Soldiers and took place in afghanistan. Jim miklaszewski is at the pentagon. What can you tell us . Reporter its called a green on blue shooting, afghan soldier opens fire on the American Allies and what happened today. One american soldier killed, two others wounded. When an afghan soldier without warning opened fire on u. S. Security forces in jalalabad this morning. The americans returned fire killing the afghan shooter instantly. The incident occurred this morning following a high level meeting between the u. S. And Afghan Government officials in jalalabad. Again, without warning the Security Forces or the the afghan opened fire on american Security Forces, killing one and wounding the two others. The motive is unclear. Thats under investigation. The condition of the two wounded americans is unknown at this time. But this incident today is a grim reminder that each as americans are withdrawing from afghanistan are not involved in direct combat, they are in harms way every day on the ground in afghanistan. Story at home outrage growing over yet another Deadly Police shooting, this one in South Carolina and this time it was caught on camera. Leading to murder charges against the officer. City leaders here are stunned, the fbi now investigating whether any civil rights were violated and right now at this hour Peaceful Protesters are gathering at city hall behind me. We should warn you, the video is disturbing. This morning the outrage over this video is growing, a white Police Officer drawing his gun as a black suspect runs away his back turned. The officer fires eight shots, the suspect walter scott is killed. Shots fired. Subject is down. He grabbed my taser. Reporter a bystanders video shows the officer Michael Slager handcuffing scott. His face down on the ground. Moments later slager retrieves an object. Its not clear whether its his taser and appears to drop the object on the ground next to scott. Slager reportedly said he feared for his life after scott allegedly grabbed his taserment but on tuesday, as the video surfaced the officer was charged with murder. When youre wrong youre wrong. And if you make a bad decision, dont care if youre behind the shield or just a sit senl on the street, you have to live by that decision. Reporter police say the confrontation started after the officer pulled scott over saturday for a broken taillight and the two fought over the officers stun gun. Scotts family is heartbroken. We cant get my brother back and my familys in deep mourning for that. Overnight walterscott trended worldwide. The death the latest in a string of officer involved incidents, in ferguson and elsewhere that sparked a National Debate about lethal force by police. What if there was no video . What if there was no witness or hero as i call them to come forward . Then this wouldnt have happened. Reporter the city of North Charleston has about 100,000 residents, about half are africanamerican but black officers make up just about 20 of the police force. As for the officer who is charged he is a coast guard veteran, if the convicted could face up to life in prison or even the death penalty. You know that the Police OfficerMichael Slager says that your son grabbed for his taser and that is why he used deadly force. When you look at that videotape, do you see any reasonable for that deadly force . I see no reason for that deadly force because i raised my children better than that. My son knew better. When i saw that i steed myself no, i know thats not true because walter would have, whatever he said to do walter would have done it. Mrs. Scott, why do you think walter was running away from the officer . I think he probably, he had some Child Support on him and i believe that he didnt want to go to jail again. He just ran away. Can you imagine, and this is a question that was asked in the piece we just ran, what would this situation be if this videotape did not exist . If this tape wasnt made public, then this story and the circumstances of that shooting may have never come to light. It would have never come to light. They would have swept it under the rug like many others. And i thank god that it did, that this young man whoever it was, had the video because i was telling some of my friends the other day that god has my back because when i saw it i fell to my feet and just my heart was broken, and i said no, it cannot be. And when i saw it, i just couldnt take it anymore. Mrs. Scott, let me ask you a straight question. Do you think race played a role in this incident . I hate to say it. I dont really know whether it was or not. I cant really say how the young man felt but i mean, the way i saw it on the film, the way he was shooting that gun, looked like he was trying to kill a deer or something running through the woods. I dont know whether it was racial or something wrong with his head or what. Kr as you know, he has been arrested now charged with murder. Are you confident that justice will be served in the name of your son . Im pretty sure that justice will be served because god is in the plan. God is tired of all of this foolishness going on and i believe in my heart that god is going to finish this right now. This they started and i think god is going to finish it. Its official, youre running for president but those who watched you closely have seen you laying the groundwork for this for years. You have been in office about four years, was higher office, the presidency always the master plan for you . You know, its kind of funny. You meet people running for president and their friends say oh, in eighth grade he said he was going to run for president. I guess when i grew up i grew up a normal existence, concerned about playing football, running track, being on the swimming team, reading. But never really thought about it and even once i launched my career i spent the a lot of time, many years becoming an eye surgeon. And so i never really thought of it. In the back of my mind i thought i might run for an office but never in my wildest dreams would i think there would be a constellation of events that would come forward to allow me to but i do think that the message i have to offer is a distinct one and i think it is resonating. Here you are now officially a candidate. Let me ask you about items in the news. The deal with iran, this framework deal, whether or not you support it. If the it were written in black and white exactly as president obama has described it, and the iranians agreed to it exactly as described is it a good deal, would you support it . You know, i think thats part of the problem. The Iranian Foreign minister immediately came out writing in english saying it meant something completely different than what the president than what president obama said. Right but lets say take that issue off the table. Let me answer the question. Let me answer the question. The sinlty of the iranians does make a big difference. If they are immediately saying that the agreement doesnt say what president obama says that is a big problem. The other thing is so far weve seen fact sheets. Irannians put out 500 words, the american put out 1300, the europeans 200 words and they dont all seem to agree but its very Little Information so far. Im going to keep an open mind and look at the agreement. I do believe that negotiation is better than war, ive been a big proponent of negotiation but i also say that the law is very specific in this. I voted to put sanctions on iran, sanctions can only be relieved by Congress Voting to remove those. So thats why i signed on to the corker bill which could say that any kind of permanent reduck shunl or relief from sanctions has to be voted on in congress. You have had views in the past on Foreign Policy that are somewhat unorthodox but you seem to have changed. You once said iran was not a threat, now you say it is. Am you once proposed ending foreign aid to israel, you now support it at least for the time being. And you once offered to drastically wait. Before we get to before we get to you want to increase it 60 . I wonder if you mellowed out. Why dont you let me explain instead of talking over me. Okay. Before we go through a litany of things you say i changed on why dont you ask me a question, have i changed my opinion. Have you changed your opinion. A better way to approach. Is it a threat. No. Listen. You editorializeded. You say have your views changed instead of editorializing saying my views have changed. Lets start with regard to foreign aid. My opinion has always been we shouldnt borrow from china to send it to any country. But i also realize that things will have to be Done Gradually and if we are going to try to eliminate or reduce foreign aid why dont we start with the countries that hate us that burn our flag. The one thing that is true is israel doesnt burn our flag and so i havent proposed removing aid from israel but i still agree you once did. Which is let me answer the question. I still agree with my original statement from years ago that ultimately all nations should be free of foreig shouldnt borrow money to do it. But, my opinion is not any different than netanyahus opinion. When he came before a joint session of congress in 1996 he said you know what, eventually israel also out to be independent of it and israels defense may be stronger because then they wouldnt be forced to buy Defense Products from outside the country. Do you still think iran is not a threat as you said in 2007 . Yeah. 2007 was a long time ago and events do change over long periods of time so were talking about eight years ago. Were talking about a time when i wasnt running for office and i was helping someone else run for office. What i would say is that theres always been a threat of iran gaining Nuclear Weapons and i think thats greater now than it was many years ago. I think we should do everything we can to stop them. I voted for sanctions to try to stop them. Im somewhat skeptical of the president s agreement. However, i am in favor of negotiations over war and i think ive been one of the reasonable people in our party to w. H. O. Has not been beating the drums for war. So i think my position on iran is one that reflects the events and reflects the current history with regards to iran. Before i let you go, the question i was getting at in general is when you came to washington and you realize im going to run for president , have you mellowed or tempered your views a it all . I think what i understood is that washingtons horribly broken and we have to try and fix it. I think the deficit goes on whether republicans or democrats are in charge and sometimes we point fingers too much and say its the fault of one party or the other. I think there is enough blame to go around. What i have come to the conclusion is we need more turnover. Im a fan of term limits. I think we will only improve when we have term limits and balanced Budget Amendment which force congress to do the job they seem inthe capable of doing. Senator rand paul, thank you for your time. Officials are blaming russia for a recent cyber attack at the white house. The breach allowed hackers access to unclassified but still Sensitive Information including the president s private unpublished schedule. Nbc reported that the white house had been hacked last october at the time u. S. Officials suggested that russia was likely the culprit. Now they say an investigation proves that in fact the country was definitely behind the attack. History was made in ferguson, missouri tuesday night in the first election since Michael Brown was fatally shot by a white Police Officer, voters elected two africanamerican candidates to the city council. Up until now the council had just one black member. Even though two thirds of fergusons residents are africanamerican. Rahm emanuel won the runoff election. Getting reelected wasnt easy. He failed to gain a majority over four candidates in februarys election. He held off Jesus Chuy Garcia taking about 56 of the vote. A larger political stage, talking about the 2016 president ial election and Hillary Clinton is expected to officially throw her hat in the ring in the next weeks. The man and woman were trapped on the fifth floor of this commercial building, fire crews used a ladder to pull them to safety. They were uninjured. It took 170 firefighters to battle the flames and extinguish it. The cause is still under investigation.
