hall fine candy and just got a photo finding an inch long exacto blade in a butterfinger bar. the father instantly posted the photo to his facebook page to get word out to other parent and called police. police at this point are saying they are investigating but so far there are no other reports of tampered candy. police unchain the. san jose police joined a growing boycott aimed at one of hollywood's best known directors quentin tarantino. tarantino recently angered officer at a police brutality rally in new york city and now departments nationwide are calling for a boy cost his films. nbc bay area's robert honda broke this story on twitter this morning and joins us live from police headquarters and this afternoon tarantino fired back saying his words are being misrepresented. >> reporter: well, that's right. the director does say that his words are being misrepresented, but the san jose poa is joining groups representing about 200,000 police officers who are basically saying they are reading between the lines. >> reporter: the battle between cops and criminals has often been an important element in many of quentin tarantino's movies, including his breakout film "reservoir dogs" but he's also known for his words and dialogue and right now his words at a manhattan anti-police brutality rally are at the center of this controversy. this youtube clip captured the comments tarantino made that started a boy kuyt, a movement that san francisco's union. >> i have to call the murderers the murderers. >> we joined san francisco, los angeles, chicago, philadelphia and or the all law enforcement agencies around the nation in boycotting mr. tarantino's upcoming film. >> we did not hear back from tarantino's agent or attorney but he has said publicly that some of the protesting police groups are trying to intimidate him as well as any other prominent people who might want to speak out on police violence. he refused to apologize and pointed out he never said cops are murderers and claimed he never implied it either. the san jose poa president disagre disagrees. >> you have to take into consideration that people really look at what you're saying and for mr. tarantino to come out with such hateful and ignorant comments can be horrible in regards to law enforcement and their safety and their ongoing safety. >> well, if nothing else, tarantino's next movie, police have ruled out alcohol or drugs in a crash that killed a cyclist in palo alto this morning, but investigators have yet to announce the official cause of the car accident for have they released and that venue has been closed since march and just because the theater has been granted historic status do not mean it can the not be demolished. the designation adds another layer of review when it skies tonight and winds out of the west at 16, a very brisk and blusteriy wind and temperatures will be dropping. let's check it out for tomorrow morning and down to, yes, 35 degrees and napa possibly some patchy frost and livermore 41 degrees and los altos coming in at 44. so cold to start and then as we head throughout the day, plenty of sunshine but don't expect any kind of major warming. it's probably exactly what you want. can you see for the south bay 67 degrees and peninsula 66 and tri-valley at 72 ant north bay also looking at 70 degrees. we'll be monitoring changes out here in the pacific and that's another storm system that looks like it will be getting closer. superactive open to the gulf of alaska and see a small shred of this moved down for sunday and monday and here's how it plays out right now. i don't think we'll have anything in the south bay at this point, the possibility of a few sprinkles in the peninsula and the tri-valley, best chance for the storm dropping down from the north would be san francisco and also the north bay and north bay and about 25 minutes more details on a much better chance of rainfall when that's coming and how much it looks like we investigative reporter steven stock traveled to israel to seat solutions for israel's drought. steven, the immediate question, at least one of the questions, if israel can do it why not us. >> exactly, raj. we found the problem here isn't so much a lack of rain by our own water policies. >> scientists say california needs 11 trillion gallons of water just to recover from the current drought. how much water is that? consider this? it would have to rain in san francisco and oakland one inch every day. that's what we got yesterday. one inch every day for 13-plus years. just to get that much water. we discovered a place where they faced a similar crisis eight years ago and now that country has so much water they sell it to other countries. >> reporter: rows of crops and cotton and trees as far as the eye can see. this isn't the central valley, it's not even california. it's israel. if you really want to find out how to address california's drought come here like we did to israel halfway around the world where nearly ten years ago they faced a similar drought crisis and decided to change an entire approach towards water and now almost ten years later they have more water than they can use. >> the bottom line is the country produces 20% more water than it consumes currently. >> reporter: we spoke to him outdoors neither office at the wall surrounding the old city of jerusalem. >> so wait a minute. israel here in the desert makes more water than it can use. >> we sell it and share it with the palestinian authority in jordan. >> reporter: yards away from where we speak were the remnants of an ancient water duck carried water to jerusalem for thousands of years and they know solutions here and today they are teaming up with experts to try to find large-scale solutions for the california's water crisis. >> it's not the drought itself. you need a sustainable water system whether you have el neonos or don't have el neonos. >> reporter: we discovered the solution to drought here aren't based on ancient but modern history. less than a decade ago trillion introduced a major paradigm shift in its approach to water. >> i'm sometimes afraid that we won't be able to supply even water for basic needs. >> reporter: this man retired after serving as six years as israel's top water commissioner. during the time that the country faced these critical water shortages. >> they after what we bring what they should do, we bring them with extra water and we're not afraid of the drought years. >> reporter: it was an approach where israeli leaders made water a national priority, equivalent to fighting terrorism or war. >> i see that the people are coming for and haven't guessed yet what the problems are facing. >> what is confusing is why people think that it could rain and it could solve this. >> reporter: it's not just the israelis warning us either. laura is with the water strategy group, a water consultancy project that works with corporations based at the presiddio. >> we don't have enough that's right. >> it all may look familiar but this isn't the central valley or even the silicon valley. instead it's the desert in israel where they generate so much recycled water that they can't store it all. >> at this recycling plant developed with the assistant of the jewish national fund they clean as much as 10% of all recycled water used in israel. twhaert meets not only israeli safety standards but also german and u.s. e.w.a. standards as well. >> we didn't have any choice. in fact there's as much of 60% in all the water comes from recycled or regenerated water sources, not drinking water. carried by these purple pipes you see everywhere here in comparison. less than 7% of arizona agriculture uses 7% of water. we found another technology here on this collective farm where they developed and perfected drip irrigation techniques 50 years ago. you're in a descenter. >> oh, yeah, and all that is planted. >> and now at least 75% of israel's crops are watered through drip irrigation generating crop fields and in california less than 40% of our fields have drip irritation. >> to get an idea how good drip irrigation is, seat middle. rows, no weeds no, grass, nothing, nothing grows here. the only thing that grows here are the craps, irrigated by drip irrigation. in fact we found farmers in central valley still using flood irritation, a technique from 100 years ago that experts say has scientifically been shown to be efficient and wasteful and ultimately counterproductive. >> you need this kind of amount and in winter you need less. >> reporter: in israel's new water portfolio desalination. plants like this one take the largest sea water in the world and converts to drinking water. israel has some of the largest desalination plants and they have the capacity to produce 5% of all the drinking water for the entire country. contrast that with california with only one plant, this one in karltz bad outside san diego we just started to produce fresh water late last night and we'll only provide about a quarter of the drinking water needed by san diego. >> what needs to change here in california. >> i would like to see a few leaders step forward in california who see an opportunity to drive the success of advanced water technology the way that california has driven the application of renewed technology. why the haven't we donna it. >> the basic answers, it hasn't been a priority. >> why don't we get this when it comes to water. >> abraham tenney's answer to that question speaks to the need for california to change, too, whether or not el nino brings more rain than we can handle. >> i believe that you don't understand yet your problem and this is a huge problem. it's not going to be better. >> if we don't do anything what happens? >> reporter: we found several silicon valley companies who have developed technologies here in southern california that helped solve this water crisis and in the south bay you'll be down into the mid-40s and down to 43 in the east bay and check it out, 39 for that morning low. what i want to do is take you into the north bay and the coldest microclimate and napa will likely drop to the lowest temperature down to 23. petaluma also 39 and notice the average. 42 degrees. we're not that far off. not near record-setting lows and the fact that it's been so mild the past few years and not anyone really complaining about getting the fall weather and the other thing about the cold weather has been the sierra snow. totals coming in at kirkwood 14 to 18 inches is the latest newspaper. as we get a look the storm system that brought the cold air and record setting rain, it's helping to drag down this chilly rain across the bay area. for tomorrow that keeps the sunshine in place. after the chilly start, a great day. as we push towards the upcoming weekend, we keep the mild weather for saturday and a few clouds and changes in the forecast. here's the big change on sunday. the possibility of showers does not look like a large storm system but likely wet weather even extending into monday and may get a tenth of an inch the way things look now. we could see the storm system ramp up. as we get a look at microclimate forecast for tomorrow. you can see across the south bay just 69 degrees for your high in san jose. that is it for the peninsula. chilly on the coastline and 67 in pacifica and back to san matteo 66. north bay, east bay, some of the best weather in walnut creek at 71 degrees. almost, check it out, starting off at 35 in the morning. napa, you will go up to 69 degrees by the afternoon so as we mentioned great weather as we head through this upcoming weekend on friday and also saturday and once we hit sunday temperatures will drop in response to that responsibility of showers. now the much larger chance of rainfall still looks to come our way on this window that we've been talking about at any point november 15th through the 1th, at least half an inch and raj and jess, could even be seeing another inch out of this storm system. great news now on the heels of the last rain that we just had j love to see more of
