area stays dry and cold. look at the north bay. it's 29 degrees in san francisco. it's 44 and highs today, a little milder especially in the south bay where high also be up to 57 degrees. let's check in with anthony to see where you may be slowing down. >> i want to start you off with a crash, we usually don't have a lot happening early in the morning. this is video shot by stephanie chuang early this morning as she was on her way in. this is on 80 eastbound right around berkeley. this is the eastbound sound at university avenue. in fact, we do have a residual effect as we switch over to the live traffic cam. this is berkeley, right around 80 eastbound. this is at university avenue. you can notice only one lane getting through. five-car accident here. it's eastbound so away from the main flow of traffic. you can see folks are slowing. this will be a slow go this morning. weigh eel be tracking it back to you guys. >> starting early. thank you, anthony. the grandmother under arrest for allegedly killing her grandson. the 4-year-old boy was found unresponsive yesterday morning. now investigators say he drown. 51-year-old diana raines-hewes is in police custody for the murder of her grandson. police say she intentionally drown him in a bathtub when she was babysitting him and his two younger siblings at her fairfield home. authorities say this is no accident. >> all the information gathered, evidence at the scene including statements that were provided, statements from the grandmother herself. >> this is very, very sad. i have kids, and i have no -- i can't think. i can't imagine somebody doing that to their grandson, you know. it's just horrible. >> the two other grandchildren, a 1-year-old and a 6-year-old were not hurt. police aren't releasing a possible motive at this time. a developing story in the south bay. the search is on for the suspects involved in multiple stabbings last night in san jose. the attack happened in front of the carl's jr. on quinn by and south view road near the airport. when police arrived, they found a man and woman stabbed. police say it appears the victims were attacked by several men who got away in a car. >> i went outside. he was on the ground like he was asking for help. that's kind of how it's been going lately. it's been getting crazy. >> those two victims in critical condition this morning in the hospital. police are also telling us these stabbings could be gang related. two man attacked on a muni bus. now san francisco police need your help nabbing the suspect. it happened last month near 6th and mission in the middle of the night. it started after a confrontation with the victim. words were exchanged and the situation escalated. the 55-year-old man managed to defend himself as the two suspects assaulted him. >> we want to send a clear message, you're being watched, you're being recorded. it's not cool to assault somebody on a muni bus. >> fortunately the victim was not seriously hurt. if you recognize the suspect, please call san francisco police. >> it's been a tough last couple days. a followup now. finally back up and running. pacific gas and electric says it's restored 90% of gas service in discovery bay. this comes after a massive gas outage left thousands without heat on some very cold days. there are still about 500 homes in the area that still need service. pu pge says those are either vacation homes or the owners are out of town for the holidays. so far the cause of the outage is still under investigation. >> that's tough to be without heat when it's so cold out there. >> i want to say 30s, at least it was yesterday. maybe it warmed up a smidgeon today, kari? >> no. it is still cold. and whether it's 38 or 39, it's still cold. we are also looking at some light spotty showers moving toward ukiah. elsewhere it's all dry. look at these low temperatures this morning. 29 degrees in the north bay and 29 degrees in the east bay as we drop in on the north bay. it's 28 in napa. petaluma, 31 degrees, below freezing for many spots. as we go through the day, spots like livermore will make it out of freezing by 7:00, 8:00 this morning. into the low 50s, a few more clouds than we had yesterday. the sun peeking out every now and then and our highs reaching into the lower 50s. i'll show you what to expect as we welcome in the new year coming up in a few minutes. let's get an update from anthony. >> we were talking earlier about the five-car crash in berkeley on 80 eastbound, away from the main flow of traffic. only one lane getting through here. this will be our troubled spot. let's switch to the maps and you can see how extensive the backup is, all the way back toward emeryville. even before that westbound not looking that bad. across the rest of the east bay, no fog like we had yesterday. so that's good news. even across the south barks morgan hill, san martin, the fog there, nothing there. keep in mind, this evening, san jose for three different cities that includes oakland to cough up their financial plans for a new stadium. >> oakland leaders last night say the league will just have to wait. all they're offering is a five-beige letter explaining the situation. the letter outlined how the raiders could have 60 acres adjacent to the coliseum, that would be to build a new stadium. the particulars need to be worked out. >> we have been open and honest with the nfl and the raiders about the complexity of our current situation as well as the fact that we are committed to making this an open, transparent and public process that cannot be rushed. >> the letter oakland is sending the the nfl pales in comparison to offers by st. louis and san diego, both of those cities offering hundreds of millions of dollars in order to keep the team. raiders owner says it appears that the old oakland leaders don't want to play and the plan to moving to the l.a. area is moving smoothly. positive update on a stubborn pregnant elephant seal in the north bay. the 900-pound mammal was successfully captured and moved. she was found on highway 37. crews reportedly tried to redirect her into the san pablo bay but she was relentless. >> we are not a 900-pound elephant seal so she's deciding to do whatever she wants. >> they eventually trapped her, sedated her and loaded her into a truck. crews took her to chimney rock where she was released. the area has an established colony for elephant seals. hopefully she and pups will be okay. >> happy resolution to drama on the high seas. we'll be back with more news. 4:44 cold one. down to 43 degrees as all of us welcome in the new year. now, this weekend, our highs will be in the upper 50s. and then into the mid 50s. a little milder burks also some showers will be moving in toward the end of the weekend. that may set the stage for a bigger storm system that will be arriving as we go into next week. so cat centered showers on sunday afternoon into early monday couple minutes, you can see all lanes are cleared, all lanes are open, this is 80 eastbound near the berkeley curve at university avenue. that's where the accident was. things looking good. no issues for drivers coming into the city headed in the westbound direction. there is a little accident, a fender-bender near 880 near hayward, and this is right near alvarado niles boulevard. you head towards the peninsula, no problems even for the south bay as well. outside, palo alto very light. 101 northbound looking like this. >> if we could just freeze this moment in time. a major security change could be coming to u.s. airports in the new year. if you're planning to travel, the most common form of i.d., the driver's license, may not be good enough anymore. "today in the bay's" the jeanelle wang explains. >> for many travelers, the driver's license is the choice. that may not be enough to clear security in some states. instead, you might need a passport. >> i think that's a little extreme, needing a passport to go through? no, no. >> reporter: in 2005 congress passed the real i.d. act following the september 11th attacks. the law requires states to issue more secure dver's licenses that are tougher to counterfeit. a law gaining z more attention in the wake of terrorist attacks in paris and san bernardino. >> they're looking to mitigate that threat of terrorism. >> reporter: 22 states and the district of columbia currently meet the standards. most others are making progress and have been granted extensions. a few including new mexico and washington are running out of time with january deadlines. residents from those states could face more security measures at the airport. for now, the department of homeland security has not given a timeline but says it will, quote, ensure that the traveling public has ample notice, at least 120 days, before any changes are made that might affect their travel. the law faces tough opposition from some states. a new passport can cost more than $150. there are concerns about prooif see. >> the federal government has not done a good job protecting the information they're collecting. >> janelle wang, nbc bay area news. for now the tsa will continue to accept allstate-issued driver's licenses as the federal government figures out when they'll start enforcing the real i.d. law and which states might be affected. a cyber hack involving voting records for just about every voter for the last two years. it's not clear who owned the database that was hacked. security researchers say they found voter names, addresses and dates of birth. the data released was mostly from california and texas voters. the california secretary of state is investigating. seaworld versus the california coastal commission. the reason they're ruling on breeding captive killer whales isn't fair. got a tip for nbc bay area's investigative unit? call 1-888-996-tips or e-mail nbcbayarea.com. nbc bay area, we investigate. another cold start. >> it is. kari hall has the right mindset now. she's battling the chills, will help you battle the chills. >> you get in and sit in your car and this may be what your window looks like. you see the frost and the pattern of the ice. looks beautiful but doesn't feel comfortable at all. you need the gloves, the hat and the scarf. you want to dress in layers so you can peel them off. you may need to step out a few minutes early to scrape some ice off the windshield. you want to make sure you take care of people, plants, pets and pipes. those exposed pipes might freeze. as we start with temperatures right now at 29 degrees in the east bay and north bay, san francisco is at 44 degrees. as we get a closer view of the south bay, it is below freezing in the entire valley as we're down to 29 degrees now in gilroy. let's check in with anthony to see what's happening on the roadways. >> things are all clear. about ten minutes ago things cleared across 80 eastbound at university avenue where we have the five-car accident. that was eastbound. this is westbound, metering lights not on just yet. yesterday they didn't get turned on at all. across the rest of the bay you can see the east bay looking good. there was the accident. you can see no more red tick marks. that means things are moving smoothly. we have one small accident, 880 northbound at alvarado niles. dublin, no fog this morning, much better visibility than what we saw yesterday. anthony, thank you very much. the strong el nino in the pacific showing no signs of weakening, that according to nasa scientists. in 1997 the el nino helped to produce huge storms leading the flooding and other problems. researchers say the major impact from this current el nino will hit us in the first three months of the new year. we'll get ready for that. an alarming study reveals heart patients in the u.s. are exposed to more radiation than any other patients in the world. in fact, a typical american received a 20% higher dose of radiation during a nuclear stress test, a procedure performed on millions of people every year. researchers say this is partially because u.s. labs were less likely to comply with the recommended dosing guidelines. while the benefits of these heart tests still outweigh the risks, experts say doctors should do a better job of reducing the patient's radiation exposure. >> it's 4:55 right now. seaworld is challenging a ruling that ban it is breeding of killer whales in cab tift. the company filed a lawsuit against the california coastal commission saying the commission was outside its authority when it made the ruling back in october. the ccc, as the commission is known, included the ban as a stipulation to approving $100 million of expansion for the orca holding tanks. just last month seaworld said it will phase out orca shows next year and include them in a nor natural setting. rescuers using infrared camera at a wrecked mine discovering eight surviving miners. they were trapped for nine days. the disaster happened on christmas day. it killed at least one worker. nine others are still missing this morning. 11 people in total made it to safety or were rescued early on. 4:56 right now. changes are coming to county jails. that's the word from the santa clara county sheriffs after a recent attack on a deputy. it's a story nbc bay area first broke. sheriff lori smith is working on improving staffing and jail procedures. it happened at the elmwood jail on christmas day. the deputy was trying to take contraband away from a deputy. he was jumped and beaten and now recovering from head injuries. >> he's in good spirits. seeing a lot of specialists. >> investigators say the inmate is a suspected gang member. they also found a knife at the jail yesterday during a sweep of the facility. up next, a drowning that has an entire community reacting. a 4-year-old boy is dead, his grandmother the primary suspect and in custody in a horrific crime. a man assaulted while riding muni. the violent confrontation didn't end with an arrest just yet. how it affects your safety next. got a tip for nbc bay area's investigate defensive unit?
