thank you. and a measles outbreak now the legislation, the rights of parents may be taken away. senators barbara boxer and dianne feinstein asked california leaders to reconsider the personal relief exemption. more from santa clara county public health department. marianne how would this impact parents? >> reporter: well raj, one of the state lawmakers is a doctor and says right now there are some 40% of schools that are still below the vaccination rate that needs to be safe. right now that is why he is fighting to get it safer. this is the worst measles outbreak in 20 years. there have been 99 confirmed cases of measles in california this season including 14 in the bay area. tonight, senator richard pan, who is also a pediatrician is aiming legislation to strengthen the shots laws. >> we are advocating to abolish this exemption, that is needed to protect the public health to enroll in schools. >> reporter: this mother wants the legislation. >> as measles spread, i counted the days until he could get his shots. vaccination is hard who wants to make their children cry? we do it because it protects our kids and community. >> reporter: the new law would require parents to notify the schools of shots records. >> many daycares in our areas have below the rate requirements. >> reporter: she believes the law should not trump her ability to protect her child. in 2012 there was a state law passed requiring parents to at least consult with a doctor before getting an exemption. that did help reducing the number of exemptions by 20%. still, dr. pan said there are still thousands of kids in california who are not vaccinated and he hopes this proposed law will change that. reporting live san jose nbc bay area news. thank you, marinannemarianne. right now a powerful storm is brewing off the coast, packing a punch and strong winds. that is it on the radar. robert honda is with homeowners who are prepping for the storm. we begin with our chief meteorologist. >> and we'll begin to see rainfall here across the bay area, what is important to note about the storm system the core of the storm where you find the strongest wind and typically the heavier rainfall is well offshore. that will not even hit us. but it is the trail of the storm that will move across the bay area into thursday and friday that will give us quite a bit of rain. you can see across the bay area, increasing clouds with no rainfall. it will get here very quickly. we have a flash flood watch in effect from marin, napa and sonoma counties. we'll take a look at the future cast. you can see the early look right now with the heavier rainfall to the north. late tonight. then as we head throughout thursday by the evening hours that is when we'll begin to see rainfall across the north bay. eventually, yes, it will move to the south bay. and we believe it will even bring a couple of inches all the way down towards san jose. winds 50 to 40 miles an hour may produce more power outages and downed trees and no doubt traveling will be hazardous in your car. there could be multiple spinouts. we'll have more in 15 minutes. >> all right, we'll see you then. let's turn now to robert honda, people are getting prepared and don't want to take chances considering what they saw a couple of months ago. >> reporter: that is right, jessica, it has been sometime between storms but considering the last time what it caused there has not been as much rain. but drastic measures have been taken, including bringing down 200 foot trees. it was time to beat nature to the punch. this type of thundering crash can be heard throughout the santa cruz mountains and anywhere a homeowner sees potential danger from a looming tree in the path of oncoming storm, the last storm brought down power lines. >> the trees have weakened like now, we're taking out a bunch of fir trees because of the danger around the homes. just dangerous. >> reporter: travis tree professionals say the most common precaution is removing large branches off trees because the branches catch the wind like a sail. one homeowner said he learned that lesson firsthand. >> the last storm where we had the big winds we actually couldn't even drive up our road. it was obvious it is very dangerous in the storms. these trees are quite large and can snap. >> are you getting a lot of calls in. >> yes. >> what are people saying? >> help. >> reporter: i should point out travis tree professionals does not need to drum up business. it is already booked solid until friday. they do expect more business when the storm hits but those will probably be in san jose. and the storm hit the bay area first as jeff alluded to. business owners and residents are well aware what happened last time when the last big storm happened which was in december. the flooding here at the restaurant, already you see the plastic bags and liners already in place new. >> we save all the bags for next weekend. if anything happens we'll set them up rightly. and we got wiser from last time. >> he has his giants hat on ready for that rain. back-to-back storms so that is the plan tomorrow and then again on sunday. now, you can track the gruesome case and this suspect linked to the suitcase filled with body parts is a free man. san francisco d.a. says there is just not evidence to charge mark andrus, but tonight a concerned father says is it is his son that could have been harmed. mark, that is just a painful suspicion for that father to have. >> reporter: he said he tried to keep his son away from the suspect in this body parts ss case. he is afraid that it is his son's torso who is inside the suitcase being pulled by mark jeffrey ñiandrus after the extended coverage he asked me to broadcast just a single sentence. he told me it is a shame that mark andrus was released from jail last night. that is the part of our conversation he was willing to let me use. >> i believe it is a shame to let a criminal like that be released on the streets of san francisco. they have evidence, my son's id was in it. and this was big evidence with him. he was pulling the suitcase. >> reporter: his son, omar lived with mark andrus at this san francisco hotel for two years between 2008 and 2010. ali shawan met andrus at the time and said the police showed him the credit cards that the detectives found at the time of the arrest. he says it is evidence enough for him. but in a statement the san francisco district attorney wrote yesterday, we are very disturbed by the facts of this case and are working with the san francisco police department to secure the evidence necessary to prove this case beyond a reasonable doubt in a court of law. but the d.a. went on to say he did not have enough to hold mark andrus because the medical examiner has not yet confirmed the identity of the body in the suitcase or the cause of death. we went to the vallejo police department to confirm reports that san francisco had asked the vallejo police to get the information. they did confirm that for us. the san francisco chronicle reports that omar shawan was last seen by his family on january 21st and that he took public hit-and-run. this happened in milipitas. a car hit a garbage truck and erupted in flames soon after. a woman died at that area. it happened near milipitas boulevard. nbc's michelle roberts has more. >> reporter: yes, police have not identified the woman yet but say she is about 20 years old. right now they're just trying to piece together what happened and what led up to this hit-and-run crash. milipitas boulevard was blocked off for the morning commute. police were called there early this morning. a garbage truck and a cadillac crashed into each other. when police arrived the truck driver was there but the other woman involved left the scene. >> the officers who responded were able to follow a trail of bristow the area behind me here. >> reporter: with severe damage and only three wheels the driver of the cadillac made it about a half a mile away from the scene of the crash. >> when they showed up there was a small fire in the trunk area of the vehicle which the officers were able to distinguish. >> reporter: the police said the woman was found dead next to the car, and it appeared she suffered wounds next to the crash. investigators believe she was driving but at this point they don't know if she was alone or if she was under the influence. the truck driver has not been cited but police do say he is helping out with their investigation. reporting live tonight in milipitas, i'm michelle roberts, nbc bay area news. thank you, in san francisco, a courtroom stunned when a murder suspect admitted his guilt and then asked for the death penalty. cameras were not allowed in the courtroom today. but these pictures showed the scene after the two were arrested for killing two sheriff's deputies. the crime spree went through two counties. his lawyer tried to hush him as he said i did kill those cops you can execute me when you're ready. and in san mateo, armed police officers showed up at 8:00 a.m. evacuating homes and told others to just stay inside their homes. they were afraid that a man living nearby on e dna way was a threat to himself and his neighbors. there is el camino where the police two took hours to negotiate with the man peacefully to surrender. and addressing some of the top issues in silicon valley today, 1200 leaders in the private and academic sectors gathered for the annual conference. they discussed everything from the booming economy to the challenges people are facing. what they learned is that the economy may be doing well but not everyone is making money. >> and wealth is not widely shared. so there is this yawning gap between the high-skill sector and the service sector. and we're actually seeing our middle class hollow out. >> another gap is between men and women with the same bachelor's degrees. women are making around 56,000 while men are making about $80,000. and following highly publicized repairs from leaks and bolts. the elevator runs from sea level to the top of the bridge's tower. it was built for maintenance workers just to get up and down there. our chopper caught a look at the repair crew looking at the problem today. it is a $4 million elevator today. all right, let's turn things over to meteorologist jeff ranieri, we're seeing the storm enter the bay area? >> yes, by thursday's forecast you will see on the sky cam network, over cast skies upper 60s, forecast tomorrow will not yield too many major differences at least for most of the region. south bay peninsula, tri valley saying in the 60s, in the north bay we're expecting the chance of rain for tomorrow. isolated to marin, napa and sonoma counties. we'll take a look at the storm system, very large out here in the pacific. the storm is moving away from us. check out the flow of the moisture out ahead of it. our confidence continues to increase and this event will happen. we'll show you another thing here that helps to indicate to us that this moisture is actually going to move in. there is a lot going on in this right now. the main key is to look at the surface flow. the main wind flow here is coming out of the south here with the wind direction. that is the surface. now, the next map will show you 18,000 feet. the 500 chart looking at the wind you can see the direction this is coming out of the south. this is a great indication that that moisture is actually going to get here. so here is how the weather trend looks as we head throughout friday, saturday sunday the big storm will be friday the heavier rain and gusty winds. by saturday we'll see a bit of a break and a few sprinkles. by sunday a return to the forecast with temperatures in the 60s. we'll see the same for the peninsula and also for san francisco. but once again, the travel in the mid-day also the afternoon on friday probably the most treacherous at this point. for the north bay, east shore and also the tri-valley the big rain day friday breaking saturday, and by sunday another forecast moving in. not as strong as what we saw on friday. we'll see another glancing blow and we'll get into flooding issues. as you see on this map here the highest potential of any flooding will be the north bay. that is where the coach starts to pop into the yellow and brown area, four to seven inches. when you hear the high totals, seven, eight, nine inches, all at the very highest levels, overall, a lot of our rainfall totals will range anywhere from one to three inches. we'll have more on the time line in about 20 minutes. all right, we'll see you then, jeff. well coming up turning your car into cash to get paid. out they didn't all get sold off. and this is just one phase of the demolition there will be a lot more to come. >> there will be week two, where we mobilize on site and there are a few processes in making sure that we have the adequate procedures. >> reporter: the 49ers the giants and fans have moved on. now, one last chance to say good-bye to an iconic bay area stadium. the demolition is years later are we any better off? >> and the investigative reporter joins us to determine if we could still face the same danger today when it comes to the columns that support our roads and bridges. >> 25 years after the quake of '89, we discover columns that still need to be retroat this time fitted. and some need to be retrofitted again. it took just seconds for the freeway to collapse. some of the columns supporting the freeway failed forcing the upper deck to fall onto the road before. as this chp video shows, 35 cars and trucks were crushed. >> horrific scene, surreal. >> reporter: the doctor here was one of the first doctors to climb into the chaos. >> the whole situation was so unnatural. for those of us who had not actually been in an earthquake of that magnitude. >> reporter: he performed surgery on a 6-year-old boy underneath the tons of concrete and steel. he saved the boy's life but 42 people died. >> i think you have to have a very sobering reality that something like that can happen again. >> reporter: and when the next powerful earthquake happens, will the columns fail again? the investigative unit has discovered some columns supporting bridges, ramps and railways in the bay area have yet to be retrofitted. >> those that have not will not do well. >> reporter: she is a civil and environmental engineer. she says the older, non-retrofitted columns will sustain the most damage. >> it is how the type of quake is what ground shaking can increase after this many years. >> we are racing time. >> reporter: tom horton says his team has raced to retrofit more than 70 columns along the 700 mile track. but 250 columns from this stretch still need to be retro retrofitted. it was built more than 40 years ago and happens to sit about three miles from the hayward fault. bart expects to finish the job in 2018. why the holdup? >> well, we had holdups on the funding, the federal funding, we expect it pretty much any time now. >> reporter: in order to retrofit they need to add another layer of cement. for some a metal casing is placed around the column. workers are also making the support beams stronger and larger underneath the train tracks. tom austin is the chief of the caltrans engineering office. since loma prieto he says they have retrofitted more than 2,000 columns. but the agency could be forced to go back and redo some of the columns they retrofitted in the '90s. it may not be finished until the summer. can you identify those that you need to go back and retrofit again? >> yes. >> reporter: why? >> because we're know we've done a great job with their safety. >> reporter: but caltrans doesn't control all the columns, the investigative unit investigated with the data provided by caltrans from sonoma to fremont, we discovered 23 bridges owned by local authorities that still need to be retrofitted, including bridges and ramps that connect the island to the bay bridge. they're owned by the san francisco county transportation authority, which says the $6 million project will not be completed until 2019. >> with the damage of the bridges, the next work people will still be able to go from point a to point b, except it will take a lot longer to go from one location to the other. >> reporter: take this bridge owned by the city of fremont. an average of 15,000 vehicles cross it every day. you can see the signs of wear here, and it happens to be directly over bart. which has no jurisdiction over the bridge. fremont plans to replace the bridge by the summer of 2016. in the meantime, as we wait for the inevitable. >> it is not a question of if but it's when. >> reporter: dr. jim betts fears that the older structures may not help save lives when the big one strikes. >> and you're limited by what resources you can a proposal to spend $5 million on an early warning system for earthquakes. this is part of president obama's proposal. it could give the residents at least a minute before the quake strikes. officials say it would protect people and save lives because they could prepare to get ready for the shaking. the $5 million is far from the total money needed to implement the system. two more ambulances hit the city's systems today. they are the city's 17th and 18th city ambulances for the department. last year they were sharply criticized. the chief says it has been a challenge. >> it is like birthing a baby getting all of these ambulances on board. so we're really happy. it represents a more efficient model as well as the old tired ambulances that need to be replaced are now being replaced. >> the mayor announced the plans to beef up the department's staff, as well, it is a new 40-person training academy and the graduates could be working as soon as may. it was the worst commuter crash in decades, tonight, investigators in new york are trying to piece together what exactly happened. the wreck killed six people during last night's evening commute. more than a dozen others were hurt. this is a train service linking new york city to the suburbs. a witness says the crossing gates came down on an suv. the female driver got out to check for damage but when she got back into the car, for some reason she didn't drive out of the way. the suv exploded into flames when the train hit it. the front car of the train also caught fire. well, anger and demonstrations filled the streets of jordan after isis brutally killed that pilot. crowds gathered in amman demanding revenge. jordan has already executed two islamic prisoners who were on death row. isis released video yesterday of the the fifth one to crash this month. 15 survivors, 31 confirmed dead and another dozen missing tonight. heart-stopping video of the trans-asia airliner crashing in taiwan. the jetliner crashed just moments after taking off from the capital city dash cam shows it making a sharp turn and then hitting a taxi cab before hitting the bridge and plunging into the shallow river. the rescue crews responded quickly, and pulled people out of the river, including this one child. the exact cause is still under investigation, but the pilot issued a distress call moments before the plane went down. >> may day, may day. >> reporter: engine flame-out, suggesting possible engine trouble. >> the propellers you can see this one is spinning at a faster speed than this one. you can see all four blades here and they're almost stopped or were much slower than this one. >> reporter: aviation experts say it appears the pilot may have tried to avoid a worst catastrophe by purposefully moving the plane away from a densely populated area. this is the sixth disaster in six months last year a plane crashed in stormy weather, a total of five crashes for asian airlines just in the past year. last month, a malaysian airliner disappeared from radar and remains missing to this day. in july the missing plane was shot down over ukraine and in december an air asia plane crashed into the java sea killing all 162 people on board. again, the people missing are feared dead. it is just after 1030 a.m. in the morning there in taiwan the water is shallow but murky, they hope to recover all the victims today. and a follow-up now to the drone crash at the white house last week. an off-duty government employee who had been drinking decided to test his friend's drone. he crashed it on the white house lawn causing major security concerns. now, a spokesperson said they're taking steps to avoid flying a drone inñi washington, d.c. now an update will block all the drones from flying over the nation's capital. the drones are already prevented from taking off in no-fly zones around airports. let's bring in jeff ranieri, our chief meteorologist. crunching a lot of numbers and forecasts as the time line comes? >> we're looking for nuances that would spell out what we have been showing you in the past couple of days. we'll look and see that 42 days without any kind of rainfall. sub-trauma moisture is in place. that is a great sign. the confidence is going to be happening. not a lot in the bay area mainly high clouds for tonight. the big focus continues to come into play right now. that is the fact that in the north bay marin, napa and sonoma counties is where we'll see the rainfall totals the highest. flash flood warning from thursday night all the way into friday evening, as well. so you want to watch out there. it will be crucial, stay alert especially if you live near creeks rivers or streams. so we'll head throughout thursday, and there will not be any major changes here across the south by peninsula or san francisco. you still may say what storm system? it is going to be overcast temperatures cooling off a few degrees, 66 in san jose also mid-60s in los gatos. and it will get cooler at the coastline. that is really the first indication that our storm system is offshore. and then i really think as we look at the north bay, east bay, you will see changes here mainly for the north bay as we'll introduce the possibility here of showers in napa, santa rosa, and mill valley. that is the only micro climate where we do have the possibility of showers, staying dry across the east bay. let's take you to the rain time on our storm system. as we mentioned we're looking for any type of big changes, forecast model timing is pretty much dead on what we have had the past two days. so again, great news in actually seeing what we're getting on the weather models to actually happen. you can see by friday at 8:00 a.m., likely the heavier consistent rainfall would be in the north bay. but eventually the rainfall will be stepping down here towards san francisco, we believe by about 1:30. keep in mind though it is still raining up in the north bay at this point. then the heavier rain moves to the south bay at 7:30. it will take time to get you to san jose on friday's forecast. eventually it will. by 11:30 on friday you had rain in the north bay in the beginning of the day. looking at rainfall as we head throughout the evening. that is where our flooding threat comes in. possibility a few isolated showers down in the south bay. the general trend saturday will be the break in the forecast. then as we head throughout sunday there is another storm system lining up. it doesn't look as strong but still could help to bring down trees and also power lines with the ground wet. this is the rainfall totals just as we have been mentioning a huge difference in numbers, one and a half to two inches likely you head to the north bay. two and a half to five inches likely. the five-plus number the higher elevations along the coastline. when you hear the big banner numbers that is really where that is coming from. the higher elevation helps to squeeze out the moisture. the other thing we're looking at is wind 5:30 a.m. friday morning, 35 miles an hour winds and saturday as well. we'll track it all at nbcbayarea.com. we'll have more on friday also
