There were also nearly two dozen bomb threats across the country today called into Jewish Centers. Not sure if this bomb threat was relat related. But one former board member of the valley Water District says it was all preventable. This is what caused all of the floods in san jose last week. An overfull anderson reservoir, dumping excess water over the spillway at morgan hill. I dont see anybody having a viable excuse for this. Reporter he is a former board member of the Water District. He said that the Water District should have employed inflatable dams. Portable dams. The district later conceded they do have. We had a deployment plan for this particular issue if there was any massive flooding. Reporter the Water District sa says they didnt use the floatable dams because there was no design too make them usable. This video of Water District engineers measuring the water levels along the coyote creek was last monday. By Tuesday Morning parts of san jose were under water. More so shaking my head in disappointment because this whole thing could have been prevented. Mann insists that the floods were not a Natural Disaster but of human cause. With no coordination to respond to the consequences downstream. The Water District disputes the accusation saying the flooding was a result of too much water in too little time. The Water District says it will live no stone unturned in reviewing and evaluating what was done this time and what could be done in the future to improve procedures. The Water District reiterated today that they believe that the proper information was shared in a timely manner with Emergency Services so that they could in turn inform the public. Kirk patrick sworn in making her the first chief in less than a year. Reporter earlier today in city hall Anne Kirkpatrick was sworn in as oaklands first female chief of police. F for the fourth time in seven months, oakland has a new police chief. Anne kirkpatrick was sworn in this morning. The District Attorney says the new chief will provide stability and leadership. I think that people dont know what theyre supposed to do one day to the next. She has 35 years of Law Enforcement experience that begin as an officer in memphis and most recently reforms. Here a plane crashed, a cessna twinengine plane crashed into a home. The plane was bound for san jose. Crashed in a home in riverside. Youre looking at live pictures right now. The mire aftermath. Four people on board the plane, two people inside a neighboring home. Those people were taken to a hospital. At this point we know one person is confirmed dead. And again this crash happened about a half amile away from the Municipal Airport shortly after takeoff. The homes right here are in the flight path of that airport. At this point were still trying to find out more information about the four people on board the plane. But again that plane was headed to san jose. While the defense team tried to question whether evidence has been compromised. Its been nearly five years since 15yearold sierra lamar left her morgan hill home on the way to school. Shes never been seen again. Garcia torres is on trial for her murder. Today a crime analyst took the stand to talk about a hair found on a rope in the back of antonins car. One of the hairs contains sierras dna and that is critical to the prosecution. Today they questioned whether the collection of the hair may have been compromised. Tourists at pier 39 and the airport today say there is no shortage of travelers from all over the world here in San Francisco and getting here wasnt bad. Frightened when we were traveling here. But yeah, when i visited the place, you know, it was a surprisingly easy for me. Reporter these folks are enjoying their trip there are hints that fewer travellers may be looking at the city. A recent stu from hopper. Com looked at flight search data from 122 countries in the days since President Trumps proposed travel ban was first imposed. It shows searches for flight to sfo have dropped 45 , the biggest drop of any city theyve studied. This mans friend was worried about taking a trip to the bay area. Were getting new details by the minute on this deadly crash, including the number of people who may have been injured or died in this plane crash. Janelle wang has been tracking this breaking news for us. A lot happening not only in riverside but also at sjc. We know the owner of the plane was registered here in san jose. We also know that theres been one confirmed fatality, two pulled out of the rubble alive. The plane was a cessna 30 3 10. Took off around 4 40 from riverside Municipal Airport heading to san jose. Crashed half a mile away in a neighborhood. It slammed into one home. Another home also damaged. And according to the riverside fire department, there were four people on board the cessna and two people inside one of the homes. And were hearing those two people were pulled out alive. At least one with burns. And we can confirm one person from the plane has died. We do not know the status of the three others on board. But as you can see from this debris, not much left. You cant see any sign of the plane from here. The plane was registered out of san jose. It took off, like i said, from the airport at 4 40. About an hour after its scheduled departure time. We dont know why it was delayed. The weather at the time, some sprinkles but overall pretty good conditions. A witness says they noticed the plane take a sharp turn and nose dive into this home causing a huge explosion. Neighbors said they felt the extreme heat and they felt the ground shake when the plane crashed. The neighborhood has been evacuated. What we know about the plane is its a sixseater twinengine plane, most built between 1954 and 1980. An older plane but by law they have to keep the may it please the court innocence up every year. On friday we first revealed city documents indicating san jose officials may have received misleading information about the flood threats from the Water District. Tonight even more problems. Its the question that the residents say need to be answered. It is important because whoever was responsible should have let us know and we could have prevented all of this problem. Reporter as nbc bay area news first reported on friday, emails exchanged from the mayor and Water District seemed to indicate the city was given inaccurate information about the threat, specifically how much flow it would take before flooding started. Sources also tell us during Emergency Operation meetings between the city and Water District, the district warned the city clearly and repeatedly coyote creek was going to flood. Theres no question that there was some information and communication breakdown. And that is undoubtedly part of the failure here. They did the best they could but it was really pretty late to start when the flood water was already up to the top of the creek and coming fast. That was robert handa reporting. The Water District did not respond to our request for comment today. The San Jose City council is expected to schedule public hearings at its meeting tomorrow to address the communication breakdowns and what they can do better next time. A former president is weighing in on the current commander in chief. George w. Bush appeared on the today show and addressed President Trumps ongoing bat wl the media. This will be offset and paid for by finding greater savings and deficiencyings across the federal government. Were going to do more with less. We dont know where the cuts are coming from but its hard to see with this magnitude of cuts that once again middle class people, working families are going to be hurt. The president says he will cut the 54 billion from other federal programs. At this point we do know that medicare, Social Security and medicaid will go untouched. So will it be a show filled with bold statements or a detailed plan with some real substance . Tomorrow night will be pivotal for the president as he addresses congress. Larry gersten is with us now. What do you expect to see from the president tomorrow night . Actually we have a framework from the president s remark to the nations governors today. We can expect the president to request a 10 increase for the military, as jessica said. Yeah, about 54 billion. While seeking a 10 decrease in domestic spending. Thats why schumer has the concern. Potential targets, Environmental Protection, public education. All kinds of regulations in a variety of programs. One exception will be a proposal for a 1 trillion Spending Program on the nations deteriorating infrastructure. And regarding foreign policy, the president will seek reductions in foreign aid which amounts to 50 billion or slightly less than 1 of the federal budget. The president is expected not to touch Social Security or medicare as weve heard which are by far the largest sources of domestic spending. And finally the president will advocate a major tax cut as well as the elimination of obamacare. And some folks think that all of the numbers are not going to add up. Were talking about defense spending which used to impact the bay area in a huge way, also Infrastructure Improvements which we need in a big way. What do you think can come this way . Youve nailed it. Assuming that Congress Goes along, thens a very big if, the assumption would be that california and the bay area will reap some benefits and perhaps suffer some setbacks. Insfra structure spending will help the state repair its highways, currently ranked 49th in the nation. More defense spending will be good for the Nations Defense industry. Not what it once was but potent. Other domestic spending cut would be an area such as Public Health education, health care programs, Environmental Protection and all of those could present Serious Problems for the state. A lot of numbers and a lot of talks about improving and budget numbers. Any kumbaya moment . That gets to the question of tone. While the president as urged national government, the nation to be yuunified, hes pursued denying middle east muslim to admission to the united states, demanded removal of most of the nations undocumented immigrants, opposed transgender rights and questioned the supreme courts right on a womens right to choose. These ideas have affected large swaths of american society. What the president can do is offer a fresh start. But heres the thing, we also has to reach out the democrats in congress. You put these together and these efforts could go a long way toward healing the rifts that have emerged in the first few weeks of the trump administration. Were learning that since october the 1st we exceed the yearly average in san jose when it comes to rainfall. The yearly average 14. 87. Were now at 15. 22, which is 138 of normal. So if we did not get another drop of rainfall, we would end the season with average rainfall. And again, we got all of this rainfall from the atmospheric river, also known as the Pineapple Express which was pointed at the bay area for many of the different storm systems. We know about the huge massive Flooding Issues in san jose and thankfully were starting to get the dry weather in here. Right now 51, going to drop down to 45. And tomorrow mornings forecast is obviously going to get colder. Down in the south bay were begin with 40 degrees, peninsula 45 and a chilly 38 for the trivalley. North bay also down to the 30s, 37 for your average, San Francisco 44 and 43 here for the east bay. High pressure is the only reason why were finally starting to see the dry weather. As that builds in, its a clearing pattern and it helps to steer the track off to the north. I think this will happen for the next five days at least the way things are looking right now. As we get you into tuesday, microclimate forecast, in san jose well have sunny skies, 61. Watch out for the wind. Could kick up a little bit in the northwest at 13 miles an hour. Contra costa and alameda counties, picture perfect day.
