This time it happened in mountain view. Police say David Lefever rented an apartment. Before he was supposed to stay there he cancelled the reservation. Investigators believe he later burglarized the apartment. He then tried to buy a new phone in the name of the apartment owner and was arrested. A pellet gun shooting spree has a man arrested. It happened around the apartment complex not far from san jose university. Police say he was hit from a shooting across the street. He is expected to be okay. Police say theyve identified a suspect but have not ray rested anyone. Neighbors say theres been an increase in these kind of shootings in the area. We just got a double homicide two blocks away last night and a week ago or maybe a little more somebody else right down the street here. So it is a problem. Some neighbors say the pellet gun shootings have been going on for about a month now, but police say they havent received any reports of recent shootings in that area. The city of san jose is on the verge of declaring a Public Safety state of emergency because it does not have enough officers to respond to 911 calls. Nbc bay areas robert handa broke the story on twitter hall. He is live at city hall. Robert. Reporter well, thats right. The police department, the police union and the city officials have just met. In fact, they were with meeting for about two hours, and that meeting just ended. Some of the representatives came out and expressed optimism. It was by most accounts a productive meeting at city hall, tempered by the vast staffing problems ahead. The chiefs office, the city manager and us will work collaboratively through the next couple of days in order to restore staffing as fast as we can. Reporter everyone involve in trying to solve san jose shortage of cops agree at least 500 fullduty officers are needed to staff the patrol division. As the Department Heads into its september rotation shift of officers, only 413 are available. Nbc bay area penned this letter from the city sent to the poa which says the gap will have to be covered by redeploying 47 officers from other assignments back to patrol, which means tough, unpopular decisions by the chief. It will mean closure of more units, more people not investigating specialized crimes and things of that nature. Reporter to make some of those changes, the city may have to declare a Public Safety state of emergency. If the chief tells me we need to make particular declarations in order to get more officers out into neighborhoods, im happy to support it. Reporter the poa is also supportive but skeptical. Today our chief of police needs to fill 340 10hour shifts of Police Officers to keep our city safe to answer the 911 calls. Thats not a realistic goal. Thousands of fiefrlts remain on front lines this evening throughout the state. This time an historic landmark is threatened. Here is a look at the six largest fires burning right now in california. The most problematic right in the middle of the state, the chimney fire, burning in san louis owe bis poe county. It is threatening the historic hearst castle. Cal fire is actively protecting the landmark which remains closed to the public, not just the property but it is also home to an extensive art collection. The chimney fire has burned more than 31,000 acres so far. It is at 35 containment. There is some progress on that fire east of los angeles. The blue cut fire in San Bernardino county is now 89 contained. 37,000 acres have burned and the thousands of people evacuated from their homes are now being allowed back to their properties. That wild fire in lake county closer to home is almost fully contained. Nearly 4,000 acres burned and 300 structures destroyed. A serial arsonist is accused of starting the fire. All of these fires across the state have been impacting our air quality for the past week. A live look at san jose where conditions are improving, but it is still a bit hazy outside. A mobile Doppler Radar has been moved from south bay up into dublin. As the scan mofls around we are picking up some returns on that radar beam. So as it sends a signal out it is sending one back saying, look, we have something in the atmosphere. It is not rainfall but it is the smoke and haze. You can see it along that 580 corridor. At the bar and restaurant you see across the street, the owner bartender is not here because the place is closed on mondays, but we do have video of the suspect. This is the man police are hunting, described as young, latino, 60 weighing about 160 pounds. His image was caught outside about an hour before the confrontation. He is seen horsing around with a friend in a leather jacket. The time stamp reads a quarter past 12 00 on july 17th. Police say at 2 15 that moorng the man tried to reenter the bar but the door was locked so he started ponding and kicking the door. When the bartender opened it, police say the suspect attacked. He began fighting him, starting punching several times. Officer Carlos Manfredi says the bartender was hit in the face several times before he got the upper hand. The bartender was able to turn him over and get on top of him to hold him down, but when he did, during that time, that scuffle, his finger was near his mouth and he literally bit it off. Police in irvine say they citedd 47yearold todd ranovich fortress passing, possession of controlled possession and marijuana. Officers say he was carrying it in a brown paper bag. What exactly is it . I want to spend some time on the picture. Hopefully we can get that back if it is possible. Maybe we can swing back in storm okay. There we go. A little bit ahead of us here. Youre going to be able to see on the truck we have the satellite dish, which will help deliver the signal back to the station. But what kind of signal are we delivering from stormranger . You can see on back of the truck hoisted about 15 feet is a Doppler Radar. That will will give us some incredibly, you know, Higher Definition images of whats happening when it comes to rain. Theres also an xband radar on this to give us more specific detail as well. We have a camera and also a weather station on board. Lets break it down a little bit further for the weather geeks as we take a look at the weather graphics, which youre going to be able to notice here again is the Doppler Radar, which gives us typical rain data. Dual polarization which will give us more of a twodimensional view of what is happening with a storm. When that storm comes in, the dual polarization will enable us to give a better view of the intensity of that storm system, and then the xband radar will be able to help us track smoke from wild fires. It is certainly a very incredible tool here across the bay area. Of course, the biggest thing with with it is mobile so we can move it across the bay area to exactly where we want it to give you the highest resolution data. Now, we have stormranger fired up right now across portions of the east bay, and it is currently located in dublin. You can see the red radar sweep from its scanning around right now, and it actually is picking up some returns here throughout the trivalley. Now, it is not much, but it is good enough to indicate where some of this haze and smoke is the worst, and it is getting trapped here right throughout the 580 corridor. You can see the little green dots. If the radar is picking up anything at all, it is pretty bad. So right along the 580 corridor where were getting some, you know, initial signals here of some poor smoke and also haze. You want to limit outdoor exposure and watch out for that at least throughout the rest of tonight. Through tomorrows forecast we expect the air quality to improve across north bay and east bay. As we head into the forecast, you will be able to see for our tuesday 62 here in San Francisco, east bay expecting 85, and right across the the south bay were looking at 83 degrees for a high. So it will be be a warm day, but as you get closer to the coastline typical cool weather moving in. In terms of our temperature trend for tomorrow, we will start with the 60s, then once we hit 3 00 p. M. Numbers will be back up in the mid80s. It has been hailed as safest and most efficient airspace system in the world, but experts say a crisis is hitting the aviation industry. A crisis that could cost time and money in the near future. Stephen stock joins us to explain. Stephen. We are talking about a shortage of people in americas airport towers like this one at sfo as well as radar rooms all over the country. Too few air Traffic Controllers manning too many positions. Not only is it adding up to delays for us all when we fly, some critics worry it means potential higher risk something will go wrong. Might be my last week. Reporter in the skies all over our country from San Francisco to san jose im hanging up my head set and retiring as soon as youre down. Reporter from los angeles to miami, chicago to new york. Ive done this for 32 years. It is time to play somewhere else. Reporter talk all over the nations airspace is of air Traffic Controllers retiring and leaving their posts. Theres an inherent risk to the system when you have tired air Traffic Controllers, over worked air Traffic Controllers. Reporter rich burton retired late last year after 27 years as an air Traffic Controller at san jose mineta airport. Trends tell us if they dont have enough rest, if theyre not adequately staffed, if theyre working multiple shifts of over time, ultimately what happens is mistakes are more likely to happen. Reporter according to faa data, san joses tower currently only has threequarters of Certified Air Traffic Controllers the faa considers to be full staffing. The problem is more severe at chicago ohare, new orleans and miami. It is not just in airport towers either but in radar facilities known as tracons. The faa shows traffic shortages in new york, dallas and denver. Steve mccoy works at the regional traco facility based in sacramento where they handle all outgoing and incoming airplanes in california. What it leads to is where we normally have seven or eight people on a shift, we are limited to five or six. What that means is we have to slow airplanes down. It is a big video game you are not allowed to use. Reporter fred nabos works air traffic out of San Franciscos air traffic tower. We are not going to compromise safety, but we will slow things down. If we are over our limit, we are going to slow things down. We need to reform this whole process. Reporter because of that potential for longer delays for traveling public, the issue has the attention of congress. At a hearing in june, f tarks a officials acknowledged the problem and testified theyre working to streamline hiring. We must remain committed to hiring, training and supporting the best workforce in the world. Reporter they announced they will expedite hiring some 1400 new controllers. With pending retirements of aging workforce, this shortage has been in the work for decades and could take years to fix. If all 1400 were hired tomorrow, it could be 18 months to three years before they are trained well enough to become certified, and many potential hires wash out because of the demand of the job. We see delays. Reporter doug rice is a vet ral commercial airline captain. He says pilots are noticing tired and overloaded air Traffic Controllers in towers around the country. Sometimes you hear a little frustration, somebody will get short with a pilot. You will hear that, you will hear a guy make a mistake. He will set you up behind an airplane, he misses an altitude. Reporter in fact, we examined safety complaints filed anonymously with nasa over the last decades. Records show hundreds of mistakes and delays where controller cited staffing shortages and heavy work loads as a factor. Take the example of one air Traffic Controller burbanks covering for the absence of two supervisors and two controllers when he cleared two airplanes to control at the same alt toout tud. Only theres a concern when people have to combine positions. Absolutely. It is a more demanding task when you have to combine position. If each person could work 100 airplanes, if you have to work two sectors, i can only work 50 in each sector. I cant humanly do 100 in each sector. If it is not done, you think the likelihood of accident ar pnd getting hurt increases . Theres that perfect storm on the horizon. Theres the likelihood that there could be a catastrophe, and thats not something anybody wants to see. Reporter a spokesman told me the faa shares air Traffic Controllers frustration with the low Staffing Levels right now. That spokesman tells me so far 29,000 people have applied for the open 1400 positions currently open. He emphasizes america still has the safest Aviation System in the world, and Proper Staffing and safety is a top priority of the faa. Even if all of the air Traffic Controllers were hired tomorrow, experts tell me another 1500 or so controllers are due to retire in the next couple of years and will need to be replaced. Raj, janell. What a beautiful machine you are looking at right now. It is much more than a mobile Doppler Radar. It has a weather station on it, a 360degree camera and also an xband radar. Lets get more specifics on this vehicle right now. Again, as we break down the parts and the pieces of this, youre going to be able to see on our weather graphics that, again, it has quite a bit happening here. As we take a look at our micro climate weather, it is going to scan in the horizontal with the Doppler Radar. The dual poll arization feature gives us more of a twodimensional view. It helps out with the rain intensity to give a higher resolution of what is happening, and theres that xband radar which can detect wildfire smoke and if we are on the fire lines we can tell you better which way the smoke is headed. We have a big problem when it comes to radar traditionally in the bay area. The radar a lot of people use, including us before we had stormranger is located 3,530 feet up. As the Doppler Radar scans out it goes into the atmosphere because it is located so high up here, and sometimes it can miss data in the storm. So it leaves some data gaps. With stormranger we will be able to move it to exactly where we need to to get you the higher detail of rain, drizzle, hail and even smoke from wildfires. As you get a look at stormranger again right now, Current Conditions out here at the vehicle has it at 71 degrees in dublin. We will see temperatures drop into the 60s as we continue throughout tonight. So, again, it is called stormranger and weve got that scan active right now. You can see the red sweep here going across dublin. Again, this is realtime, live data. As we zoom in and get you a closer view of this right now, it is actually picking up a little bit in the atmosphere, not rainfall but you can see these green specs here. This is actually some of the haze and smoke thats been filtering. It really is worst here in the 580 corridor because as it sends this radar signal out, it is bouncing off whats happening in the atmosphere, and that xband radar is showing pretty well here some of these green dots which, again, is that poor air quality. As we get you into the forecast for tomorrow, you can see well start with typical 50s here throughout the bay area and patchy clouds. Nothing too out of the ordinary. Our microclimate forecast stays similar for tomorrow. For south bay low 80s expect, for San Francisco 60s. For north bay, east bay and trivalley well stay out of the 90s but warmest in livermore at 87 degrees. As we get you into the extended forecast, San Francisco has 60s the next seven days.
