old days. >> and that, for the past decade thanks to a team of volunteers jan has recruited and trained, is just what students have been doing. a free field trip program, exploring different eras like the gold rush, bring 1500 students a year to the school property. >> scrub a dub dub. >> one reason she keeps adding year after year is not knowing what might happen to the machado school if it lay dormant and no better way to breathe life into an old building than with young people. children it turns out learning all about history, totally unaware they're helping to save it. the gold rush program they run is actually just one of a number of different programs they do for different grades. and again, everyone involved is a volunteer. the field trips cost the school district nothing. inside story. r>> reporter:. >> reporter: these photos show the aftermath of a traffic stop on a remote stretch of i-80 wegs of trucky. 58-year-old russian truck driver oleg unconscious, hisands still cuffed behind his back during a traffic stop. after he stopped breathing he then had to be throne flown to a level one trauma center because he refused to sign an invalid traffic ticket. two years after the near fatal incident, the berkeley resident still cannot talk about it but public records clearly speak to what happened. after four years of litigation the state recently settled out of court, costing taxpayers more than $2.1 million. $1.75 million going to to his family. that's not all. we reviewed state records for similar lawsuits alleging mistreatment at the hands of highway patrol officers. in the last ten years there were a total of 45 cases costing taxpayers more than $25 million. some of those settlements included no admission of liability by the state of california. >> oh, [ bleep ]. >> my gosh. >> $1.5 million went to this woman seen on cell phone camera video apparently being beaten in her head and face next to a los angeles freeway. >> get off the phone now. >> another $250,000 to this woman who was two months pregnant when officers hog tied her on the side of the road. >> we're wasting the taxpayers money. >> reporter: this state senator represents the east bay as chair woman of the senate safety committee raising the issue of law enforcement accountability for years. >> think of what it says about the impact on that truck driver's life. he will never be the same. >> reporter: our investigators found that officer in the case still remains with chp, as do according to state employee salary data for 2015, at least 33 of the 53 highway patrol farrell acknowledges a rift between many communities and law enforcement. it's a gap he says chp is working to close. >> the more information i provide i think the better off we are at the end of the day. >> reporter: commissioner farrow says a decline in citizen complaints in the last several years demonstrates progress. >> everything we do should be to the best of our ability. not have bad days when you're on the california highway patrol. >> the state has paid out more than $25 million. it that too much? >> that is a lot of money, lot of taxpayer money to do that. >> we contact millions and millions of people. if you multiply that over the ten years we're talking about. >> do you learn from the mistakes? do you change? >> i think in all cases you may assume nothing was done no training, no lessons learned and i don't think that's true at all. >> how do you convince the public when they don't know, not told? >> within our organization a lot of things are being done. there are teachable moments. there is a lot of training that is being conducted and i think that's important for people to understand because one doesn't always see the end result. you can't assume that nothing is done. >> we have to take commissioner farrow's word for it because the way the law reads in california all discipline, retraining, even firingings remain secret, blacked out from public scrutiny. >> we need accountability at all levels of law enforcement. >> reporter: that's what most bothers critics such as the aclu. >> unfortunately we've seen big settlements time and time again. >> reporter: davis points out that under current california law the public can't find out whether these officers were investigated internally. >> when there's a huge settlement like this it tells us that the department must have had serious concerns with the officer's behaver in the case. what we need to do is make sure that the public is able to see what action the department took to track that
