morning commute. you see it playing out right now. a break in the action over san jose. we are seeing the rain around marin county up through the north bay. you can see moderate rain at times right now. we will see rain at times through the morning commute turning heavier as we head into the evening. highs today staying mild. upper 60s, meantime on the central coast, flash flood watch as heavier rains arrive as we head into the afternoon and our own evening commute. >> we'll watch for the changes again. damp roadways impacted as robbed talked about already seeing some overnight activity. that's where you'll see green highlighting on my maps, contrasting with rob's green that shows rain overhead. over here we had police activity which just cleared. it was affecting the hilltop drive on-ramp to eastbound 80. it sounds like there was a pedestrian-involved crash earlier this morning. i'll let you know if anything other than that affects your drive. no delays for the b.a.r.t. system. with rain coming in, we'll also watch for delays on the ferry system. we'll update the situation in richmond. like rob mentioned, it's already raining in some parts of the bay area. we are covering the latest storm from all different angles this morning. >> across the bay area. we begin with "today in the bay's" bob redell out on the roads right now. i understand 101 northbound, bob? >> reporter: northbound 101 in san jose heading up the peninsula. good morning, laura and sam. if there was a way for you to get on the roads right now, now would be the time. as you can see, it is very dry out there. we do have water on our windshield. that's from earlier overnight, the roads are dry, we're not anticipating the rain according to our weather radar and what our meteorologist rob mayeda has been saying until later in the commute. this green blob is the future forecast according to the weather channel showing the rain coming into the north bay and into the peninsula. something to keep in mind as you're ready to head out on the roads. we did see light rain, my photographer, henry and i, if we came from the homes in the east bay. once we got in the south bay, you can smell it in the air. as you are getting ready for work this morning, remember, if you're going to be hitting the roads within the next hour, it is going to be wet out here. if you recall that storm from a couple weeks ago, i saw on the roads, a lot of people solo spinning out, not remembering how to drive in this wet weather. you want to keep your distance between you and the driver in front of you. we'll have reports within the next half hour, 60 minutes and so on. bob redell, "today in the bay." >> being in the car with bop, thanks so much. as a new storm moves in, there are concerns about erosion and flooding. this is video from the loma fire. santa clara valley water district says they will have sandbags available for anyone who might need them. several other counties are also weather alerts for your neighborhood. as mike just mentioned a second ago, new this morning, police activity in richmond. authorities there are investigating the discovery of a body not far from hilltop mall in richmond. right now the chp is only saying a little after midnight a pedestrian was found dead near the hilltop drive on-ramp to eastbound i-80. no word on how they think the body ended up there, what kind of crime, if any, was committed and whose body that is. we're reaching out to richmond police to try to get new information for you. higher percentages of blacks and latinos are criminally charged in santa clara county than any other racial group. that's the conclusion of a new study by the santa clara county district attorney's office which finds latinos represent nearly half or 45% of all criminal defendants in the koun. 10% of those charged are african-americans. 24% of defendants are white. as for asians, that figure is 9%. the d.a.'s office plans to conduct further studies on the reasons for the disparity. still not fixed. computer problems continue to persist at dmv branches across the state. hundreds were turned away at the legislator branch yesterday. a computer system failure is the root of the problem. it started on monday. needless to say, people are frustrated. >> super frustrating. you know how dmv is, not a pleasant experience anyone. >> like the military, hurry up and wait. more than 100 low cakes across the state including 6 in the bay area. the last sparks before winter. fire pits at san francisco beach are about to be removed. firefighters today will light the fire pitsality 10:30 this morning to light the last of the season. they'll be there teaching preschoolers about fire season. the no-burn system begins next tuesday. they won't be allowed again until next february. game on as the chicago cubs manage to split the first two games of the world series. >> first king james and his cavalier court ascended last night's game. chicago's kyle schwarber had other ideas. the guy missed the entire season with a torn knee. he went 2 for 4 with two runs batted in. the cubs win 5-1. schwarber was a last-minute addition to find out why a blue whale died and washed ashore. it was found near thornton beach and daly city yesterday. it was a rare discovery to see it there because the species is endangered. the last blue whale discovered in the bay area washed ashore in 2010. happening later today, a south bay father accused in the deadly beating of his own baby returns to court for the first time in almost two months. san jose police in august arrested matthew zabala. he's facing murder charges in the death of his 6-week-old daughter. doctors say she suffered a fractured skull and multiple broken bones. that's not all for zabala who faces separate charges tied to suspected domestic violence. two san francisco city workers are being called heroes this morning for stepping in to stop a bloody knife attack on market street. footage shot after tuesday's stabbing show police officers holding down the suspect identified as a 37-year-old transient. police say the suspect asked a 49-year-old man to borrow his pocket knife and attacked the knife owner form no reason. two mta workers saw the incident unfold and they got out of their truck and tackled the attacker. >> saw a gentleman lying on the street who was fairly injured. it almost looked like six or seven emts around him with a giant crowd had gathers. the mta cited the workers for their bravery. the victim is expected to fully recover from his injuries. >> mta as first responders there. up next, standard operating procedure. you check your windshield wipers, tire pressure. what about other ways forgetting around in the city in the already raining in many parts of the bay area. a new wet weather solution for cable cars in san francisco. a special type of crushed glass is being used in combination with a rubber-like adhesive to help keep the cable car operators from slipping when they turn those cars around at the end of the line. in the past they used things like duct tape. but now there's a much better solution. really? >> duct tape? >> they tried it, too. >> if you haven't tried duct tape, hey, did you try duct tape. >> not going the gorilla glue route yet. >> it's something you don't think about. this morning it will impact the morning commute at times. we've been seeing the showers leaving the south bay. the north bay seeing moderate rain at times moving from south to the northeast. you'll see the radar filling in offshore. that's the next batch that will come in between 6:00 a.m. and 8:00 this morning that will make the rain a little more widespread. totals between now and 6:00, nothing too heavy. the areas in blue picking up the heavier rain. generally less than a quarter inch of rain at least during the day. the main focus of the system coming in after this evening into tomorrow morning. we'll see highs in the mid to upper 60s bay area wide, mostly cloudy skies. notice the uptick in the rain intensity. overnight pockets of heavier rain. that's tomorrow morning's commute where you can see thunderstorms and outright downpours for friday morning, transitioning into a drier forecast as we get into friday evening. the main event coming up as we head into this evening, into tomorrow morning. we'll be looking at a rainy start to friday. next round comes in on sunday. another system due in on tuesday. notice the temperatures here staying in the 60s which means high snow levels initially, and trending cooler as we head toward the beginning of next week. the storm timeline, we've got the system through friday. saturday should be a bit of a break. another storm system comes in on sunday. halloween, ghostly cloudy skies. let's give you an hour-by-hour forecast for halloween. the morning is mostly or ghostly cloudy. as we head towards the evening, 7:30, rain try to show up in the north bay. trick-or-treat time early, that's the treat. the trick comes up between 10:00 and midnight as the rain makes a comeback monday night into tuesday. as we head to the sierra, snow levels dropping close to 6,000 feet as it moves through the weekend. here is the silver or frozen lining to the forecast as we go through the three storms. look at that snow adding up in the sierra as we head into halloween night into tuesday of next week. we'll watch for the changes and keep that in mind when you're choosing what you're going to wear or your kids will wear on halloween night. over here toward the rest of the bay in the green highlighting, we've already had still wet roadways on 580 -- disabled vehicle on 580 into livermore. not a major issue. this is of much more concern, southbound 880 approaching whipple road. we have a crash blocking three left lanes. a traffic break coming into the area over the next few minutes. we will track that and get your word on any injuries and when chp hopes to have those reopening. they just arrived on scene. over here getting toward the bay bridge. still at 13 minutes from highway 4 out of the maze, no major issues as far as that flow of traffic. the south bay we have damper roadways but bigger changes to come. 4:49 right now. twitter did as expected and announced today it is cutting staff, and it is a significant contradiction with as much as 9% of the company being laid off. scott mcgrew will take a closer look coming up at 5:15. other business news now and on the heels of announcing its fourth quarter earnings, we're morning. wall street could be in line for another mixed session today. futures are indicating we could open flat to possibly slighter lower this morning when the opening bell sounds. investors will be focused on earnings reports today. boeing did help to push the dow higher yesterday while apple weighed on the tech sector. today we're looking for data on unemployment and housing. but it is also the heaviest day of earnings season. that means we'll hear from the likes of ford, ups, twitter, google and amazon after the bell today. the dow rising 30 points to 18,199. the nasdaq falling 33 to 5,250. samsung is vowing to recover quickly from the disastrous recall of the galaxy note 7 phone which can overheat and catch fire. the company reporting quarterly earnings for the mobile division plunged 96%. sale of notebooks and tablets  account for most of their profit. apple's wireless headphones were supposed to be available this month. the company says it needs more time to make sure the product is ready for customers. they were praised but are technically complex with sectors that can detect when you put them in your ears. i'm sure apple wants to make sure they are absolutely perfect before
