recognize either one of the men, you are urged to call police. >> a critical breakthrough in the fight to get body cameras for san francisco police. today the police union officially signed off on a plan to equip officers with the cameras. the current proposal would allow officers to watch the footage before writing incident reports skpept except in case of police shooting or in custody deaths. a key sticking point in the year's long debate. the police commission will take up the issue at a hearing that's tomorrow. >> developing traffic nightmare in the central valley. all lanes of northbound interstate 5 are shutdown. because of that. sinkhole. this is the view from the chopper an hour ago. see excavators trying to make major repairs. this is going on near highway 132 which is south of tracy. the traffic is being diverted on to northbound 33 and then back on to i-5. some reports say the sinkhole is 15 feet deep. the closure began around noon and crews now estimate it could take them up their graduation. it was so hit today. i talked to a lot of parents who got here hours early to get a front row seat. but now they have given them up just to sit in the shade. family and friends watching san jose high school students graduate at the rose garden this afternoon, experienced a lot of heat with the pomp and circumstance. it was 95 degrees during the ceremony. >> because it was really hot. and, people were having -- wet towels and, ice cream guy, i know he made out like a bandit over here. everybody was going over. >> three high schools are enjoying graduation ceremonies here today. now students from five san jose unified middle schools will come here for promotion ceremonies on thursday. they were supposed to have their ceremony at s.a.p. center. but the sharks need the tank for the stanley cup finals. school district leaders say they're prepared for the sizzling temperatures and plan to hand out water. >> encourage people to keep drinking water. have water for the audience. nurses are on staff. >> in los gatos, blossom hill, switched the time for the 5th grade promotion ceremony to 9:00 in the morning to help kids and parents beat the heat. right now there creek campground in amador county. 2 1/2 miles east. they were cousins. the two were jumping off rocks in the river when they were swept away. scheduled to graduate from pittsburgh high school next week. and the school is planning to hold a vigil at 6:00 p.m. wednesday. >> two novato teenagers accused of killing their classmate will be charged as adults. the marind.a. made the announcement two hours ago. the boys both 17 years of age accused of shooting and stabbing two students last week. edwin ramirez died. another recovering. investigators haven't revealed a motive. prosecutors plan to charge the two teens with murder and attempted murder. does isn't of one of the boys in custody on conspiracy charges. another suspect remains on the run. >> new clue today that police hope will lead them to a missing teenager. investigators say, pearl pinson was wearing a black backpack like this last week. purple and green with the joker on it. investigators are hoping someone found pearl's public fights over the years. now the incoming president says a new approach is needed for the public good. she emerged as a player who ease ongoing tension over embattled county jail. the 48-year-old lei ran to be the correctional peace officers union president, and pushing for a positive, productive relationship with the sheriff's office. starting june 1, lei becomes the union first woman president after a landslide victory that seems to indicate guards are weary of political fights. >> not a time to point fing ter, wter, -- not a time to point a finger. we know what the problem is. the auto club reviewed rose's case, offered its deepest apologies and told us it is now modifying its current policy so members with disabilities don't have to beep with their vehicle for a tow. business. the chemicals were incorrectly mixed in a bucket. fumes prompted some 50 workers to leave stangenis industries. one employee was hospitalized. 14 were treated on site for shortness of breath. chemicals were apparently nearing ex-per racing date, were about to be thrown out. the bucket in which they were mixed melted. the company makes transformers and electromagnetic components. >> property tax revenues are up in san francisco. the mayor wants to improve residents' quality of life. the budget plan calls for 4% growth in the labor force to. better serve residents heap says. the been ripped off by turf thieves. a neighbor called the 79-year-old sunday morning telling her the turf had been taken. >> she said -- sandy, didn't you like the grass you had? and i said, well, yeah, i love my grass. she said, well it's gone. i was like, what? >> i'm appalled. good grief. >> her neighbor is outraged. she says fisher whose husband died a year ago was frying how to be drought conscious when she spent thousands of dollars to replace her real lawn with a low maintenance artificial turf. >> let down by humanity. why would people steal this? >> how sad is that? stealing turf forecast. fog at the coastline. and with that fog there -- it is going to provide more temperature contrast for tomorrow. so, in terms of the morning forecast, we will get the fog back in san francisco in 53. i think a clear start inn't east bay. 58. we'll start with 59 for the south bay. through tomorrow morning, again, fog at the coastline. san francisco at 68. but it is going to stay hot inland with 98 in the tri valley. also 93 for the south bay. now, the one thing we don't want-up to get caught off-guard by is the uv index. while the heat will be uncomfortable in interior vallies. everyone should remember that spf, it goes up to a ten. means you can get burned in as little as 15 minutes. make sure to apply that spf 30. back in 25 minutes with the full forecast. >> see opportunities. in the bay area former white house lawyer pushing for a program she knows will work. >> she invited mark matthews to see special education at work at federal women's prison in dublin. a program she says is better than the federal system but still wholly inadequate. >> we are here because of daphne frederick, appointed to the federal sentencing commission. and talked to the warden of dublin. prisons headquarters in washington, d.c. found out. and now we are barred from interviewing the warden or talking to any prison staff. we can only show you one room in the prison that is the special education class. a spokesman for the prison told me some one at the d.c. office got concerned about the way you will see this story. >> again, which again? >> between her work in d.c. and the seven member sentencing commission and her family in san mateo county, dabney volunteers as a special ed tutor here at dublin any federal prison. >> having been a federal prosecutor. i locked a lot of people up. i always want to give back. >> she started volunteering two years ago the same time her 8-year-old son was dieing anotioned as dyslexic. he had hitten his inabuilt tee to treed read by memorizing wor. common copying mechanism. and frederick and her husband moved heaven and earth to get him help. and they found it. >> it is a very expolice it method. it is taught in a certain way, the child might read a sound. write the sound. and give a sound. it is all -- use their finger to trace the sound. >> she admits it has been a long some times difficult two years. >> but i am happy to report that he is currently reading, for pleasure, at grade level. >> read the prefix. >> here at dublin. she noticed a lot of of students in the special ed class appeared to have the same dif comy. >> i mem rised. i am kind of smart for everything else. but my receiveding and writing, i don't understand why it is so, kind of hard. one of two inmates we were able to interview in the special education class. she is dyslexic. a study out of university of texas found 48% of prison inmates are lakely dyslexic. all most half. some times i see words backwards. >> one of ten students in the class. that's all they have room for. out of a population of 931. >> heroin addict for 22 years. >> the other inmate we were able to interview. in for struggling drugs. she has been in and out of the high school equivalency program three times. >> which is harder getting your ged or kicking heroin? >> the ged. >> the ged program recently had over 100íi graduates. for the first time. we know of one that came from this special ed class. but she says half the women she knows in this prison cannot read or write. we drop out of school. hang out with the wrong crew. and we use drugs. >> she says she went to the bureau of prisons and suggests programs like her son's for teaching dyslexic inmates. but with no funding. and she discovered that as a member of the government's judicial branch she is barred fromgd-añ raising the money her. and she is frustrated. the prisons have to meet the inmates where they are. system failed them on the outside. schools did not work for them on the outside. many of them dropped out of school. i think it is no stretch to say -- that that contributed to their path. that led to them being in prison. >> the bureau of prisons required us to interview fred wreck off property. inside she says the warden and staff have been in her words incredibly receptive to her proposals. they just don't have the resources. i asked solias what it means to be able to read and write, to finally get the high school equivalency degree. >> do you think it will keep them from coming back? >> hope so. it is going to keep me from coming back. >> i was toeltd tld the story w about special ed programs and may not sit well with taxpayers. kid the cost of keeping an inmate at federal lock youchlt if you could eliminate 10%. one person out of ten, the savings to taxpayers would be $2.4 billion. that's prufly the same amount of money it would take to educate every student in public school system in san francisco and san jose combined for the next three years.
