The paper says it obtained a portion of his tax return in 1995, in which he declared a oneyear loss of nearly 1 billion. Katy tur has the details. Good morning. Good morning, willie. One of the worst weeks so far on the campaign trail for donald trump just got worse. An anonymous tipster sent the New York Times Donald Trumps tax returns, showing that he could have avoided taxes for nearly 20 years. The campaign is crying foul, but not denying it, and it donald trump is trying to change the subject by talking about Hillary Clintons marriage. This morning, for donald trump, an october surprise, New York Times declaring he declared a 916 million loss on his 1995 tax return. Why is this important . According to the papers tax experts, it was a loss so big, trump could have skipped paying any federal income tax for up to 18 years. That would have been legal. The question of what trump did or did not pay remains unanswered this morning. He says he wont release his tax returns, because hes being audited. Do you pay federal income tax now . The returns will be released soon. The Trump Campaign releasing a response to the article over night, stating that the businessman has paid hundreds of millions of dollars in city, state, and federal taxes over the years and saying that, quote, he has a fiduciary responsibility to his business, his family and his employees to pay no more tax than legally required. A point trmp trump made when Hillary Clinton raised the same charge in last mondays president ial debate. They showed he didnt pay any federal income tax, so that makes me smart. Reporter the Clinton Campaign quick to pounce, calling it a bomb shell report and saying he apparently got to avoid paying taxes for nearly two decades while tens of millions of working families paid theirs. He called it smart. Now the gig is up. Why doesnt he go ahead and release his returns to show us how smart he really is. Trump didnt address the tax story last night in pennsylvania, instead mocking clinton stumbling to get into her car at the 9 11 memorial. And accusing her without evidence of sheet cheating on her husband. Hillary clintons only loyalty is to her financial contributors and to herself. I dont think shes even loyal to bill, you want to know the truth. And really, folks, really why should she be, right . Why should she be . Donald trump is already tweeting this morning saying i know our complex tax laws better than anyone who has ever run for president and am the only one who can fix them. If trump ultimately refuses to release his returns, it will be the first time a major Party Candidate has not done so since 1980. Romney did it in 2012, showing he paid about a 14 tax rate. Clinton did it this year showing she and her husband paid about 34 . I want to under line the response to donald trump there. You talked to the Trump Campaign every day and have for more than a year as youve covered it. Have they denied the specific contents of this New York Times piece on the taxes . Theyre not only answering the calls, at least my calls, and theyre not denying whatsoever that he did not pay federal tax. Its the same thing we asked in the spin room, do you pay federal income tax . He does not deny he did not, but he didnt confirm that he did. If he paid a dlor, most people would say yes, of course. Chuck todd is the moderator of meet the press. Good morning, chuck. Lets talk about the rationale for Donald Trumps campaign, on the one hand hes a great businessman, and other hes fighting a rigged system. This story would seem to cut through both of those, if you lost almost a billion dollars in a single year, maybe you are not such a great businessman, and it looks like you took vak of a rigged system. And hes talking to the workingclass americans who feel as if theyve been left behind by this economic recovery. When they have a setback like donald trump had in 1995, do they get taxfree income for the next billion dollars in income . Is it tax free for them . You lose a billion dollars and essentially the next billion of income for donald trump he got tax free, because of that loss. He was able to offset it. The very people hes representing, they dont have that kind of break in their tax code. Thats where this could hit, but i have to tell you, willie, whats more likely on this story is that his supporters, they are not going to get dislodged by this. His supporters, they already know hes a flawed vehicle, but thats the vessel they have latched themselves on to to send the message to washington. To the extent there are persuadable voters left after this Long Campaign and as well as the country knows both these candidates, what do you think this last week, if you put it all together, beginning with Hillary Clinton putting this trap out for donald trump and watching him walk into it with the former miss universe, alicia machado, ending on sunday with this piece on the New York Times, whats the impact on the dynamic race . Hes stuck between this 40 and 45 number. His whole goal was to make himself an appealing candidate, or at least a slightly more attractive candidates than Hillary Clinton to this small chunk of Republican Voters or rightleaning independents who he needs to get into that 45, 46, 47 territory. Nothing has happened this week in my opinion that has improved his chances of winning over that chunk of voters. I think he has a hard ceiling of 42 . Willie, that ceiling is not made of glass. That ceiling is not made of some sort of drywall. It is becoming concrete that i dont know if he can bust through anymore. He may be stuck at 42. Katy, when a story like this to try to change the subject, i think we saw that last night. You could see him almost drift off the teleprompter speech and mention the fact that he believes that Hillary Clinton has not been loyal to her husband. He called New York Times before this rally, bringing up the same marriage question, even though the Campaign Said they werent going to go there, were going to leave it to the surrogates. You could tell that he was trying to say hey, wait a minute, i have Something Else for you over here, dont look at my tax returns over there. They got a headsup because they were asked for comment. This is what hes done the entire campaign. To say that Hillary Clinton might have been cheating on bill is an accusation that literally nobody has brought up so far, nobody credible at least has brat up so far. This is something farflung even for donald trump. You wonder what hes going to say next to try, you know, to change the subject further. These taxes, there have been questions surrounding this since the beginning. How rich is he . How much money does he pay in charity . Does he even pay federal income tax . This was the i guess you could call it the worst of three scenarios dont pay any federal income tax, and it looks more likely, because hes refusing to deny it. Im not sure what the campaign does in order to mitigate this. I think chuck it right , it doesnt mean hell lose his supporters, but what about the people who are not sure . He needs to find a way to convince them in november and hes not doing anything to do that so far. Hurricane matthew has top sustained winds of 150 Miles Per Hour. Its ripping its way through the caribbean as it heads north toward the Atlantic Coast of the United States. They havent been hit with a very serious hurricane here since the late 1880s, so they are bracing for some dangerous and wild conditions. Winds up to 150 Miles Per Hour. If it was just 7 Miles Per Hour stronger, it would be a category 5, so i want to point out its a very strong 4. Its hardly moving, but it is expected to take this northerly track between haiti and cuba. We could still see winds up to 125 Miles Per Hour. Parts of haiti and parts of cuba could see 15 to 25 inches of rain, maybe even up to 40 inches of rain, and were also looking at a potential storm surge of six feet or higher, then moving through the bahamas. This is the big question mark into next friday and next weekend, but there is some discrepancy between the american model, which keeps it right along the east coast, right through cape hatteras, and up through the eastern eastern seaboa seaboard, where the european model is lower and takes it far out to sea. Either way well see rough surf and dangerous wart conditions. Its so early. Today were talking about next weekend. Way too early to tell, but either way it will be a mess through the caribbean. Either way, this is a beast. We do have a sad update out of townville, south carolina, where sixyearold, jacob hall, who was shot and wounded outside his school on wednesday, has died from his injuries. The 14yearold accused in the shooting already faces a murder charge, accused of killing his father before driving to the school. The shooters charges are likely to be upgraded. Our thoughts this morning are with townville and with jacobs family. Federal investigators in new jersey still trying to figure out what exactly went wrong in the deadly nj transit crash. On saturday, officials said the signals at Hoboken Terminal appeared to be working normally. The ntsb has still not been able to download any data from the black box from the train. The engineer has been questioned, but details have not been released. The ryder cup led by phil mickelson, Jordan Spieth and patrick reed in Team Competition on saturday. Evacuees are allowed to go home and rain is headed to the bay area but will it be enough to help firefighters . Firefighters are making Good Progress in the santa cruz mountains. This is video of the area captured from our chopper yesterday. This morning dozens of families are waking up in their own beds for the first time in five days after forced evacuations. We talked with one couple who live in that area. They described how intense the past few days have been. Some of the toughest moments i can remember in my life. I hope it doesnt have to be the start of a new life but it may be. Flames burned 12 homes, 16 outbuildings and damaged another house. So far the fire has consumed more than 4,400 acres. A Historic Church in berkeley is getting a little help from a neighbor after a devastating fire ripped through on friday. Members of the First Congressional Church had been invited to celebrate sunday Service Across the street at First Presbyterian church this afternoon. On friday flames ripped through the building. At one point fire crews had to back down because there are concern it is would collapse. Firefighters have not determined what caused the fire. They said it started on the roof in the southwest corner. Investigators along the peninsula are on the lookout for a man who may have exposed himself to a teenage girl. The incident happened on friday in palo alto near barron park elementary school. The 14yearold girl was riding her bike in the afternoon. As she passed, the girl says its man exposed himself to her while he sat on a bench. The girl rode her bike home and told her mom who called police.
