lot of people consider labor day the end of summer. >> maybe by tuesday, we could have showers. take an extended look at that. >> stay tune for your extended look. we want to begin with developing news this morning on the peninsula. northbound lanes of 101 are shut down in san matemateo. the closure began around 3:15 this morning because of some incident. this is video from a couple hours ago. we have reached out to the chp. they're not telling us why the free wdid freeway is closed. we saw a dozen patrol vehicles. this is a live look at the scene now that the sun has come up. there are, as you can see, a dozen patrol cars on scene. an ambulance as well. officials tell us they will give us a media briefing later this morning. we will bring you that information as soon as we get it. in the meantime, take alternate routes if you plan to head north on 101 on the peninsula. now to about a dozen storage units that have been damaged in a late-night fire at a public storage location in the south bay. the fire ripped through this public storage in san jose just after 9:00 last night. flames quickly spread. this is in the area on felipe avenue near the intersection of 680 and 101. the fire was knocked down by 3:30 this morning. investigators are on scene to watch for flare-ups and determine the cause of the fire. by the way, this isn't the first fire at this location. there was another large fire at this same storage yard back in august of 2013. at least two bart riders were injured when a man slashed them with a sharp object. it's unknown if it was a knife. witnesses tell us it happened just after 7:00 last night. there was sort of altercation at the fremont bart station platform. one witness says he saw part of the attack and then that attacker stole his bike. >> i saw far from where i was somebody threatening in the bart. by the time that i move backward, there were two fighting against him. there were already someone bleeding. >> that suggespected made it a a staffing emergency tuesday. the mayor says he supports that move but says that will only be a band-aid. >> multiple overtime shifts are the worst thing we can have if we're trying to ensure that officers are responding well, are responding with the best information, with the clearest thinking. it puts them in an unsafe commu situation. >> the mayor is calling on voters to pass a measure to ease the staffing shortage. critics say the leak of this memo is a stunt designed to scare the public into passing a bad plan. donald trump is coming back to the bay area. the gop presidential candidate is expected to host a fund-raiser tomorrow in wine country. the napa valley register is reporting that tickets range in price from $5,000 to just under $500,000. hillary clinton was in the bay area just days ago raising money for her campaign as well. at a reception co-hosted by tim cook of apple. on the campaign trail a tweet from donald trump continues to draw sharp criticism 24 hours after the initial tweet. it happened after the shooting death of nba star dwyane wade's cousin in chicago on friday. she was pushing her baby in a stroller when two men began shooting at one another and she was caught in the crossfire. trump tweeted, just what i have been saying, african-americans will vote trump. while many have been blasting him following that tweet, trump continued to target hillary clinton's record with minorities in the battleground state of iowa. >> how quickly people have forgotten that hillary clinton called black youth super predators. >> clinton herself did not campaign yesterday. she stopped by an fbi office in new york for her first classified intelligence briefing as an official presidential candidate. that's standard practice for both presidential nominees. trump had his first briefing earlier this month. back here in the bay area, an east bay community gathered yesterday to support a former high school football star paralyzed just one day before his high school graduation. jake became handicapped from the chest down back in june when he jumped into a friend's pool. last night, friends, family and community members attended the gala at night will go to that cause. we have more ahead on today in the bay. coming up, fans burning colin kaepernick's jersey after his bold protest at friday night's game. what the 49 new head coach is saying about kaepernick sitting during the national anthem. all of a sudden it was a huge loud noise. >> a piece of an engine falls off a plane midnight. what happened and what the pilot did next. welcome back. it's 7:10 sunday morning. a live look outside at the cloud cover over dublin. the sun is shining in the distance. you can see the wind farm in the foreground. anthony slaughter says perhaps we could see rain as we close in on labor day.colin kaepernick's not to stand for the national anthem has sparked heated debate. today in the bay has the fallout. >> reporter: one bay area fan against the packers. >> i don't know. i find it interesting. >> reporter: this woman and her husband were at the game. >> i don't care what your excuse is. it's the national anthem. you are an american supposedly. stand up. be proud of it. be proud of the people who died for this country and fought for it. >> reporter: bay area football fans are divided. >> i don't agree the way he is doing it. a mra i applaud him for not sitting still. >> reporter: he said he was not going to stand up and show pride for a flag and a country that oppresses black people. he said wasn't backing down from his stand. >> he is 100% behind his cause to the point where he even said they could take football away, they could take endorsements away, but i'm going to stand up for what i believe is right. >> reporter: kaepernick said he did not inform the team about his decision to protest the national anthem. the head coach chip kelly had this response. >> we recognize the right of any individual to choose to participate or not participate in the national anthem. so doesn't the league. the league's statement is they encourage them but it's not required to stand during the playing of the national anthem. it's his right as a citizen. >> reporter: it's not the first time he remained seated. he did the same thing last saturday during a preseason game against the broncos in denver. we have more >> yeah. it's pretty surprising. it's usually just college kids. >> investigators are checking surveillance tape to see if they can find any clues into who shot and killed courtney brown. under staffed and in need of assistance. that's the message at the san jose police department this weekend. a memo sent to the staff reads in part -- things are so bad, the police chief tells us he plans to push the city to declare a staffing emergency on tuesday. the mayor supports that move but says it will only be a band-aid. >> multiple overtime shifts are the worst thing we can have if we're trying to ensure that our officers are responding well, are responding with the best information, with the clearest thinking. it puts them in an unsafe situation. it puts the community in an unsafe situation. >> he is calling on voters to pass measure f in november. it will help ease the staffing shortage. critics of measure f say the release of the memo is a stunt designed to scare the public into passing a bad plan. all they want is to get back on the job. injured workers tell us the state system that's supposed to help them heal is stringing them along. more than one and a half million calli californians have open workers compensation cases. we investigate. liz wagner from our investigative unit has a story that impacts many people. >> reporter: ryan snyder is a proud chp officer who patrolled the north bay on his motorcycle. >> when you go away from something and you have an impact on somebody's life, that is something you don't ever forget. >> reporter: he was in napa on august 3, 2013, when a drunk driver turned in front of him. this is the dent he made in the car. he hit the pavement, chin first. >> i still got the scar and some of the asphalt to go with it. >> reporter: he got stitches and surgery. three years later, his neck and back still hurt. >> you squirm and you sweat and you twist and you move. there's no getting away from it. >> reporter: he says he is in constant pain. in and out of work. and fed up. >> i feel really frustrated. really, really frustrated. >> reporter: routine denial and delay in treatment have drug out. >> they never get approved. it's hard to get better under those circumstances. >> reporter: his doctors' requested and are-requested medical services more than 300 times. the insurance company approved many drugs. but denied treatment his doctors say would have fixed the pain, like this one. the pain management specialist performed it in june. but doctors requested it four times since last october. what are you doing while you are waiting for these treatments to be approved? >> most of the time, just hurting. i've spent a lot of time just laying on a heating pack. >> reporter: he has burn marks on his back to prove it. but he had to pay for the heating pad himself. >> worker's comp denied the heating pack. >> reporter: the state requires utilization review to decide if treatments are necessary. doctors working on behalf of employers or insurance companies approve or deny care based on a set of guidelines. we asked the state for complaints about the review process. in one year, 2013, injured workers, their attorneys and their doctors submitted nearly 1100 complaints and thousands of pages of documentation. this person says, delay and denial tactics have caused deterioration of body parts. another writes, i have suffered needlessly for too long. are workers getting the medical care they need? >> no. >> reporter: this man is a primary care doctor. >> this is an ice pack. >> reporter: he has seen more than 5,000 injured workers in his career. he says the reason reviewers deny treatment often don't make sense. >> we tell them we can get them better. we give them hope. then utilization review takes it away from them. >> reporter: he says the problem got worse after 2013 when the state enacted new worker's comp reform. the goal, cut costs and improve care to workers. employers are saving more money than expected. it may come at a price. >> denials have increased to all-time highs. >> reporter: this doctor shared numbers from his practice. reviewers outright approved 10% of requests last year. >> we look at many other practices around california, pretty consistent there's a lot of the denial. >> reporter: the california medical association surveyed doctors in 2014. two-thirds report difficulties obtaining authorization for care. >> one thing i would never wish upon anyone who is injured is to be injured under a workers' compensation claim. it's a nightmare. >> reporter: research by the california work ers' compensatin institute paints a different picture. t the group found 4% of treatment is modify order denied. this man says most patients get the care they need. it's people with complex injuries who suffer. >> the experience with workers who are being denied care speak louder and more difficult stories. >> reporter: our investigation found it's impossible to know how many treatments get approve order denied. the department of industrial relations, the agency that oversees worker's comp doesn't keep track. is it a problem that outcomes aren't public information? >> they should be general knowledge. >> reporter: asked the director for an interview. our request was denied. today, at age 35, with three kids to support, officer snider is facing possible medical retirement. >> a career that's been a dream since i was a teenager. >> reporter: as he fights for his job and treatment, he wants lawmakers to hear this. >> changes are direly needed. we have got to do something to fix this. >> the director released a statement supporting a bill that would send fewer requests through the review process. she says this would speed up care to injured workers and get them back on the job faster. if you would like to read the full statement, go to our website, nbcbayarea.com. if you have a tip for our investigative unit, give us a call at 888-996-tips or send an e-mail to the unit. it's a push and shove between parents and the court. a federal judge has denied an injunction against california's vaccination law. in the order, the judge wrote that state legislatures have a long history of requiring children to be vaccinated as a condition with school enrollment. this injunction was filed last month by a group of parents against senate bill 277, which requires all schoolchildren to get vaccinated. opponents say families with certain personal beliefs should be exempt. this ruling means the law will continue as is. hope solo is taking a break from soccer following her recent six-month suspension. solo's team, the seattle rain, made the announcement yesterday saying she's been granted personal leave by the club. solo received a six-month punishment from u.s. soccer last week for calling the swedish national team cowards after team usa lost to them in the olympics. no word on how long solo may be away from that team. it's just shy of 7:41. we have more ahead. coming up, the raiders play their first game this season at the oakland coliseum. the giants trying to keep pace with the dodgers. they look to make it three wins in a row at at&t park. stay tuned. the good vibes rolling at at&t park. welcome back. the giants were looking to keep the good vibes rolling at at&t park trying to post their third straight win and stay one game back of the dodgers for first place in the nl west. let's head to the yard. second inning. crawford gives san francisco the early lead with this solo home run. unfortunately for the giants, that was all the offense could muster. fourth inning, the braves get the lead with a three-run shot to center. the giants lose. they fall two games behind the dodgers. across the bay bridge to the coliseum, the raiders with a dress rehearsal against the titans. week three of the preseason is when the starters get the most playing time before things get real. a rough day for the silver and black defense. carr and the offense looked ready for prime time. second quarter, he hits for a 29-yard touchdown. oakland takes the 14-13 lead. the titans though would go on to score the final two touchdowns. the raiders lose 27-14. what a roller coaster. more ahead on today in the bay. coming up, new far reaching legislation on greenhouse gas emissions in california. is there more or less than meets the eye? larry joins us live next. welcome back. california long has been considered the nation's leader in managing climate change. this week the state will take another step in environmental leadership when the governor signs legislation that lowers greenhouse gas emissions to 40% below 1990 levels by the year 2030. but as always, not everyone is happy. of course, there are people who will be unhappy with this. can you help us understand what's at stake? >> some weeds here, let's put it that way. it's no secret that california landscape does not sit well with greenhouse gas emissions. the state's massive valley, they trap pollutants. they place millions of californians at risk for all kinds of life-threatening respiratory problems. that concern, of course, has spawned environmental legislation for years, fairly recently in 2006, legislators passed a far reaching bill. that was the global warming solution act, which reduces greenhouse gas emissions to 30% below 1990 levels but 2020. despite claims it couldn't be done -- that's what the auto industry is saying. guess what? the state reached its goal. >> it sounds like a happy ending. why a rush for more legislation? >> there's always something around the corner when it cops to happy endings. with 2020 approaching, the governor and legislator, they have extended the legislation to require greenhouse gas emissions at 40% below 1990 levels by 2030. its landmark legislation, but not without controversy. the pollution reducing efforts have had profound impacts on the automobile makers and the oil industry. why? because gasoline emissions are the single largest source of greenhouse gas pollution. >> you would think that health is the basic concern for everyone. so this would be a priority. >> that's what's behind it. there's no question about that. but it would cost. what cost to whom? f powerful interest groups lined up. it included environmentalists, health groups and alternative nrgs ed energy advocates, solar energy, electric cars and everything in between. the opponents included the oil industry, automakers, business groups like the california chamber of commerce. this coalition tends to prevail most of the time. but california governor brown and legislator leaders managed to overcome the resistance. it may be at a price. understood only by those close to the new legislation. >> always a catch. you mentioned a price. is there a concession at which this was made? >> now that remains to be seen. but we know this much. feeling the heat of public opinion and the governor's pressure, proponents of the legislation worked with the opposition moderate democrats to craft a companion bill, let's call it. this bill creates legislative oversight of the air resources board. why is that important?
