and disturbed by the allegations. Dog lovers are a little disappointed after the final release of a set of offhear rules for the golden gate recreational area. The National ParkService Released the final Environmental Impact statement along its beaches and trails. Offleash area will be respected to six areas, four in San Francisco and include crissy field. 90 of the old offleash areas will be eliminated. Good friday morning. The biggest impact to Pay Attention to at this point, there are street closures on 3rd and 4th streets. A third lane is coming to the richmondsan rafael bridge. Tonight the public has a chance to see what it will look like. Several Bay Area Transportation agencies are holding an open house about the construction at san rafael city hall. Crews will convert the right shoulder of eastbound 580 into an extra lane. That lane will be between sir Francis Drake boulevard onramp to the richmond parkway exit. As we were mentioning a second ago, is a parents worst nightmare. A 41yearold woman is behind bars after police say she tried to kidnap a child from a bay area trader joes. This happened about 10 30 at the trader joes at the santa rosa marketplace on santa rosa afterr avenue. Investigators say a mother and her 4yearold daughter were in the store. A child was putting away a small cart when another woman was heard saying something to the effect of, shes mine. The woman grabbed the child and ran out of the store. The woman was later arrested for kidnapping. Roj space and open spaces in east Contra Costa County safer from development. Two deals this week were announced to expand the park in antioch. The first deal is a 50acre hillside between the black die mopped mines regional preserve and contra loma regional park. The developer decided to donate the land to the park district. The district is acquiring an 80acre piece of land. Wall streets post election rally can roll right on today. Futures are higher to start out the morning. The dow, nasdaq and s p 500 all closing at new record highs yesterday helped largely by the energy, industrial and tech sectors. The dow has now posted record numbers 13 times since the election. Today well get data on consumer sentiment. The dow rising 65 points to 19614, the nasdaq up 23 to 5,417. A new study finds barely half of 30yearolds in america are earning more than their parents at a similar age. Researchers at stanford, harvard and university of california say thats an enormous decline from the 70s when nearly all the incomes of children outpaced their parents. Wages are stagnating in the middle class. Tech news now, facebook appears to be copying snap chat again, adding a new feature called the camera effect platform. It allows users make their own frame for profile videos. Its similar to the custom effects and filters on snap chat. A lot of people want to use their phones on planes. The department of transportation proposing Airlines Allow passengers to make inflight phone calls using wifi despite complaints by flight attendants and others that it could be disruptive. Airlines will be required to tell patrons when they buy tickets if its allowed. There were problems at sfo given the weather yesterday. Probably a better story here today. Well head over to a view of San Francisco as we see that it is cloudy out there, low visibility in some spots and temperatures right now at 60 degrees. Heading up to 61 degrees and some patchy fog. And we are still talking about the storm system that will be moving in. So well be enacting the storm ranger as we go through the weekend and tracking the rain as it moves closer. Right now the moisture is being cut off, but the next batch of energy that will be training over the bay area arrives later tonight. We still have light rain and green on the radar as it continues to move through the east bay. We have rain that is approaching 580. As you move farther off to the east, were seeing some of that rain as well. Now temperatures are much milder, 55 degrees in livermore and morgan hill as well as palo alto and 54 degrees in napa. Some spotty light rain in the forecast as we go hourbyhour, and we will have at times breezy winds and more breaks in the rain today. Its not as soggy as yesterday. Look what happens as we go into late tonight. We start to see the rain lining up just to the north of us. Then it moves to the south as we go into tonight and early tomorrow morning. Some pockets of heavy rain will be possible. Here we are, 6 30 in the morning. Bright yellows and reds here showing we could have heavy rainfall moving through, moving from north to south. It will be with us at least through noontime. Then we get clearing as far as the rain. Skies dont clear until later tomorrow night. This weekend is looking drier, at least for sunday. But not before we get an additional quarter inch of rain at least heading over to the east bay, a little higher. The forecast shows we hold our temperatures steady in the 50s and still more weather systems moving through next week to keep it wet. As we head over to mike, looking like a crash at the east bay. Thats right, on the bay bridge. The funnel point where the east bay goes over towards San Francisco, were looking at the bay, some debris might be across the dumbarton bridge. The other bridge the more major issue, the bay bridge. A fenderbender off the eastshore freeway. A look at the bay bridge live camera, we had fire truck and crews there. Still one set of flashing lights out of the fast track lanes toward the toll plaza. That is blocking one lane. It looks like they might be doing more work just past there. Theres the chp vehicle as well. The fire trump and the big distraction has cleared. Traffic moving relatively slowly for the hov lanes and even the fast track lanes. A smooth flow for the rest of the bay. Southbound through sausalito near lincoln, jammed up near spencer where the tow truck tries to clear the vehicle overturned there. Despite sharing a liver and other vital organs, theyre lively, giggly toddlers. Now for the first time in separate beds. For mom, its a miracle that will take time to get used to. The first time i saw the girls, it was very surreal. It still seems very surreal when i see oneonone side and the other on the other side. It has been a long journey to get here, but weve been a dream come true. Each girl is going to carry a portion of the other one, a portion of shared organs. Each one has one leg. A third smaller leg was used for skin grafts. Doctors say the surgery went as well as they could have possibly hoped for. The girls will stay in intensive care for about two weeks.
