"today in the bay's" stephanie chuang is live in sunol this morning which is now shut off for traffic in the eastbound direction. >> reporter: please talk to us about what's happening. >> right now we're gathering crime scene photos. right now it's a confirmed homicide that we're investigating. we have one victim and the passenger in the vehicle did sustain non-life threatening injuries and is expected to live. >> down how long it will take. >> currently we're looking for the eastbound lanes to reopen at 6:30. >> it's been shut down all this time. describe what you've been doing overnight. >> right now we need to make the scene safe are for officers that investigate, we had to walk the scene at night which is a little harder looking for the shell case sense, any type of evidence. we have to process everything, keep a nice chain of custody and at this point let the investigators take over, check the scene and any type of evidence is preserved in a safe mann manner. >> lastly, we heard from chp that this doesn't appear to be random. can you talk about that? >> currently it does not appear to be a random shooting, it appears to be someone that was targeted. however, it is an ongoing investigation and we're looking at every avenue. >> reporter: thank you. that's the latest from sergeant cohen with chp. you can see the on-ramp at apian way. all eastbound lanes in pinole shut down. we saw a car facing the wrong direction, so that might be the target vehicle. that's the latest. we'll keep you posted. live in pinole, stephanie chuang, "today in the bay." >> you can see steph's breath there as the temperatures plumm plummet. one area thinking about those left out? the cold. >> something to help homeless veterans. per fegt announcement today, bob. >> reporter: just before this morning's parade in san jose to honor sam lacardo and dave portazy will announce an initiative, all the way home, an effort to end homelessness. it's estimated there are more than 700 veterans homeless in santa clara county. the city and county in connection with destination home hope to find these people housing by 2017. we'll get more details on this. at 11:00, on the 11th day of the 11th month, veterans day, the city and county will commemorate veterans. at noon the annual veterans day parade will leave the staging area and march through downtown. something special this year, you want too keep your eyes to the sky for this. a world war ii veterans flyover at 1945 rocky pv-2d harpoon, a bomber taking off out of stockton and flying over the veterans parade. we're told the two radio engines putting out 2,000 horsepower. it will fly over the veterans parade, then moffitt field, oakland international, san francisco, the richmond shipyards heading back to stockton. not only will you be able to see it in the south bay, but throughout the bay area. reporting live in san diego, bob redell, "today in the bay." right now we're getting your day started off on a kind of cold morning. more than kind of cold. it's freezing out there. >> you need to bundle up, especially wearing the layers this morning with the coat, the scarf and the gloves, especially if you'll be outside for a little while or working outside. it's 34 degrees right now in the north bay, a closer look there. santa rosa 34. novato 47 degrees, tiburon 48. as we go through the day, temperatures warming into the 60s. i'll detail this and a look ahead to the weekend. let's check in with mike. >> starting with the bay bridge, easy light drive. we'll take a look at that with our camera. i want to point out the commute direction which is westbound. that's a good number of lights, no problems, no slowing throughout from the carquinez bridge to the scene. eastbound fewer lights but you will be diverted off to the freeway. steph chuang reported, and the latest from chp, 6:30 for the freeway to reopen. forced off at appian way. here is fremont. this is what the rest of the bay looks like, insights from a car burglar. >> reporter: odds are you've been victimized by a car burglar or you know someone who has t. numbers are growing at near epidemic proportions throughout the bay area. san francisco's break-in numbers up 36%. some parts of the bay area have seen jumps by more than 100%. we talked to this guy currently in jail for breaking into cars. he got caught, part of an increased police effort to stop this growth industry. he told us he had two jobs, a barista by day and a burglar by night. he also had advice for everyone, something that sounds simple but a mistake people are making regularly every day right here in the bay area. check your car before you leave it. if the car burglar can see change, chargers, cell phones, jackets and backpacks and even more obvious items like luggage, purses, computers, ipads. if you leave anything of value, you're likely to return to find broken glass and your items gone. you hear his perspective and reaction from bay area law once again because we do have some patchy frost in some spots. if you have plants outside, it's probably too late. but maybe you have a little time to bring them inside and let them get a little warmth or throw a little sheet over your plants. as we take a live look outside, it's from san bruno mountain. there's mostly clear skies starting out and looking at the temperatures in san francisco, 46 degrees. the frost advisory does not include san francisco mainly for the south bay. a closer look there, willow glen, 39 degrees, 39 in san martin and gilroy and the hills 36 degrees. the temperatures will drop a few more degrees around sunrise. as we go hour by hour in san jose, 42 degrees at 6:00 as the sunrises, and then warming into the mid 50s. 11:00 it's 57 degrees, a light wind today in through the afternoon, looking at more sunshine and highs today just a little warmer than yesterday. so we've seen the trend throughout the week, a high of 62 degrees in san mateo. embarcadero 61 degrees. 64 in napa, also in oakland. in dublin 65 degrees. a little milder but still slightly cooler than average. another cold front moving in as we take a look at the radar and satellite imagery, you can see the leading edge. the rain has been drying up. as it approaches the bay area, another shot of a cool breeze as we head into the morning. into the end of the weekend, that's our next chance of rain. by sunday we start to see those showers moving in. look at the weekend forecast, highs in the 60s and 70s on friday. slightly cooler on sunday with the clouds and the rain possible. we'll start to see those scattered showers moving in. let's check in with mike for the heads up for the morning commute. >> folks if you're traveling interstate 80, heads up. first of all, an ease for the bay bridge toll plaza, that's not a problem, nor is the made. we're looking at the upper east shore. it's what we call counter commute because it typically comes in ar the carquinez bridge. eastbound is closed at appian way, police and chp investigating a deadly shooting overnight. steph chuang continues to follow this situation. we're looking at 6:30 for the opening. you get off at appian way, take san pablo where it joins highway 4, jump on and head towards the carquinez bridge. a mild impact only to the eastbound drivers. dublin looks sparkly clear over at the backgrounds. >> it is really the issue of safety. >> we want to go to the state and advocate the cpuc improve and strengthen their requirements for background checks. that way it will affect more than just the airport. it will affect our entire city. >> cabbies say they'll be meeting at 8:00 this morning and may driven mass to san jose airport for a protest. security extra tight on the university of missouri campus following online threats tied to the school's recent racial turmoil. earlier this week the school's president stepped down over the handling of racially charged incidents. there were threats of violence posted yesterday against african-americans. campus police are investigating the threats. some students want classes canceled for the day. happening today, mayor libby schatz in oakland is making her pitch about why the raiders should stay in oakland. schatz says the city willeek a private investment which would be paid back by future revenues. the raiders and san diego chargers have taken preliminary approve for a joint stadium in carson. st. louis rams want to move to l.a. as well. the league could make a decision by january. now to decision 2016, getting into the meat of the issues. the fourth republican prime time presidential debate from milwaukee had fewer candidates on the stage, but just as many fireworks. the debate lasted for two hours and featured some testy exchanges on foreign policy and the economy. one of the most anticipated moments of the night came when ben carson whose personal life has recently come under fire had a chance to respond to questions about the accuracy of his auto biography. >> i have no problem with being vetted. what i do have a problem with is being lied about. >> carson has previously said no presidential candidate in the history of elections has been scrutinized the way that he has. all eight candidates pitched their plans for stimulating the economy and reducing taxes. political analyst larry gerston says financial backers face some tough decisions. >> when they wake up this morning, they're going to have thinking to do. we have five weeks from today until the next debate. the question is whether they want to spend more on their candidates who may not have done as well as expected or whether they're going to walk away and choose somebody else. >> the next republican debate will be held on december 15. that one is in las vegas. coming up, hear from witnesses as a plane comes barreling into the sky into an apartment complex, enough to shake a neighborhood and tragically end the lives of many. the drought is affecting all of us. at pg&e we've definitely put a focus on helping our agricultural customers through the drought. when they do an energy efficiency project and save that money they feel it right in their pocket book. it's exciting to help a customer with an energy efficiency project because not only are they saving energy but they are saving water. we have a lot of projects at pg&e that can help them with that and that's extremely important while we're in a drought. it's a win for the customer and it's a win for california. together, we're building a better california. as you morgan hill and gilroy, that's where the temperatures are really starting to dip. also, for most of the north bay where we have lows this morning in the low 30s and lows around 37 degrees. sensitive plants may be damaged. another morning to bring the plants in once again. maybe you can set them back out later this weekend. let's check in with mike to see how the roads are flowing. >> good morning, kari. you talk about the frost advisory. nothing reported as far as the roads go in the north bay. not much traffic. let's look at the maps. not san rafael we're worried about. it's eastbound 80 heading toward the car keen necessary bridge, still closed at appian way. that's going on until 6:30. a deadly overnight shooting there and steph chuang will follow up with the details in a live report coming up. over here, the tri-valley, highway 4, no deals as far as slowing and no problems for the south bay coming out of morgan hill and gilroy towards san jose. a developing story now. authorities in akron, ohio, will tell us more today about a small plane that slammed into an apartment building yesterday. a neighbor was live chatting with a friend when that plane flew by. >> oh, my god. >> that might be your reaction, too, the building burst into flames and set a nearby unit on fire. amazingly no one on the ground was hurt. while it's confirmed that no one on board that plane survived, authorities say it will take time to figure out the exact number of passengers. it's believed the plane was carrying nine people. that crash is still under investigation. 4:56 right now. a steep stretch of road expected to reopen in san francisco this morning after a big rig crashed into a high voltage transmission poll in potrero hill. pg&e says customers should get power back by about 10:30 this morning. that's also when the road will reopen. the truck also hit a house, shearing off the gas meter and causing a leak. up next, on a cold november morning, we bundle up and celebrate
